The civil wars that have occurred in Africa have had destabilizing effects on the political and social structure of African countries. The massacres and genocide of 1993 and 1994 in Rwanda and Burundi shocked the whole world into experiencing the horror of the news that more than one million people had been slaughtered in cold blood. The causes of the conflict in Rwanda and Burundi are many and complex. Timbuktu: A Lesson In Underdevelopment, Riccardo Pelizzo

Th e purpose of the present paper is to investigate Timbuktu’s economic decline in the three centuries elapsed between 1526, when Leo Africanus reached the Mysterious City, and 1830, when the fi rst European explorers arrived in Timbuktu. It is argued that Timbuktu’s decline was neither an accident nor the result of inevitable natural conditions. Timbuktu’s decay was the product of historical and social forces. Specifi cally, it is argued that Timbuktu lost power and prestige because its market decayed. However, it is also suggested that no single factor can account individually for this event. The conflict between liberal legal theory and critical legal studies (CLS) is often framed as a matter of whether there is a theory of justice that the law should embody which all rational people could or must accept. The purpose of this paper is to examine salient factors accounting for South Africa’s relatively peaceful transition from apartheid state to nonracial democracy, focusing on the political personalities of South African leaders P.W. Botha, F.W. de Klerk, and Nelson Mandela. Following a brief overview of situational variables, the paper describes the political personalities of Mandela and De Klerk as assessed by the Millon-Type Political Personality Checklist (MPPC). In this article I first offer a brief historical account of European white settlement, and ultimately political dominance, in southern Africa. Next, I outline how whites, and in particular Afrikaner-dominated National Party governments after 1948, achieved almost total subjugation of South Africa’s black majority through oppressive legislation and the calculated use of force. In that regard I enumerate some of the draconian laws enacted in the post-1948 apartheid state — laws that served as an impetus for black nationalism, anger, resistance, protest and, after 1960, armed struggle to achieve liberation from white oppression. This thesis evaluates the ethical implications of policies adopted by politicians in three West African countries: Ghana, Sierra Leone, and Liberia. The evaluation focuses on the policies African politicians adopt in their bid to solve two problems facing Africa: corruption, and achieving a democracy.
The evaluation relates selected policies of some African politicians to certain ethical theories propounded by various philosophers. Such questions as the respect politicians show for human life or dignity; the way they manipulate people, using them solely as a means to an end; secrecy in government; and whether their policies are meant for the general good …

The views of the various African thinkers, which will be systematically explored in this Study, are neither "true" in any absolute sense, nor are they an "ideology" or false consciousness. Rather, they are the self-expression of an open-ended historical process. The works of Fanon, Cesaire, Cabral, etc., with which we shall be engaged in formulating the overall perspective of the struggle for African freedom as a discourse aimed at reclaiming history, are the self-expression of this process itself. These works are the artful and effective self-presentation of those engaged in the struggle, i.e., the rhetoric of African liberation.

World War II brought about a realignment of the power structure among the nations of the world. The primary conflict of interest developed between Russian and the Western nations, with the United States predominant among them.
Through the leverage afforded by the East-West conflict, African nations were able to exert enough force to dislodge the colonial powers which had ruled them for nearly a century.
Early efforts to unite the African people were carried out in the United States and other Western nations, with American Negroes leading the drive. Among these men were W.E.B. DuBois and Marcus Garvey.
