AbstractNigeria is Africa’s largest oil and gas producer; however, its petroleum industry has experienced mismanagement and a lack of coherent regulations. The general problem addressed in this study was that leaders and managers of Nigeria’s public sector did not have a strong system in place to create and implement regulatory strategies that effectively controlled the management of the petroleum sector. The Niger Delta militancy ravaged the Nigerian upstream petroleum sector between 2004-2009, bringing it to a standstill. In response, the Nigerian state adopted an amnesty policy―a globally recognized tool for conflict resolution and peacebuilding―to protect the sector and the economy from collapse. Little is known, however, about the unintended consequences of the amnesty implementation for the Nigerian upstream petroleum sector. Thus, the purpose of this study was to fill this gap in the research literature on the Niger Delta amnesty program. Despite the multitude of existing studies of leadership and organizational outcome, there are few empirical studies of these phenomena in Africa. The purpose of this cross-sectional study was to examine the relationship between Nigerian local government administrative leadership and organizational outcome and between perceived leadership effectiveness and transformational leadership factors, based on Bass's full range leadership theory (FRLT). Data were collected through the Multifactor Leadership Questionnaires administered to a randomly selected sample of 240 department heads in 30 local governments in Osun State, Nigeria.
