As century after century in our own late history alters and abolishes habits and practices of our ancestors, so succeeding centuries then, revolutionized old practices and made new and different ones. No Roman, perhaps no historical personage, has been more extravagantly praised or more unjustly assailed and belittled than Cicero. The eulogies of Middleton and Trollope and the slanders of Drumann and Mommsen are equally unreasonable; but both the praise and the censure are testimony to Cicero's importance in his own day and to his position of influence in modern times. In the extreme western part of South America, half way between the Gulf of Panama and Cape Horn, is a strip of land comprising an area of approximately 9,000 square miles. The Sama river, which rises in the Andes mountains and flows into the Pacific ocean, forms the northern boundary; the Camarones river, whose mouth is at south latitude 19° 11', furnishes the southern; a line drawn thru the Andes cordillera, separating the territory from Bolivia, the eastern; and the Pacific ocean the western. This small, but as will be shown significant, portion of land, is known as Tacna-Arica. It …
