This article examines the potential implications of the combinations of robotics, artificial intelligence, and deep learning systems on the character and nature of war. The author employs Carl von Clausewitz’s trinity concept to discuss how autonomous weapons will impact the essential elements of war. The essay argues war’s essence, as politically directed violence fraught with friction, will remain its most enduring aspect, even if more intelligent machines are involved at every level.

Rare earth elements (REE) contain unique chemical and physical properties such as lanthanum, are found in small concentrations, need extensive precise processes to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as IPhones, satellites, and military weapons systems as varied as Virginia-class fast attack submarines, DDG- 51 Aegis destroyers, the F-35 Joint Strike Fighter, and precision guided munitions. The U.S. has some rare earth resources, but is heavily dependent on access to them from countries as varied as Afghanistan, Bolivia, and China. Losing access to these resources would have significant adverse economic, …

Withdrawal: Reassessing America's Final Years In Vietnam, Gregory A. Daddis

Withdrawal is a groundbreaking reassessment that tells a far different story of the Vietnam War. Daddis convincingly argues that the entire US effort in South Vietnam was incapable of reversing the downward trends of a complicated Vietnamese conflict that by 1968 had turned into a political-military stalemate. Despite a new articulation of strategy, Abrams's approach could not materially alter a war no longer vital to US national security or global dominance. A memorial for Ambassador-at-Large to Monitor and Combat Trafficking in Persons, John R. Miller (May 23, 1938-October 4, 2017). Ambassador Miller believed modern-day slavery, encompassing sex trafficking and forced labor, requires a principled global offensive that the United States is morally obligated to lead. In the four formative years he led the State Department’s Office to Monitor and Combat Trafficking in Persons, 2002 to 2006, John Miller set the office’s course as diplomatically aggressive and programmatically creative. "The admission, supported by a careful reading of the historical record, begs larger questions: How do we remember American strategy in Vietnam? What language do we use to describe a war that proved so tragic, not only for the United States but, perhaps more importantly, for the millions of Vietnamese who lost their lives in a decades-long civil war? Arguments surrounding American Imperialism focus heavily on the 1890s and after, but preceding actions by the United States in the process of continental expansion present an image of imperialism in the first half of the nineteenth century. This paper examines the annexation of Florida, Texas, and the rest of the American Southwest through the lens of Mexican-American relations and international imperial competition to determine whether the United States was exercising an imperial agenda between 1803 and 1848. It then reapplies pre-existing arguments on American imperialism by Frank Ninkovich, Thomas McCormick, Dane Kennedy, and others to the same 1803-1848 timeline as …

This paper will attempt to reinterpret the early Cold War moment in Euro-American relations that gave rise to and ultimately destroyed George Kennan’s plan to reunify and neutralize Germany—the so-called “Program A” of 1948–49. Kennan envisioned his Program as the first and decisive step towards creating a “free European community” capable of acting as a non-aligned “third force,” thus ending the Cold War on the Continent. This thesis examines the United States’ relationship with Israel and the wider Middle East between the Truman and Eisenhower administrations. The United States’ relationship with Israel has reverberated across the Middle East and studying its impact is critical for understanding past and present issues in the region. It begins with an examination of the factors that impelled President Truman to act against the advice of his Department of State and recognize Israel only minutes after it declared statehood in May 1948; arguing that, above all else, domestic political considerations lay at the heart of his decision. When the country of Yugoslavia disintegrated into war, the United Nations created a research commission, the Yugoslav Commission of Experts, to document war crimes. This commission, led by Cherif M. Bassiouni, depicted the conflict as a perpetual problem with historical roots and also as having victims on both sides, which presented a legal-definitional paradox to the Security Council, requiring litigation of principles, categorization of conflicts, and discussion of further involvement - if applicable. The Thirty Years’ War was arguably the most consequential war of the Wars of Religion and of the wider European conflicts in the 17th century. The historiography on the causes of the war has been present ever since literature on the conflict became available shortly after its cessation. Since 1900, the debate over the underlying motivations has intensified and has become muddied in some areas. This study aims to summarize and clarify the previous positions that historians have taken on what caused the war, from religious urges to socio-economic and political factors. The Hopes And The Realities Of Aviation In French Indochina, 1919-1940, Gregory Charles Seltzer

My dissertation examines how and why the French employed aviation in the five constituent parts of French Indochina (Annam, Cambodia, Cochinchina, Laos, and Tonkin) during the interwar period of the 1920s and 1930s. I argue that the French, believing that the modern technology of powered flight possessed seemingly endless potential, saw aviation as a vehicle for extending, consolidating, developing, and protecting their interests both within the colony and around Southeast and East Asia. Aircraft, whether civil or military, were viewed and used as a multi-purpose tool of empire. Indeed, planes were employed for a variety of tasks in Indochina: transportation …

This piece analyzes the mission statements of four institutions that commemorate Genocide: The United states Holocaust Memorial Museum, Kaligi Genocide memorial, Tsitsernakaberd, and S-21. The paper first plays out serious topics, such as dark tourism, the politicization of museums, the entertainment factor of museums, the definitions of genocide, and the Americanization of the Holocaust. Each institution is critically examined independently following the definitions of terms in the introduction.

While it is now clear that appeasement of Nazi Germany and Adolf Hitler did not prevent another war, there is a historical debate on whether British appeasement policies were shameful, a set of well-intentioned blunders, an attempt at keeping peace internationally, or a strategy to keep domestic resources focused on Britain. Within the debate between historians, lies a debate between the British public and Parliament, and even within Parliament itself. This project interrogates how economic self interest motivated periphery states such as Ghana to use foreign policy as a vehicle to attract improved development assistance from superpowers, in this case the United States. While the United States viewed its aid program in Ghana in stringently Cold War terms, Kwame Nkrumah and his advisors were less inclined to get deeply concerned about Cold War ideology. This project shows that Ghanaian agency was manifested in the Cold War through the new state's construction of a foreign policy image that made it a prominent African voice globally. Cold War By “Other Means”: Canada’S Foreign Relations With Communist Eastern Europe, 1957-1963, Cory Scurr

Following Joseph Stalin’s death in 1953, Nikita Khrushchev became leader of the Soviet Union and ushered in a liberalization campaign that reverberated outward to certain Eastern European nations. Canadian officials recognized that limited freedom of maneuver was conceded to certain Eastern European nations, in addition to Yugoslavia’s existing independent position. This proved important, as Communist Eastern Europe became a deliberate and considered factor in Canada’s foreign policy. Canadian Soviet policy thus evolved into a Canadian policy towards Communist Eastern Europe, equipped with various nuances. Specifically, this project examines Canadian policy with Yugoslavia, Poland, and the Soviet Union.

This essay uses the concept of Christian nationalism to explore the religious dynamics of the Contra war and U.S.–Nicaraguan relations during Ronald Reagan’s presidency. Religious organizations and individuals played crucial roles on both sides in the war in Nicaragua and in the debates in the United States over support for the Contras. Evangelistic work strengthened transnational ties between Christians, but also raised the stakes of the war; supporters of the Sandinistas and Contras alike alleged a victory by their adversary imperiled the future of Christianity in Nicaragua. The nineteenth century was a time of chaotic politics in Europe, a time that saw Poland broken into pieces and partitioned out to its neighbors. This article examines three different works on Polish history, using their authors' contexts to illustrate how the partitioning of Poland has been interpreted by historians throughout time, and how the status of Poland at the time these histories were written affects that interpretation.

The Nuclear Non-Proliferation Treaty was created in 1967 in response to the growing threat of nuclear weapon detonation.1 Today, it has been signed and ratified by 190 countries who pledge to pursue efforts towards non-proliferation, peaceful nuclear energy, and nuclear disarmament. Five states remain outside of the treaty, four of which are nuclear weapon states: Israel, Pakistan, India, and North Korea. The nuclear weapon states in the NPT have been established as Britain, France, the U.S., Russia, and China.

The Irish Republican Brotherhood (I.R.B.) and the Irish Volunteer Force (I.V.F.) altered Irish Nationalist tactics from Parliamentary supported Home Rule to a republican movement for Irish Independence. The actions of these secret societies between 1900 and 1916, during the Irish Revolutionary period,[1] are the reason that Ireland gained independence from the United Kingdom in 1922. Numerous U.S. government agencies are involved in developing and implementing U.S. policy toward Korean Peninsula events, trends, and developments. Those studying U.S. government policies toward this region need to pay particular attention to the role played by U.S. Congressional committees in this policymaking. Congressional committees are responsible for approving new legislation, revising existing legislation, funding U.S. government programs and conducting oversight of these programs. This work examines Congressional committee hearings and debate during the 113th Congress (2013–2014) and reveals that multiple Congressional committees with varying jurisdictions seek to shape U.S. government Korean Peninsula policy and that this policymaking covers more …
