The wearing of hijab by Muslim women is a divisive issue around the world. The history of veiling by Turkish women is important because it is so controversial and because of its global relevance in contexts of economics, politics, and culture. This study investigates and critically analyzes the People’s Republic of China’s (PRC) preferential policy for ethnic minority students (少数民族的优惠政策) through the use of a case study conducted at Hexi University in Zhangye, Gansu. This study examines how the national preferential policy for ethnic minority students is implemented at a university level and how it is perceived by teachers and students in order to better understand and assess the impact and purpose of the policy. The color portrait of Fernando Sor which appears on the cover of this issue, not previously published as far as we know, is a hand-colored version of a printed (b&w) copy of a painting—an original portrait (now lost) of Sor—by one Innocent Louis Goubeau. Before it disappeared it was copied, in the mid-1820s, by both a lithographer and an engraver, probably in response to public demand. The lithograph, according to the British Museum exemplar now online and well documented (No. 1893,0123.45), bears the attribution “Goubeau pinxit / Lith de Engelmann / Lithod par Bordes,” which means that the original painter …
