When Florida seceded from the Union, Taylor county was four years old, it having been created from Madison county on December 23, 1856. As a functioning political unit its age was at least six months less, for the members of its first board of county commissioners were not qualified until March 27, 1857, and its first judge of probate, one of whose duties was to preside at board meetings, was not commissioned until July 4, following.

The school problems of early Tallahassee, after a long process of trial and error, were finally solved by the establishment, on January 1, 1857, of the West Florida Seminary. Though the Seminary was nominally a State institution, actually for many years nearly all of its students were from Tallahassee and vicinity, and it was to all intents and purposes a Tallahassee school. With its location in the town, citizens were at last assured of a permanent means of educating their sons, and a little later, their daughters also. Included in the last issue of this QUARTERLY was Comte de Castelnau’s account of his visit to the Tallahassee region more than a century ago: Essai sur la Floride du Milieu. In addition, the Count published Vues et Souvenirs de l'Amerique du Nord (Paris, 1842), and Note de deux Itineraires de Charleston a Tallahassee, the latter of which appeared in Bulletin de la Societe de Geographie. These are reprinted here, both being translated by Dr. Seymour.

Hardly a year had elapsed after the retrocession of East Florida to Spanish control in 1783, when one disturbing fact became evident to the authorities in St. Augustine and Havana. The desired increase in the Spanish population of the province was not materializing, and there were no indications of an imminent influx of settlers. This condition was due largely to the absence of any Spanish colonists in Cuba willing to move across the Bahama channel to the mainland. This is the original subscription list, and in nearly all cases these are the signatures of the subscribers, residents of Pensacola and vicinity in 1861. Here is one who later was a member of the Confederate Provisional Congress, also members of the United States and the Confederate States Senates, members of the Florida Senate and House, and a chief justice of the Florida Supreme court. The originals of this and all of the documents, letters and other papers following are in the P. K. Yonge Library of Florida History, University of Florida.

He spent an estimated fifty million dollars in Florida and received help from no outside source. The principal source of the numerous brief sketches that have been written on the life of Dr. John Gorrie is four articles appearing in Ice and Refrigeration, of Chicago; and the first of these was, in the main, the source of the other three. Captain George H. Whiteside, whose brother Samuel J. Michel Portier was born in Montbrison, France, in 1795. Entering the priesthood, he came to the United States in 1817, and in 1826 was made first Vicar Apostolic of the newly created vicariate of Alabama and the Floridas, in which there were but three parishes: Mobile, Pensacola and St. Augustine. It was Bishop Portier who in 1830 established Spring Hill College at Mobile, the influence of which on education in the South has been felt for more than a century. James Russell Lowell called Grover Cleveland the most typical American since Lincoln. Close to Cleveland could be placed Napoleon Bonaparte Broward. He was typical, but he was also unique. Limited in many ways and things, he was rich in others. His was an astonishing career: that of a man seemingly doomed to mediocrity and obscurity, yet whose worth and unremitting efforts for the betterment of his fellowmen have given him a place among those who have done most for Florida.
