Prior to the release of the 2016 Panama Papers and 2017 Paradise Papers – leaked documents that uncovered the movement of funds through offshore tax havens – conceptual artist Paolo Cirio’s (b. 1979) project Loophole for All (2013) revealed and documented the mechanics behind offshore financial centers. In this interview, Cirio expounds upon his investigations of offshore banking practices, describes his projects for instituting alternative financial models, and explains his hacktivist (i.e. Internet activist) strategies that engage with legal and economic systems. The democratic practice of representative government in the United States is supposed to represent and protect its citizens. Since the United States abolished legalized slavery with the 13th Amendment in 1865, individual states have made many attempts to impede the civil rights and voting rights of African American citizens. Several pieces of legislation were designed to protect citizens, such as the Civil Rights act of 1964 and the Voting Rights Act of 1965. In the early 2000s, the Kurdistan Regional Government hired a US-based firm to begin a public relations campaign called “The Other Iraq.” Since that time, it has worked with a number of PR and lobbying firms to build a cultural, political, and financial apparatus that I refer to as Brand Kurdistan. This apparatus aims to prove to Western audiencesthat the Kurds are a liberal exception in an illiberal Middle East, and to build prospects of KRG’s eventual national independence. Purvi Patel was bleeding after a miscarriage when she drove herself to the local hospital in South Bend on the night of July 13–14, 2013. She hid the lifeless fetus behind the family restaurant she worked in (Gray, 2015; Bazelton, 2015). Despite the precarity of her postpartum condition, with a twenty percent loss of blood, Patel was incarcerated after being subject to questioning by County Metro Homicide Unit Detective Galen Pelletier, a few hours after she checked in at the emergency unit. This report aims to present central questions raised during two days of group discussion and debate concerning the theme « art work as history ». Several different points of view were presented, in which generational frictions in kinois artistic milieu came to the fore. The main subjects during the discussions were: the challenges involved in writing Art History in the Congo through their own perspectives; the importance on creating archives about Congolese art locally; considering artwork as historical narrative; the importance of the body as a link between object and performance, as well as between material and immaterial dimension.

This text is a compilation of writings published during the course of our research for the 3rd Biennale of Bahia (2014), for which we worked in the curatorial team. These investigations reflect on the genealogy of Northeast Brazil’s contemporary art, seeing this region as unrestricted and non-essentialist. The production of certain artists is considered within an expanded context. To this end, we employed the idea of PEBA (Pernambuco-Bahia), while attempting to come to terms with the possibility of existence of a family, united by the desire for a poetic turn in the tropics.

After the long anti-colonial fight (1961 – 1974) that ended with the independence of the country in 1975, a civil war between the former independence movements started. These photographs were taken as part of a larger research project tracing Mobutu Sese Seko’s construction projects in Kinshasa in the late 1960s and 1970s. The sites were part of a drive initially taking place under Mobutu’s cultural policy of retour à l’authenticité, instigated in 1967 as a means of taking recourse in pre-colonial Congolese traditions. This gave rise to a wide variety of architectural styles, adorned by artworks largely commissioned from a group called the avant-gardists. The selection of photos seen here presents glimpses of some of the sites and their artworks.

This study relooks at the problematic concept of "African Art". The conceptual evolution of "African Art" coincides with three realities: firstly, that the art discovered in Africa was described as uncivilized; secondly, that this art capitulated with the colonial past of Africa; finally, that this art of an underdeveloped continent. In such a context of emergence, this art has been or is still exploited by ambitious and interested promoters. Hence, there is an imperative need for contemporary artists to overcome all these influences to produce works whose ontological values and universality cannot be challenged.

The history of art institutions in D.R. Congo is relatively old compared to the rest of Africa. This justifies the know-how of Congolese artists since 1930-40’s, even if the general trend was, for a long time, reliant on amateurism and mimetism of European production. With the integration of art institutes into university education level since 1971, the issues and challenges became precise and appeared to be possible to overcome: professionalization, rooted and applied research, community building and international competitiveness, with the urge of solidarity with countries and experiences from the South.

Hurricane Maria struck Puerto Rico in September 2017. The island was left without electricity and clean water for months. However, the natural disaster was not the only cause of this lasting devastation. The financial fall-out from predatory loans, which led to Puerto Rico’s inability to invest funds in its own infrastructure, caused an enduring humanitarian disaster.
