The Florida Historical Records Survey (Works Progress Administration) is engaged in translating, abstracting, and indexing the manuscripts relative to land claims in East and West Florida in the Field Note Division of the Department of Agriculture at Tallahassee. These manuscripts constitute the archives of the Boards of Commissioners for the settlement of claims based on English and Spanish land grants in the Floridas, which Boards sat at Pensacola from 1822 to 1825 and at St. Augustine from 1823 to 1826. The most detailed of the early reports on the Florida peninsula is that of John Gerard William DeBrahm, Surveyor General of the southern district of North America for George III of England. His observations on Florida are contained in a work entitled “History of the Three Provinces, South Carolina, Georgia and East Florida,” in manuscript in the British Museum, with a copy in Harvard University Library. The South Carolina and Georgia sections of this report have been printed but the Florida material is still only in manuscript. The military occupation by the British troops of the former French and Spanish forts on the Gulf coast to the east of New Orleans was a movement of continental as well as of local importance. The twentieth article of the Treaty of Paris, 1763, had ceded to His Britannic Majesty all of the French territory to the east of the Mississippi river, except the port of New Orleans and the delta, and all of the Spanish territory of Florida, which extended westward to the Perdido river.

Reverend Peter Haskew, of the Methodist Episcopal Church, while serving on the “St. Joseph Station and Apalachicola Mission” in 1839 wrote the diary from which extracts follow. It has been edited with notes by Mr. F. W. Hoskins, in whose possession it is. The Reverend Mr. Haskew was born in Alabama in 1803. He was licensed to preach on September 4, 1834. Joining the Alabama Conference on trial in the following December, he was admitted in full connection on January 4, 1837. After the convention had adjourned and most of the members had departed, one of the delegates remained over for a few days, and before leaving wrote the following letter to the editor of the St. Joseph Times. It was reprinted in the St. Augustine News of March 2. The writer’s identity will probably never be known, for he used a nom de plume, signing himself “Ruminator”. He wrote as follows.

When Florida framed her first constitution the principle of submitting constitutions to the people had been generally established. By January 11, 1839 the St. Joseph convention was ready to submit the fruit of its labors to the people for their approval or rejection. The date set for voting on the question was the first Monday in May 1839, coincident with electing a delegate to Congress.

No subject within the wide range of Florida’s history has stirred a greater interest than St. Joseph. Because of its quick rise to importance, its still more rapid decline, and the double tragedy of its extinction, an aspect of romance has settled upon the dead town, heightened through tradition and a haze of unreality engendered by the lack of definite records of its life. Dr. Knauss, searching out and bringing together these scanty records, gives us a light, for the first time, to penetrate that mist. - Ed .

The attention of students of Florida history is called to the Stuart-Purcell map of the road from Pensacola to St. Augustine, which was brought to the writer’s notice by Dr. John R. Swanton. Considered both from the standpoint of the representation of topography, as well as the descriptive legend, it is the outstanding available account of the interior of western and much of northern Florida in the British colonial period.

These letters are the first of a series of thirteen written by Edmund Doyle, their representative, to members of the firm of John Forbes & Co. (successors to Panton, Leslie & Co.) from their trading house on the Apalachicola river between 1808 and 1817, in some of which mention is made of the intrigues of Capt. George Woodbine in that region. As an introduction to this series there appeared in the October, 1937, issue of the Quarterly a paper by Mark F. Boyd entitled Events at Prospect Bluff on the Apalachicola River, 1808-1818.
