This dissertation examines court interpretation and English language fluency in US law from the Revolution to the Progressive Era. From its inception, the United States has operated with an Anglophone legal system that presumes English fluency embedded in a society that has contained an ever-evolving population of non-English speakers. Using legal records from cases with non-English speakers, I study how court interpretation evolved over the course of the long nineteenth century. The major themes that emerge from my research tell the story of how the American legal system discovered interpreters as the tool for communication with non-English speakers in the …

As climate change continues to ravage the world, mitigation efforts continue to be insufficient to rise to the challenge. Inaction on climate change has been traditionally explained by economic incentives, but some of the variability in climate policies cannot be explained by economics alone. Some variations could be accounted for by the deeply rooted national political culture of Anglo-settler colonies. This political culture may inhibit the willingness of such states to cooperate on climate change. From the Foreword: Railroads have been important in American history since the mid-nineteenth century for national unification, the settlement of the American West, the industrial revolution, economic growth, models of complex organization for other large corporations, and the transition of America from rural, agrarian society to urban, industrial society. The railroads’ transformative influence of technological change and social change has been termed “railroadization” (Schumpeter 1939, 1:325-351). Alfred D. What Mother Meant: Maternal Competence, Medical Authority, And Memory In The Case Of Mary Bickerdyke (1820-1910), Megan Marie Vangorder

Mary Ann Bickerdyke, a poor widowed mother from Galesburg, Illinois, cared for sick and wounded soldiers across the Western theater throughout the course of the American Civil War. As a result of her efforts, authors and historians lauded her accomplishments. Her success as a Civil War nurse and Sanitary Commission agent has been the subject of several biographies and young adult books that idealize the role of women during the war. These portrayals suggest that Mary Bickerdyke provided an example of determined professionalism during the war years.

During the Second World War, African American soldiers were stationed all over the world as part of the American war effort. During these deployments, African Americans encountered a number of white societies, such as those in Britain and Australia, which they generally interacted with cordially. Good relations between African American soldiers and the local white populations angered many white servicemembers, who saw the lack of Jim Crow style segregation as a threat to the racial status quo, and attempted to enforce segregation overseas themselves. Mansfield, Marines, And Mothers: The Politics Of Resistance To The American Intervention In North China From 1945-1946, James Robert Compton

At the conclusion of World War II, American citizens, including millions of deployed servicemen, reasserted the democratic freedoms they sacrificed to win the war. The American intervention in North China during the Chinese Civil War presented a ripe opportunity for civic restoration in late 1945. Controversial and seemingly at odds with the stated goals of the Second World War—namely the “Four Freedoms” and the Atlantic Charter—the US military presence in North China faced formidable domestic political obstacles. “Damming Paradise” examines the transformation of the political economy of the Mountain West through the development of hydropower over the course of the twentieth century. Beginning with early attempts to regulate electricity marketing and dam construction, this thesis traces the development of a conservation paradigm which insisted upon full development of water resources and public ownership of hydropower facilities. The author then follows that development through the New Deal and Post War eras, focusing particular attention on the Kerr Dam (now Seli’š Ksanka Qlispe’ Dam) and Hungry Horse Dam on Montana’s Flathead River. “Damming Paradise” then examines the attempt to …

This thesis looks to analyze and understand how U.S. government officials created the first domestic intelligence agency in the United States: the Bureau of Investigation (BOI). In so doing, this paper examines how intelligence collection functioned within the U.S. prior to the creation of the BOI, what domestic and international concerns prompted the creation of a centralized institution like the BOI, and how the press, congressmen, and public opinion constrained the creation and early years of the BOI. As I welcome Richmond, VA into my family, I find myself needing to make roots and webs and nets and branches that ground me, that place myself as a Black, queer, mixed race, artist, activist, educator, storyteller, and cultural worker in this city. I am called to the streets before I am called to my studio. I question what it means to be a part of an institution that is slowly eating this city up. I become a story collector. The Slater Fire Was The Product Of Settler Colonialism, William Joseph Curtis

The Slater Fire of 2020 burned in Karuk aboriginal territory overseen by the Klamath National Forest. It burned over 200 homes to the ground and ravage over 100,000 acres of forest. This thesis argues that state-enforced fire suppression policies and methods are tools of settler-colonial erasure and the continuation of genocidal violence towards Karuk people. It analyzes the conflict between interests of the colonial state on one side and Indigenous resistance and survival on the other. Using hermeneutical methodology, this paper examines some of the legal fictions that form the foundation of Federal Indian Law. The text of the U.S. Supreme Court’s 1823 Johnson v. M’Intosh opinion is evaluated through the lens of the Convention on the Prevention and Punishment of the Crime of Genocide to determine the extent to which the Supreme Court incorporated genocidal principles into United States common law. The genealogy of M’Intosh is examined to identify influences that are not fully apparent on the face of the case. International jurisprudential interpretations of the legal definition of genocide are summarized and used as …

The Dances Of Diplomacy: French Social Dance Culture In The United States, 1780-1800, Kaylar Gina Moser

This thesis explores how social dancing in the United States formed a noteworthy aspect of political, diplomatic, social, and class exchange for U.S. elites both domestically and overseas; and how the cultural dominance over dance that France enjoyed during this period created an informal cultural diplomatic relationship between the United States and France in the 1780s and the 1790s. I argue that U.S. elites utilized this dance culture as a form of upper-class status legitimation that could serve diplomatic purposes. As Yellowstone National Park celebrates its 150th anniversary as the first such park in the world, it is fascinating to rediscover the records of mountain men and and that the same features that enthrall modern visitors captivated them as well. “Sonder” is the realization that other people with whom we share the mortal coil have lived lives just as complex and wonderous as our own. Americans can no better appreciate this than when they stand in Yellowstone National Park today and marvel at the same grandeur mountain men witnessed two hundred years ago.
