After Latino-Americans demonstrated their power in the 2012 presidential election, securing increased minority support at the polls has become a primary goal for both major U.S. political parties. A reliable bloc of Latino voters on one’s side could mean more wins, yet Latinos have a low voter turnout rate. This paper explores how to increase Latino turnout and argues that the use of the Spanish language in electoral advertising will have a positive effect and actually raise the rate of Latino participation. Cuba is world renowned for its health care system. In regards to international health crises, Cuba is a leader in sending workers abroad and training doctors from all over the world. Within its own borders, the Cuban model provides free access to all citizens in which every individual has a primary care provider. Cuba boasts high vaccination rates, a long life expectancy, low infant mortality rate, and a population that is one of the healthiest in the western hemisphere.

Although Western colonisers have, to varying degrees, shaped the political structures and economies of nearly all modern Southeast Asian nations, they achieved an unmatched level of cultural and institutional penetration in the Philippines. Far from the Indic influences that inspired Angkor Wat, Borobudur and Bagan, the island group was only marginally sanskritised during the pre-colonial period. With some notable exceptions in the south, Muslim communities were also never able to establish firm roots. Female legislators are becoming much more common and so are legislative acts focusing on increasing the number of women in elected bodies. These acts are an attempt at creating rules, designed in a positive way, to foster social change and fix one of the most predominant issues in society. A prevalent strategy for greater female representation in decision-making bodies is electoral gender quotas. Leaders and aspiring leaders nurture visions of the nations they want to develop. To fulfill their visions, they develop platforms based on their perceptions of national problems. Ideally, platforms become programs that can create better futures for their people. This concept of governance illuminates the leadership of Michael Manley, who embraced a democratic socialist philosophy to map the future of Jamaica in the 1970s. With campaign slogans like “Better Must Come” and “Forward Together,” Manley conceived of a nation that would embody principles of equality, social justice, and co-operation. In December 2012, a twenty-three year old college student, who was given the pseudonym “Nirbhaya” (“fearless”), was fatally gang-raped on a private bus in Delhi, India, galvanizing the country to swiftly adopt new legislative measures and catapulting the issue of violence against women in India into the international spotlight. Although assault and rape cases have made India infamous for its high volume of crimes against women, the reaction to this particular incident was much different from before. This paper investigates whether the governmental and societal responses represent social change, as indicated by changing attitudes towards violence against women in India. …

Africa is a region of the world that has been plagued by conflict for decades. Specific civil wars in the 1990s gained worldwide attention due to the perceived source of funding for rebel groups to continue the bloodshed: diamonds. As civil society organizations and journalists exposed the role of diamonds and the diamond industry, a link between diamonds and conflict also emerged in the scholarly literature regarding the “resource curse.” In response, policymakers created the Kimberley Process Certification Scheme, an institution designed to address the problem of conflict diamonds and to clean up the diamond industry. This research uses as a case study farmers' movements in North Dakota and Saskatchewan, two identical locales in terms of wheat monoculture, demographics, and agrarian ideology, and traces the differing Social, economic, and political outcomes between 1905 and 1950. The research, however, moves beyond this and also investigates the transnational integration, connections, and engagements among agrarian groups across the broader North American northern plains and across the Atlantic and Pacific Oceans, to Europe, the Soviet Union, and Australia. Lords And Order: Credible Rulers And State Failure, Matthew Dimick

Why do states fail? Why do failed states persist without collapsing into complete anarchy? This paper argues that given insurgency or weakened state capacity, rulers may find it best, paradoxically, to reduce the amount of political good it provides as a means of sustaining some amount of their rule. Moreover, although the consequence is political fragmentation and increasing levels of violence, this is not inconsistent with the continuation of attenuated central governance. Although the field of international relations (IR) is arguably in the midst of a ‘visual turn’, few scholars have directly discussed research methods for studying visual international politics. This article follows the aesthetic turn’s call to resist the rational methods that frame our understanding of ourselves and the world. Yet it also argues that the visual turn is more than an elaboration of the aesthetic turn. While analyses of visual culture are characteristically suspicious of the power of images, this article argues that making films can provide an innovative method for studying IR. The Abraham Lincoln Brigade is the unit of American volunteers fighting within the International Brigades and on the side of the Republic during the Spanish Civil War. Analysis of the Brigade and their role in Spain has led to greatly diverging views on why their service ended in defeat and who was to blame for it. Jefferson believed that citizenship must exhibit republican virtue. While education was necessary in a republican polity, it alone was insufficient in sustaining a revolutionary civic spirit. This paper examines Jefferson's expectations for citizen virtue, specifically related to militia and jury service in his 'little republics.' Citizens required not only knowledge of history and republican principles, but also public spaces where they could personify what they learned. Jefferson often analogized the nation as a ship at sea, and while navigational instruments are necessary in charting an accurate course, i.e., republican theories, they become inconsequential without the decisive action required for their …

For nearly two centuries following its adoption, the Second Amendment was largely ignored and even referred to as a “dead amendment.” Virtually all legal scholarship considered the right protected by the amendment to be a collective right written into the Constitution to protect local militias from a powerful federal standing army. However, beginning in the late 1970s a surge of libertarian scholarship began to emerge promoting the Second Amendment as a safeguard for an individual right to bear arms without any connection to military service. The Ethics Of Legislative Vote Trading, John Thrasher

It is argued in this article that legislative vote trading by representatives is both ethically permissible and may be ethically required in many cases. This conclusion is an implication of a thin, general account of representation that requires representatives to vote on the basis of the perceived preferences or interests of their constituents. These special duties arise from a thin account of representation and create a weak, defeasible duty for representatives to engage in what they believe will be beneficial vote trades. After establishing this claim, the article considers two objections to this duty. One is based on equating legislative …
