Pedro Fermín de Mendinueta was born in Elizondo, Valle de Baztan, Navarra in 1725, probably on July 7. His baptismal record states he received that sacrament on July 8 and in as much as children were baptized as soon after birth as possible and often named after the saint on whose day they were born, it is probable that he, indeed, was born on the da of San Fermín, July 7. The original intent of this paper was to examine some phase of the interrelationship of the Mexican, Indian, and United States' cultures in New Mexico during the two decades of Mexico administration. Research soon revealed that cultural conflicts only contributed their share to the problems which existed on this frontier. Identification of the problem areas narrowed the period of interest of the few years preceding the "bloodless conquest" of New Mexico by the United States. America’s first significant contact with communism occurred during the months immediately following World War I and was characterized by a predominant mood of intolerance and hysteria. During this period a small but influential group of Americans devoted their complete time and energy to combat radicalism and to promote 100 per cent Americanism. The National Security League was one of the most powerful spokesmen for these individuals. A study of the League is important in understanding how militant anti-radicalism emerged as a vital form of nativism during the Red Scare of 1919-1920.

In 1848 the United States assumed sovereignty in New Mexico under the terms of the Treaty of Guadalupe-Hidalgo and promised to respect, among other things, the property of the Indians. This began a land problem which has not been solved to this day.

In an effort to solve the Indian and other land problems, Congress established the Office of Surveyor-General for New Mexico. In 1858, upon the recommendation of the Surveyor-General, the Santa Clara Pueblo Grant was confirmed and on November 1, 1864 it was patented.
