China’S Role In A Future Korean War, Jake Rinaldi

This article argues that China’s intervention in a Korean conflict will hinge more on North Korea’s ability to hold territory than on bilateral ties. Rather than treat Chinese intervention as a yes-or-no proposition, this study models three scenarios—full intervention, sustained support, and limited support—based on North Korean resilience. Using Chinese-language sources and scenario-based analysis, it assesses how each model would shape key functional areas such as ISR, cyber, materiel, and force posture. The findings offer US defense planners a framework for anticipating variable People’s Liberation Army involvement in a future Korea contingency.

The Pentagon needs to embrace a new methodology called mission-based planning to size and shape the defense enterprise properly. This article critiques several proposals for reestablishing the long-standing two major theater war construct in the face of ongoing shifts in the strategic environment, including the nation’s $36 trillion debt and prospects of annual interest payments beyond $1 trillion. It presents a mission priority alternative focused on strategic prioritization based on the authors’ four decades of experience in strategy/force planning at the service, the department, and the Office of the Secretary of Defense levels. Strategic Narratives To Counter Global Threats, Jerry E. Landrum, Chase Metcalf, Michael M. Posey
The US Army War College Quarterly: Parameters
This article argues that the current National Security Strategy lacks the necessary coherence and fidelity to mobilize collective action against the emerging Russia-China axis. It merges multiple theoretical concepts to assert that the “rules-based order” theme is insufficient for mobilizing public support. Using textual analysis of the strategy compared with publicly available polling to determine levels of popular resonance, the authors find that the “rules-based order emphasis” does not resonate. This study’s conclusions will assist practitioners as they develop an updated National Security Strategy in the new presidential administration.

Exploiting Vulnerability: Human Trafficking As A Tool Of Genocide, Madison Bryant

This thesis examines the relationship between human trafficking and genocide, arguing that when trafficking is used with the intent to destroy a targeted group, it should be understood and prosecuted as an act of genocide. While international law traditionally treats genocide and human trafficking as distinct crimes, historical and contemporary evidence reveals significant overlap in their mechanisms, motivations, and outcomes. Through a thematic analysis of three case studies, this research demonstrates how trafficking has been systematically employed to further genocidal objectives, including displacement, exploitation, cultural erasure, and the destruction of communities. The role played by the post-WWII expulsion of ethnic Germans from Czechoslovakia in catalyzing the 1948 Czechoslovak coup d'état has been underexplored in favor of the traditional narrative of an East-West clash between Czechoslovak democratic and communist parties backed by the United States and Soviet Union, respectively. Scholarship on the expulsion and the coup has on occasion brought up connections between the two events, albeit briefly and only as a small part of larger examinations of one of the two. The Eastern and Western forces at play in Czechoslovakia were undoubtedly key factors in the coup’s outcome: the end of …

The purpose of this study was to engage queer Colorado educators to explore how to sustain their identities as queer educators in a politically fractured state. By focusing on Colorado, I could assess the extent to which the legal protections afforded there adequately support educators in sustaining themselves. Additionally, the findings from Colorado had the potential to further illuminate factors influencing teacher sustainability and retention on a much larger scale. The Atlanta Georgian was founded in 1906, quickly becoming a rival of the already established Atlanta Constitution and Atlanta Journal. Its founding editor, John Temple Graves, was a devoted believer of the New South Movement and a prominent ally of newspaper mogul William Randolph Hearst. In 1912, Hearst purchased the Georgian, expanding his influence into the South. The Georgian was a small piece of his grander plan to become President of the United States, and he quickly turned it into Atlanta’s most discussed newspaper. This thesis investigates the ideological and institutional foundations of Iran's post-revolutionary political economy, focusing on the triumvirate of clerical authority, bonyads (charitable foundations), and the Islamic Revolutionary Guard Corps (IRGC). Drawing on Kevan Harris’s “subcontractor state” framework, this study argues that Iran’s political economy is simultaneously a decentralized yet state-dominated system, where semi-public institutions like the bonyads and the IRGC act as key subcontractors, enabling the Islamic Republic to further economic development and circumventing Western sanctions. He is currently on track to sign the highest number of executive orders in his first year in office of any president in the last 50 years, and potentially even the last 100 years if he keeps moving at this rate. The 2025 Fiscal Year National Defense Authorization Act contains multiple provisions relating to artificial intelligence (AI). These congressionally mandated provisions direct various sections of the Department of Defense (DOD) and individual U.S. armed service branches to execute congressional intent for AI policymaking. Examples of such intent include identifying and planning DOD's AI workforce, demonstrating AI biotechnology applications for national security, improving the human usability of AI systems, and establishing an AI security center. These approaches are based not merely on theory or doctrine but on the self-perceived interests of the stakeholders in peacekeeping inside Africa. Nigeria is home to a thriving contradiction. Here is a country that celebrates its aspirations to greatness—economic success, food security, accountable governance, territorial integrity, internal security, and improved living standards—sabotaging its young and vibrant population. A pseudo-welfarist democracy, Nigeria's young vibrant 'human capital'—the potentially productive portion of its population—must contend with gross insufficiencies, maladministration, corruption, and intimidation in state-owned and administered facilities. In public infrastructure—stable electricity, good roads, and clean drinking water—and public institutions—schools, hospitals, government agencies, and the security outfits—lies a deep and spreading rot; an insufficiency, inefficiency, and inconsistency that constantly mocks any such aspirations to lofty heights. …

This paper examines language policy and planning in favour of minority languages during the colonial era and immediately after. It is based on the observation that local languages in Cameroon do not seem to have the ethnolinguistic vitality necessary for their long-term survival. The situation of these languages begs the following question: Did the promotion strategies of national languages in colonial Cameroon pave the way for language attrition that is observable today or is it the language policy choice of the political authorities in independent Cameroon that has caused this language issue? There is a gradual move away in African pension policy from the hitherto predominantly pay-as-you-go social insurance schemes to new social security policies that prioritize private pension. But in African economies where capital market is underdeveloped and private sector is generally fragile, the shift to private pensions has implications for income security of the elderly. Like all forms of corruption, ghost workers present a serious drain on state funds. The Nigerian government has tens of thousands of forged or imaginary names on its payroll. These people inhabit the ranks of Nigeria’s “ghost workers,” who receive pensions from the government without ever working a day. This essay examines the impact of ghost workers on the public wage bill and generally, high cost of governance in Nigeria. This paper presents a review of several factors which account for the decline of service delivery in urban local authorities within Zimbabwe. The study utilised desk research methodology to explore and analyse relevant data which was in government legislation, ministerial statements, public and private media articles, books and journals to come up with the totality of the environment relating directly or indirectly to the decline of service delivery in local authorities (LAs). This paper examines the extent to which electronic governance policy has contributed to more efficient service delivery in local governments in southern Nigeria. It also explores how e-governance practices has improved the relationship between citizens and local governments in southern Nigeria. It argues that despite the appropriation of funds for the purchase of computers and other electronic equipment in many local governments in the past three decades, the delivery of services in almost all the local governments under study has not improved.
