If any issue dominates contemporary political theory, it is how to deal with cultural diversity and the claims –moral, legal, and political – made in the name of ethnic, religious, linguistic, or national allegiance (Kymlicka,2001: 17). Today, governments are confronted by demands from cultural minorities for recognition, protection,preferential treatment, and political autonomy within the boundaries of the state. People favor or are opposed to immigration for a variety of reasons. It is therefore difficult to tie views about immigration to ideological positions. While it seems obviousthat political conservatives are the most unlikely to defend freedom of movement,and that socialists and liberals (classical and modern) are very likely to favor more openborders, in reality wariness (if not outright hostility) to immigration can be foundamong all groups. Even libertarian anarchists have advanced reasons to restrict themovement of peoples.

While American, British, and French reactions to the American Revolution are well-known, those of the German people are not, despite the presence of almost 30,000 German soldiers in America fighting for the British army and hundreds of German volunteers fighting for the American patriots. The participation of German soldiers on both sides of the conflict inspired numerous works of German poetry, prose, and drama, all largely forgotten in the wake of the French Revolution and the rise of German Classicism and Romanticism. What is Just War? What is Just Intervention? This paper examines the evolution of the criteria for Just War from its origins in the early Christian church to the twenty-first century. The end of the Cold War era has expanded the discussion to include grounds for intervention. Indeed, in the 1990s, a number of multilateral interventions took place on humanitarian grounds. Engendering Accountability: Gender Crimes Under International Criminal Law, Richard J. Goldstone, Estelle A. Dehon

Gender crimes, such as rape, sexual assault, sexual slavery, and forced prostitution, have always been perpetrated during war, yet the laws of war have been slow to acknowledge these crimes and to bring their perpetrators to justice. This article examines the response of the International Criminal Tribunals for the Former Yugoslavia and Rwanda to this lacuna in international law, and analyzes the mainly positive developments they have made in this area in relation to the definition of rape and to the prosecution of gender crimes as crimes against humanity, war crimes, grave breaches of the Geneva Conventions, and genocide. Aiding the successful transition of Russia to a free-market, democratic society was one of the key goals of the Clinton Administration's foreign policy. This study looks at U.S. policy toward Russia during the period of 1993 to 1998 and examines the effectiveness ofthat policy. A number of primary sources, such as speeches and U.S. Department of State dispatches, were used as well as a variety of secondary sources. Through the examination of these sources the conclusion was reached that U.S. policy toward Russia during this time frame was not effective. The Political Personality Of Zimbabwean President Robert Mugabe, Aubrey Immelman, Adam Beatty

This paper presents the results of an indirect assessment of the personality of Zimbabwe’s President Robert Mugabe, from the conceptual perspective of Theodore Millon.

Psychodiagnostically relevant information regarding President Mugabe was extracted from biographical sources and media reports and synthesized into a personality profile using the second edition of the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with Axis II of DSM–IV.

The personality profile yielded by the MIDC was analyzed on the basis of interpretive guidelines provided in the MIDC and Millon Index of Personality Styles manuals.

“Bin Laden’S Brain”: The Abrasively Negativistic Personality Of Dr. Ayman Al-Zawahiri, Aubrey Immelman, Kathryn Kuhlmann

This paper presents the results of an indirect assessment of the personality of Ayman al-Zawahiri, deputy leader of the al-Qaida terrorist network at the time of the September 11, 2001 terrorist attack on the United States and allegedly chief strategist for al-Qaida operations and personal physician to Osama bin Laden.

Al-Zawahiri’s primary personality patterns were found to be Contentious/oppositional and Dominant/controlling, with secondary features of the Dauntless/dissenting and Ambitious/self-serving patterns.

The amalgam of Contentious (negativistic, or passive-aggressive) and Dominant (aggressive, or sadistic) patterns in al-Zawahiri’s profile suggests the presence of the “abrasive negativist” syndrome. For these personalities, minor frictions easily …

These are the words of The Preacher (a character in Frank Herbert's Children of Dune who is simultaneously the metaphorical reincarnation of the fallen prophet, Muad'Dib, and the self-exiled Emperor, Paul Atreides) as he addresses the masses enslaved by their devotion to his messianic Empire. These words, culled from the pages of science fiction, are more than mere exposition from Herbert's narrative, they point toward several important conditions facing the political world today. These conditions concern certain failures of democracy and effects of globalization spawned, in part, by an intensification of imperialist expansion in the name of democracy.
