Reinventing E-Governance Policy In Local Governments In Southern Nigeria, Robert A. Dibie, Maryam O. Quadri
Journal of African Policy Studies
This paper examines the extent to which electronic governance policy has contributed to more efficient service delivery in local governments in southern Nigeria. It also explores how e-governance practices has improved the relationship between citizens and local governments in southern Nigeria. It argues that despite the appropriation of funds for the purchase of computers and other electronic equipment in many local governments in the past three decades, the delivery of services in almost all the local governments under study has not improved. A Seat At The Schoolhouse Table: Reimagining Education Through Afrofuturist And Womanist Theory, Natasha M. Capers

“A Seat at the Schoolhouse Table: Reimagining Education Through Afrofuturist and Womanist Theory” critically examines how curriculum, even when well-intentioned, can perpetuate harm by excluding the lived experiences of marginalized communities—especially Black, Indigenous, and LGBTQIA+ students. Using a real middle school immigration assignment given to the author's son as a case study, this capstone deconstructs the structural biases embedded in curriculum design and proposes a radical reimagining through the liberatory lenses of Afrofuturism and Womanism. Blending scholarly inquiry, personal narrative, and community-based interviews, this project offers a restructured assignment that centers joy, identity, and speculative storytelling as tools for educational …

A Cultural Pluralistic Reading On The Afro- And Chinese-Cuban Communities In Memorias De Una Cubanita Que Nació Con El Siglo (1964), Francisco Chen-López

This article deploys the cultural pluralism theory, which focuses on how minoritized groups integrate while preserving their cultural identities instead of assimilating into the dominant culture. In her memoir, Renée Méndez Capote describes how Black and Chinese people coexisted in twentieth-century Cuba while maintaining their own cultural identities and were in the process of integrating into the definition of the cubanidad. Via this theoretical framework, this research provides a different approach to studying the literary representation of Afro-Asian relationships in Cuba, aiming to contribute to the constantly growing field of Afro-Asian studies in Latin America and the Caribbean.

The experiences of Black women in academia are shaped by the intersection of multiple, often conflicting identities. As mothers and scholars, Black women navigate the complex terrain of competing responsibilities, societal expectations, and institutional barriers, all while striving to achieve personal and professional aspirations. This daily balancing act is complicated by the compounded effects of racism and sexism in academia, coined as misogynoir (Bailey, 2018). Misogynoir, a specific form of anti-Black racist misogyny, manifests through stereotyping, marginalization, and invisibility affecting Black women’s ability to thrive in academic spaces that were not designed with them in mind (Patton & Njoku, 2019). …

Cristina García’s third novel, Monkey Hunting (2003), is a sweeping multigenerational family saga that surveys the history of Asian and African diasporas in the Americas and the impact of coerced, racialized labor and migrations. This thesis examines the history of how Black Mississippians in the greater Madison County area have conceptualized land ownership since circa 1970 in order to understand how acquiring land has historically been seen as a significant source of financial, social, and mental security for Black folks in rural Madison County. By looking at oral history interviews from mostly the Garrett family and other Black Madison County citizens and archival materials, one will see how connection to land and place—despite the land being listed under heirs’ property— is the underpinning of familial affinity and association. For decades after independence, African migration was a phenomenon that could be attributed to a patriarchal culture that encouraged male domination. Later, that traditional mindset was reinforced by a colonial system that often marginalized the role of women in many African societies. Indeed, because young men were more likely to be educated than their female counterparts under the colonial system, they were advantaged after independence to attend institutions of higher learning abroad when it became necessary to train young Africans to occupy important government and other decision-making positions in the newly independent states. This study examines the effect of the socioeconomic status of parents on the provision of education during the COVID-19 lockdown in Cameroon. Three major objectives guided this study, which examines the effects of parents’ educational level and level of income on the provision of education and how the emergency response strategy adopted by the government affected the provision of quality education for all. A case study research design was used, and the Southwest Region was chosen as the study site. Literature abounds on the nature and impact of gold mining activities in Ghana, but limited efforts have so far been directed at exploring a concise historical account of the transformation of artisanal small-scale gold mining in Ghana from the pre-colonial era to the present. Against this background, this article traces the history of gold mining policies and regulations that have brought about the transformation of the artisanal small-scale mining sector in Ghana. Drawing on archival documents, interviews, newspaper reports, and a review of secondary materials, this study reveals that, unlike the situation in the pre-colonial era, artisanal mining from the …

Senegalese women’s socio-cultural and economic status has always been shaped by local customs, religion, and gender structures. During the colonial period, against the backdrop of the opportunity to have a Western education, economic changes and extremely rapid urbanization encouraged Senegalese women to join the political arena in supporting various male political leaders. This trend continued during the post-colonial period, leading to the election of female parliamentarians and women holding high governmental positions in the 1960s and 1970s. This paper examines the perception of the effectiveness of the healthcare system in Nigeria by citizens and residents of the country. It argues that the Nigerian government needs to adopt a more pragmatic healthcare policy, one that could be more effectively implemented. Unlike the old practice of the Ministry of Health, an innovative approach to healthcare delivery should involve benchmarks, strategic doing, and coordination of priorities, as well as partnerships with various stakeholders from the private sector, including nongovernmental organizations and foreign investors. The focus of this article is to analyze the state of US private investments in Africa, the nature, pattern, and trend of such investments, and various ideas about factors that have either inhibited or accelerated the growth of investment flows to countries in the region. US private investments in Africa were inconsequential from the 1960s to 1990s, but in the 2000s, significant efforts were made by the US government to encourage, promote, and support private US firms to invest in Africa, and efforts were also made by African governments to increase US private investments on the continent. The Rural Development Politics Under Prime Minister K.A. Busia Of Ghana, 1969-1972, Kwame Adum-Kyeremeh

This article discusses rural development under the Second Republican government of Ghana. While not directly engaging with the claims of Busia’s unrivalled rural development agenda, this article provides some perspectives as to why the assertions of unqualified success remain popular. Drawing on newspapers and published sources, it discusses the Busia government’s rural development programme and accomplishments, and finds that plans to develop rural Ghana date to several years before the Busia government. By adopting rural development as its flagship programme, Busia directed the government and citizens’ attention towards rapid rural development in the early 1970s. Nigeria has the eleventh highest incidence of early marriage – marriage before the age of 18 – in the world. This is problematic because early marriage has been shown to have significant health and socioeconomic disadvantages for girls. In 2003, the Child Rights Act (CRA) was adopted by the federal government of Nigeria. One of its provisions was a prohibition of early marriage. As of 2022, 25 of Nigeria’s 36 states had adopted the CRA. However, only 23 have adopted its minimum marriageable age provision without exception.
