This paper contextualises the vulnerability of a Historically Marginalized people (HMP) referred to as the Batwa to explain how their moral inferiority resulting from the constructed microaggressions and attitudinal prejudices, jeopardize their full enjoyment and appreciation of human rights. The dilemmas experienced by the Batwa in Rwanda have until recently received little theoretical and empirical attention thereby disregarding ontological and epistemological distinction. This paper contributes to this lacuna by reviewing colonial discourse of histories and hegemonies and investigating ethnic socio-cultural practices and other mythical tales. Despite their striking similarities, which include population demographics, size, and a legacy of inter-group conflict, the collapse of democratization in Rwanda and Burundi in the early 1990s led to genocide in Rwanda and a different type of violence in Burundi. This study suggests that to better comprehend why risk factors lead to genocide in some cases and not others, focus must be placed on how these factors are perceived by those in power of the state experiencing them. This research seeks to analyze and understand the approach and treatment of victims of sexual assaults stories and accounts using case studies of the Holocaust and the Rwandan genocide. Research was conducted by collecting and reading first-hand accounts of survivors and their experiences of sexual assault, then analyzing the historical response following the events. The two case studies are synthesized and compared in this project to understand which attributes of political and social policy effected the reception of stories of victims and witnesses of rape and assault. The Rwandan Genocide represents a glaring failure of the global community to provide humanitarian protection to targets of ethnic violence and slaughter. The complete indifference displayed by the United Nations provided extremist Hutu leaders with an environment for killing without a threat of foreign intervention. Calls by the leader of the United Nations Assistance Mission for Rwanda (UNAMIR), Roméo Dallaire to reinforce the mission both before and during the slaughter fell upon deaf ears as UN leaders attempted to justify their inaction. In April 1994, in one of the most Christian nations in Africa, genocidal violence erupted culminating in the deaths of upwards of one million people. While thousands participated in mass killings, others choose not to, and rescued persecuted individuals instead. Relying on 45 in-depth interviews with individuals who rescued others in Rwanda, we demonstrate that religion is tied to rescue efforts in at least three ways: 1) through the creation of cognitive safety nets that enabled high-risk actions; 2) through religious practices that isolated individuals from the social networks of those committing the violence; and 3) through religious social networks …

The Gacaca courts have been the subject of much academic work. Yet, few studies have examined the elected individuals who presided over Gacaca court trials, reflecting a broader paucity of research on local practitioners of transitional justice. Accordingly, this study asks two questions: (1) How did the Gacaca court judges, known as Inyangamugayo, perceive their duties to fight impunity and facilitate reconciliation? And (2) What challenges did the Inyangamugayo face as they sought to implement these duties? To address these questions, we interviewed 135 former Inyangamugayo. During the Rwandan genocide, Hutu targeted Tutsi and allies. Interpreting this complex event requires examining the late 1950s. Analyzing Tutsi and Hutu in central Rwanda in 1957 improves understanding of political and social context preceding the genocide. This study rejects that the genocide occurred as an inevitable event. Instead, it layers domestic actors with international groups: the White Fathers missionaries; the United Nations; Belgium; and the United States. Analyzing each group and synthesizing their interactions elevates Rwanda’s history from the falsehood of ancient adversaries to a complex, modern narrative. The Catholic Church in Rwanda for more than a century was a witness to the atrocities of genocide. One million Rwandans died in 100 days while many Catholic priests and nuns stood by offering no assistance. Others participated in the slaughter. The majority of those killed were killed in churches or on church grounds. Since Belgium's acquisition of Rwanda, there have been ties between the Catholic Church and the government of Rwanda. As Rwanda marks the twenty-fifth anniversary of the genocide this spring, Piotr Cieplak’s book, Death, Image, Memory: The Genocide in Rwanda and its Aftermath in Photography and Documentation, is timely as an exploration of the documentary imagery developed since 1994 and its “uncomfortable coexistence with the genocide and its aftermath.” His book looks at still and video images from Westerners and Rwandans alike, and examines the ways in which these images succeed or fall short in bringing identity and remembrance to the victims of the genocide.

Graphic novels about genocide feature a surprisingly rich array of animal imagery. While there has been substantial analysis of the anthropomorphic animals in Maus, the roles and functions of non-anthropomorphised animals have received scant attention. In this article, I conduct a comparative analysis of ten graphic novels about genocide to identify and elucidate the archetypical functions of non-anthropomorphised animals. These animals can play a symbolic role, providing insight into the human condition. More commonly, they provide crucial emotional cues to the reader. The 1994 genocide against the Tutsis in Rwanda have spawned over 150 feature films and feature-length documentaries, making it into the second most audio-visually recreated genocide after the Holocaust. Within this large body of historical films a subgenre have emerged with a distinctive Christian theme. This article explores these Christian themed documentary films about the Rwandan genocide and positions them within a film historical perspective as well as analyzes and contextualizes them as a subgenre of films about the Rwandan genocide within films about genocide in general. This paper analyzes three conflicting agreements made by the Allied powers between 1915 and 1917: the Husayn-McMahon correspondence, the Sykes-Picot arrangements, and the Balfour Declaration. It reveals the agreements as demonstrative of deeper patterns of political power and strategy in the Middle East that persist today. This paper moreover compares the Middle East with the European colonization of Rwanda in the 1880s, and how the nation's internal division was caused by external global powers seeking political and economic gain. This analysis seeks to connect global events as part of a wider political agenda propagated by Western powers.

The Battle of Mogadishu, more commonly referred to as “Black Hawk Down,” was one of the most controversial conflicts in the second half of the twentieth century. The media plays an important role in communicating mass atrocities to audiences across the globe. This article critically examines how journalists’ framing of mass atrocities may contribute to public discourse on the responsibility to protect principle, in particular the perceived obligation to intervene in cases of mass atrocities. It will draw from a broader conceptual framework on bystander responses to mass atrocities and utilise evidence from the analysis of newspaper accounts of the Rwandan and Bosnian genocides. It will argue that, in some cases, media narratives may actually erode political will and encourage passivity in response to mass atrocities.

Philippe Van Leeuw and Kivu Ruhorahoza’s cinema proposes an esthetic and ethical gaze that distances itself from the historic realism that defines the majority of the films on the genocide against the Tutsi in Rwanda. By conferring an unprecedented eloquence to different types of silence and by maintaining viewers in a concerted state of ignorance, both filmmakers question societies’ will to know within the legacy of genocide and their willingness to culturally acknowledge the traumatic resonance of its aftermath.

This article revisits Gatore’s novel, The past ahead, in analyzing the idea of witnessing. Some critics estimate that the novel does not make a clear distinction between the perpetrator and the victim. While recognizing the danger, the article extends the debate on the notion of the human beyond the categories of “perpetrator” and “victim”. Without excusing acts of the former, the author of this article affirms that the perpetrator and the victim belong to the same humanity. A young Rwandan director, Kivu Ruhorahoza, has won two major prizes at the Tribeca Festival for his 2011 feature Grey Matter, a breakthrough film that is different from its predecessors in almost every respect.
