Most modern states today are, at least to some degree, culturally diverse.Trade, tourism, international dialogue among scholars, scientists, and artists,and the movement of skilled labor—as well as migration—have ensured thatfew countries do not contain within them significant numbers of people fromalien cultures. The one cultural minority found almost everywhere is the international frequent flyer. Many societies today are multicultural because theyare open to a diversity of peoples who come and go and, sometimes, stay.

Democratic Failure: Tracking The Ebb Of Democracy's Flow, 1800–2006, Sanja E. Sray

Graduate Program in International Studies Theses & Dissertations

Scant attention has focused on the systematic study of democratic failure. This dissertation partially corrects this oversight. Tracing the roots of antidemocratic sentiment across the centuries, it first argues that the advance of institutions, fueled by underlying shifts in values and innovation in political philosophy, was key to freeing democracy from its bondage as a most disparaged form of governance. Focusing on the measurable aspects of these institutions, the study focuses on describing patterns of behavior when democracies fail. First, it shows that there have been clusters of democratic failure. These clusters, or counterwaves, find their roots in ancient antidemocratic …

"On May 15, 1972, Arthur H. Bremer shot Alabama Governor and Democratic presidential candidate George Wallace five times at close range with a .38 caliber revolver during a campaign stop in Laurel, Maryland. The shooting in the Washington, D.C. suburb ended Wallace’s political career and he was paralyzed from the waist down for the remainder of his life. In November, thirty-five years later and in the middle of another political season, Bremer was released from the Maryland State Penitentiary in Hagerstown on November 6, 2007. China's Good Earth: From Urbanization To Rural Development Under Hu Jintao 'S Administration, Jessica Wade

This paper analyzes the recent efforts of the Chinese government to facilitate rural development. It reviews the Chinese Communist Party (CCP)’s previous emphasis on urban-based growth, the history behind the shift towards rural development, and the attempts by President Hu Jintao to move from extensive urban development towards sustainable rural development. It asserts, first, that much of China’s urban-based development was intentionally encouraged by the government, and second, that the CCP is now deliberately moving its investment and focus to rural-based growth. The author analyzes the narrations of Survivors of the genocide of the Tutsi, in 1994. A particular attention is paid to how the witnesses express two affects : guilt and responsibility. Their life stories explore these concepts which help them to carry out a search for Truth, which is deeply linked with the sufferings the horror of the past inflicted to them to the point of being haunted by the past. Despite the high educational and occupational attainment—and considerable talent—of women in Massachusetts, the state ranks just 22nd in the nation on women's overall share of top executive, legislative, and judicial posts, compared to their share of the population. The goals of this study were to (1) calculate the percentage of women holding senior-level positions in state government at these four points in time; (2) analyze the distribution of appointments by type of position and executive office; (3) provide possible explanations for the status of women’s representation in these positions; and (4) offer recommendations that will serve to promote the appointment …

Ethiopia Is Now: J. A. Rogers And The Rhetoric Of Black Anticolonialism During The Great Depression, Aric Putnam

The Italian invasion of Ethiopia in 1935 inspired grass roots political activism in black America. To understand how this foreign policy issue became such a pressing domestic concern for black Americans, this essay analyzes an influential interpretation of the crisis, a pamphlet by J. A. Rogers entitled The Real Facts About Ethiopia. I argue that Rogers's text critiques the nature of race under colonialism by illustrating how state boundaries and racial categories are coordinate, strategic operations of colonial power. Second, I demonstrate how the text contrasts this parochial racial context with an alternative framework in which identity can be performed, …

In his most recent book on the moral duty to obey the law, A. John Simmons considers and rejects a number of natural duty approaches to justifying political authority. Among the targets of Simmons’ criticism is the account defended by the book’s co-author, Christopher Heath Wellman. In this essay, I evaluate the force of Simmons’ objections to Wellman’s account of political obligation. As will become clear below, I think Wellman’s defense of the duty to obey the law defective in certain ways—but not in all of the ways that Simmons argues it is. For those of us old enough to recall the anti-war testimony of Vietnam vets during the early 1970s, reading the chilling report by Hedges and Al-Arian on the attitudes of Iraq war vets is shocking, and yet not surprising. It is shocking because of the eyewitness confirmation of cruelty and lethal brutality on a regular basis in the interactions between the coalition army of occupation and Iraqi civilian society. In October 1999 “the second Chechen war” broke out. In December the Russian federal army started an operation to take control of Grozny. During the confrontation between the Federal forces and the Chechen separatists, serious human rights violations occurred. Several cases concerning violations of fundamental rights, in and around the city, have been brought before the European Court of Human Rights against Russia. The lawsuits concerned in particular physical integrity issues.
