A Troubled Transition: From President Morgan To President Waugh, Michael J. Birkner

Dickinson College's twentieth-century journey has been marked primarily, though not entirely, by gains: increases in numbers of students and faculty, advances in the quality of the program offered, and a general broadening of opportunities for those enrolled in this program. Specific advances have been identified with particular presidential administrations, and have been gracefully limned by Charles Coleman Sellers's general history of the college.

For those interested in the academic policies of Dickinson College in this century, one administration stands out for the potential it embodied, but did not realize: the administration, in the early thirties, of Karl Tinsley Waugh. Waugh's …

In October of 1917, the Bolshevik Party, under the leadership of V.I. Lenin, led a revolution and took over the Provisional Government. Unlike others, who had failed before them, the Bolsheviks were successful in that they involved the peasants in the revolutionary effort. Theirs was a revolution for the people, for the workers. It was not directed as had been the others, toward the upper and middle classes. To get the support which they so desperately needed from the peasants they promised nationalization of the land. The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

It is the purpose of this paper, then, to study the impact that H. L. Loucks may have had on three major issues of South Dakota populism already stated: the populist position in the state, the formation of a third party and fusion with the Democrats. Neither major state historian of the period--George Kingsbury nor Doane Robinson--has been kind in his assessment of Loucks and the state's populists. Kingsbury, according to Yale historian Howard R. Lamar, hinted they were "a combination of cranks and demagogues." Robinson has even admitted insinuating that Loucks was a crook--a mistake he …
