Gray & Pape, Inc., of Houston, Texas, conducted an intensive pedestrian cultural resources survey of jurisdictional portions of survey corridor within a proposed pipeline alignment measuring a total of approximately 30 kilometers (18.5 miles) located in Harris and Liberty Counties, Texas. The pipeline route is on privately-owned property; therefore, a Texas Antiquities Permit was not required prior to survey. In total, the surveyed property totals approximately 2.8 hectares (7 acres) which defines the Area of Potential Effects. Energy Transfer Company (ETC) is proposing to construct the Orbit Pipeline Project (Project) located in Jefferson, Liberty, and Chambers counties, Texas. The Project consists of approximately 68.7 miles (mi) (110.6 kilometer [km]) of new 20.0-inch (in) (50.8-centimeter [cm]) diameter pipeline that will be used to transmit ethane and propane. The Project is located within the jurisdictional boundary of the United States Army Corps of Engineers (USACE) - Galveston District.

(RKEI) was contracted by the Texas State Library and Archives Commission (CLIENT), to conduct archaeological monitoring for proposed improvements to the Cleveland-Partlow House, Liberty, Liberty County, Texas. The home is listed on the National Register of Historic Places, is a Recorded Texas Landmark, and documented as archaeological Site 41LB84. The project proposed to alleviate drainage issues around the house through the excavation of a wide, shallow trench in which geofabric and river gravels were placed along the perimeter of the house to divert water and install new support piers below the house. In early 2017, Moore Archeological Consulting, Inc. (MAC) conducted archeological monitoring of mechanical scraping at site 41LB42 located on Capers Ridge in Liberty County, Texas. This action was done to offset adverse effects associated with impending pipeline installation as part of the larger Luce Bayou Interbasin Transfer Project (LBITP), a Coastal Water Authority (CWA) infrastructure undertaking that will transport freshwater from the lower Trinity River to Lake Houston. Previously survey, testing and data recovery by MAC identified high density, high integrity finds situated on the summits of three small knolls found within 41LB42. During July and August 1979, the Center for Archaeological Research, The University of Texas at San Antonio, conducted survey, testing, and historical research on lands to be included in the Wallisville Lake in Liberty and Chambers Counties, Texas. A summary is presented of 21 previously recorded prehistoric sites within the proposed Plan 2A, with recommendations for further treatment of these sites. Test excavations at a newly located prehistoric site are described.
