The term ‘grand strategy’ may appear be an extravagant and abstract expression, yet it is simply a shorthand manner of describing a country’s efforts in diverse areas towards its key goals. According to Yale historian Paul Kennedy, the crux of grand strategy lies in the “capacity of the nation’s leaders to bring together all of the elements, both military and nonmilitary, for the preservation and enhancement of the nation’s long-term (that is, in wartime and peacetime) best interests” (Kennedy 1991:5). This paper will attempt to reinterpret the early Cold War moment in Euro-American relations that gave rise to and ultimately destroyed George Kennan’s plan to reunify and neutralize Germany—the so-called “Program A” of 1948–49. Kennan envisioned his Program as the first and decisive step towards creating a “free European community” capable of acting as a non-aligned “third force,” thus ending the Cold War on the Continent. The historiography on the causes of the war has been present ever since literature on the conflict became available shortly after its cessation. Since 1900, the debate over the underlying motivations has intensified and has become muddied in some areas. This study aims to summarize and clarify the previous positions that historians have taken on what caused the war, from religious urges to socio-economic and political factors. This project interrogates how economic self interest motivated periphery states such as Ghana to use foreign policy as a vehicle to attract improved development assistance from superpowers, in this case the United States. While the United States viewed its aid program in Ghana in stringently Cold War terms, Kwame Nkrumah and his advisors were less inclined to get deeply concerned about Cold War ideology. This project shows that Ghanaian agency was manifested in the Cold War through the new state's construction of a foreign policy image that made it a prominent African voice globally. The Nuclear Non-Proliferation Treaty was created in 1967 in response to the growing threat of nuclear weapon detonation.1 Today, it has been signed and ratified by 190 countries who pledge to pursue efforts towards non-proliferation, peaceful nuclear energy, and nuclear disarmament. Five states remain outside of the treaty, four of which are nuclear weapon states: Israel, Pakistan, India, and North Korea. The nuclear weapon states in the NPT have been established as Britain, France, the U.S., Russia, and China.

This dissertation offers a reassessment of interstate alliances (συμμαχία) in the fourth-century BCE Greek world from a socio-cultural perspective. Although there are a number of studies of ancient and modern alliances that approach the topic from a politico-military perspective, this is the first to apply a socio-cultural perspective to classical Greek alliances. By considering the subject in its own context, from the primary literary and epigraphic sources rather than modern theoretical models, this study aims to identify how contemporaries understood and represented their collaborative activities with other poleis.
