In April 1941, the Soviet Union and Japan concluded a five-year neutrality pact. Before the end of the year both nations were embroiled in bitter wars against each other' allies, but not against one another. How did Soviet.— Japanese wartime relations preserve this neutrality that lasted nearly four years during World War II? The answers are provided through analysis of both Soviet and Japanese foreign policies while also considering each nation's prospects for winning the war. Throughout the period between the two world wars, Great Britain and the United States were embroiled in an imperialistic rivalry focused heavily in East Asia. The strong sense of competition and mistrust between the navies of the two nations hindered the development of close cooperation as war became imminent in the late 1930s. This state of affairs encompassed every aspect of naval operations, including signal intelligence whose officials sought to forge a working relationship beneficial to both countries in the opening days of the Second world War. The meeting at Argentina, Newfoundland, between Prime Minister Winston Churchill and President Franklin D. Roosevelt in August 1941 was the first "summit" conference of the Second World War. It set the stage for the United States' entry into the war on the side of Great Britain and produced the Atlantic Charter, the noble statement of Western war aims. This study describes how the Nazi threat to England and the Atlantic brought the two democracies together into a de facto alliance before the United States formally entered the war. The Ottoman Reaction To The Annexation Of Bosnia-Herzegovina In 1908 By Austria-Hungary, Yücel Yanikdağ

This thesis investigates the reaction of the Ottoman Government and people to the annexation of Bosnia- Herzegovina in 1908. The people organized a boycott of Austro-Hungarian goods and services. The Government, under the Grand Vizierate of Kamil Pasha, was able to use the boycott and the support of the other Powers to drive a hard bargain with Austria. In the end, Austria paid T£2,500,000 and offered economic concessions in return for the Ottoman recognition of the annexation. This study makes use of published German, Austrian, British, and Turkish documents as well as unpublished archival documents.

This work examines the degree and effect of the reluctant cooperation of the British government and its colonial agencies with the British army during the Anglo-Zulu War of 1879. While it is clear that there was no civilian conspiracy to interfere with the army, it is also clear that several of the policies of the government and its colonial agencies hindered army operations. The study is based on the War Office narrative of military operations, on Colonial and War Office correspondence, and on the memoirs and diaries of several participants.

From 1917 to 1933, the United States did not recognize the Union of Soviet Socialist Republics. In 1920 the United States established conditions for recognition. First, the Soviet Union had to pay all debts owed to the United States government and its citizens by previous Russian and Soviet governments. In addition, all propaganda and subversive activities sponsored by the Soviet Union in the United States had to cease. During this period, the Division of Eastern European Affairs (DEEA) studied and collected data about the Soviet Union from its main "outpost" at the United States Mission in Riga, Latvia. This thesis discusses the American and West German reaction to the Soviet note of March 10, 1952. In this so-called Stalin Note the Soviet dictator proposed the reunification of Germany on terms of neutrality and acceptance of the Oder and Neisse rivers as the German-Polish border. By launching his proposal Stalin sought to prevent the integration of the Federal Republic of Germany (FRG) into the Western alliance system.

Germany's annexation of Austria in March 1938 was the cumulation of almost twenty years of Austrian dissatisfaction with the Treaty of Saint Germain, the lack of consistent political and economic support by the western democracies and the international instability of the 1930s. All these factors worked in favor of pro-Anschluss Germans and Austrians and to the handicap of the allies. Once Adolf Hitler came to power, he drastically changed German policy toward Austria. The American-British Alliance of World Mar II did not evolve by chance but was the result of deliberate steps wh1ch can be traced back to 1938 when naval coordination talks were conducted in London. These talks emerged from an American evaluation of defense commitments in the Pacific and recognition that British cooperation would be valued in a future war.

This thesis asks the question: what rhetorical factors were applied to the reorientation of American public opinion toward the Soviet Union immediately after June 22, 1941. A brief review of American diplomatic trends leading to June 22, 1941 is provided. The term rhetoric is operationally defined and the limits establishing causation between persuasion and opinion are delineated. The national communication process is explained and a national opinion profile, as it existed in the spring of 1941, is described. The present study is an examination of the effect of the Spanish-American War on the formal relations of France and the United States. Because France was the neighbor and friend of Spain and also at least an erstwhile friend of the United States, the war presented certain difficulties for the French government. At home colonialists and royalists sympathetic to Spain demanded overt support of the Spanish cause. The Spanish government looked to France first to lead a diplomatic coalition against the United States and then to mediate the dispute. My topic for this thesis, the U. S. Military Mission in Berlin in 1919, was the organization responsible for tending to allied prisoners imprisoned in Germany after the First World War. Most of these prisoners were Russians cut off from their homes by the Russian Revolution and the allied strategy for containing the Soviet threat. At no time did the Mission's staff number over 1,000, but this small organization worked wonders in sustaining and repatri­ating thousands of non-American prisoners. The scope of the Mission's work created numerous problems in organization and presentation.

Throughout the period of the American Revolution, Great Britain pursued a policy of reconciliation and reunion toward its North American colonies. While this was but one of the several policy alternatives open to British leadership, it was always an element of British strategy toward the colonies from 1775 to 1783.

In both a general review of Franco-American relations and in a more specific discussion of the Anglo-American good offices mission to France in 1958, this thesis has attempted first, to analyze the foreign policies of France and the United States which developed from the impact of the Second World War and, second, to describe Franco-American discord as primarily a collision of foreign policy goals--or, even farther, as a basic collision in the national attitudes that shaped those goals--rather than as a result either of Communist harassment or of the clash of personalities.
