Reconstruction is the step-child of the Civil War, the black hole of American history. It lacks the conflict and the personalities that make the Civil War so colorful; it also lacks the climactic feuds and battles, and dissipates into a confusing and wearisome tale of lost opportunities, squalid victories, and embarrassing defeats whose ultimate endpoint is the great American disgrace - Jim Crow. Description:

Harold E. Richardson (1922-1993) was born in Portland and attended West School and Portland High School. Richardson was elected to the Portland Water District Board in 1963. He served on the Board until at least 1987, including a stint as president in the late 60s. He was very active in the Portland community: his contributions include service on the Maine State Law Enforcement Planning and Assistance Agency and membership in the Mt. Lebanon Masonic Lodge and Deering Lions Club, among many others. The Papers contain his scrapbook, documenting his many contributions to the Portland community, including serving on the …

Oral Histories

Thaddeus Seymour came to Rollins in 1978 as the twelfth president of the College. During his twelve-year tenure, he not only transformed the school through fund-raising efforts, but also enhanced the academic excellence of its liberal arts education and strengthened the relationship with the local community.

Seymour was born on June 29, 1928, in New York City. His father was Whitney North Seymour, a well-known attorney and president of the American Bar Association. Seymour attended Princeton and the University of California at Berkley as an undergraduate. From there, he went to the University of North Carolina, studied eighteenth-century English literature, …

This thesis explores America’s treatment of the Mexican worker in the United States between 1942 and 1964, the years in which an international guest worker agreement between the United States and Mexico informally known as the Bracero Program was in place, and one in which heightened fears of illegal immigration resulted in Operation Wetback, one of the largest deportation programs in U.S. history. The Mexican worker’s experience during the bracero era brings to light core traits of American national identity, such as xenophobia and ethnocentrism, that today obstruct the United States’ ability to resolve its currently conflicted relationship with the …

This chapter reflects on radio spectrum management in the United States, with the aim of identifying useful historical and comparative lessons for European Union policy makers as they contemplate the adoption of pan-European market mechanisms to allocate radio frequencies. It explores the history of American radio regulation and the impact of conflicting interpretations of that history on contemporary policy debates surrounding the liberalization of spectrum markets. The public interest theory of policy making has long been critiqued as inappropriate to spectrum management by economists following the lead of Ronald Coase. But the American experience with radio regulation suggests that economic …

Agricultural Crisis And Biological Well-Being In Mexico, 1730-1835, Amilcar Challú

History Faculty Publications

The article examines how adverse climatic conditions and high food prices influenced the opportunities of peasants in pre-industrial Mexico between 1730 and 1835. Particular attention is paid to data of soldier heights, global climate events, warm-season tree growth, and real food prices to determine how these factors may have affected urban and rural populations. Declines were seen in the general standard of living and average height, while the cost of food increased. It is argued that distribution and acquisition of food has an equal influence on biological well-being as the availability of food at any specific given time.

Mark Rose’s Interstate: Express Highway Politics (1979) and Bruce Seely’s Building the American Highway System: Engineers as Policy Makers (1987) signaled the opening of U.S. highway politics as a field for sustained scholarly investigation. In Interstate, Rose examined the political competition among interest groups, such as truck operators, that produced the landmark 1956 highway legislation. Seely’s focus was the road engineers themselves, led by Thomas MacDonald, whose uncanny ability to present themselves as ‘apolitical’ experts paradoxically allowed them to dominate the highly politicized drafting of the main contours of American highway policy. The work presented in this thesis is an attempt to shed light on the early colonial development of Maryland's Eastern Shore and its possible relationship with current settlement patterns in the region, with particular interest in Kent County. Traditional interpretations of the lack of urban development on the Eastern Shore, both in the Colonial era and the present, have tended to focus on environmental and geographical factors. This research seeks to examine this trend toward rural living in newer and broader ways by incorporating human agency and investigating the possibility that the lack of town development during the Colonial era …
