Contemporary Americans think of the lobotomy as an utterly primitive and brutal form of psychosurgery. The film One Flew Over the Cuckoo’s Nest, especially, popularized the image of it as a violent form of suppression and mind control. But when it was first introduced, the procedure was considered compassionate, effective, and so delicate it was compared to “cutting through butter.” The therapeutic effect was described as “cutting out worry.” Between 1936 and 1978 it is estimated that 40,000 psychiatric patients received lobotomies in the United States; the procedure was not only tolerated, it was popular. McCormack, who demanded that the family be quarantined in the local "pest house" until determined not to be contagious. The lawsuit raised issues of medical expertise, individual rights vs. public safety, the adequacy of Bowling Green's quarantine hospital, and the personality and tactics of McCormack, whose crusades for public health legislation had earned him many enemies.

The paper analyze the crucial moment of rupture in the history of the definitions, descriptions and classifications of melancholy within the ambit of medicine that occurred between the end of the Eighteenth- and beginning of the Nineteenth-century, in particular in France. That is the point at which Philippe Pinel, absorbing the contributions of Seventeenth-century British psychiatry, proceeded to abandon both the humoral doctrine and the old Renaissance conception of the dual character – melancholy as a psycho-physiological illness and as a literary and philosophical mood. Background Movement towards evidence-based practices in many fields suggests that public health (PH) challenges may be better addressed if credible information about health risks and effective PH practices is readily available. However, research has shown that many PH information needs are unmet. In addition to reviewing relevant literature, this study performed a comprehensive review of existing information resources and collected data from two representative PH groups, focusing on identifying current practices, expressed information needs, and ideal systems for information access. The prevailing historical accounts of the formation of the U.S. aircraft “patent pool” in 1917 assume the U.S. Government necessarily intervened to alleviate a patent hold-up among private aircraft manufacturers. We show these accounts to be inconsistent with the historical facts. We show that despite the existence of basic aircraft patents, aircraft manufacturers faced no patent barriers in the market dominated by Government demand. We show that the notion of the aircraft patent hold-up is a myth created by Government officials and used to persuade Congress to authorize eminent domain condemnation of basic aircraft patents. The resort to military force in international relations is covered first and foremost by Article 2(4) of the United Nations Charter. Article 2(4) is a general prohibition on resort to force that includes resort to military force for arms control, including nuclear weapons control.
