Individuals who face difficulties in gaining this access are considered ‘transportation disadvantaged’ and include individuals of lower socioeconomic status, aging individuals, and persons with disabilities. In our autodependent society, individuals with disabilities face even fewer opportunities to interact within their communities. Transit agencies at all levels of government monitor trends in services, operations, and ridership using performance indicators. Federal and state agencies use these performance indicators in the appropriation of funds to transit agencies. Public transportation is subsidized through federal, state and local programs while only a portion of the operating expenses are covered through rider fares. In order to gather information on riders and travel patterns, transit agencies primarily focus on current transit riders, many of which are transit dependent populations. This separation of land uses has increased automobile dependency, which increases vehicle miles traveled and associated greenhouse gas emissions. The road infrastructure of North America is aging, and many governments are faced with a critical decision:  do we repair or remove freeways from our urban centers?  Freeway repair is exceptionally expensive, but removing a freeway is widely seen as a risky venture which may result in negative traffic effects.  Therefore, it is necessary to gain a clearer understanding of how removing road capacity effects traffic distribution.  Three freeway segments were ultimately selected for case study analysis: two in San Francisco and one in Milwaukee.  This analysis consisted of identifying changes in the traffic volumes and volume-capacity (V/C) ratios in …

The impending light rail transit development along University Avenue in Minneapolis-Saint Paul, Minnesota has led to local curiosity about both the past activities and the future possibilities for this urban street. Part I of this paper explores the social, economic and physical evolution of University Avenue and its relationship to transportation eras. Part II argues that there is a connection between the urban form of each transportation epoch and the rate of crime along University Avenue. The study concludes with the prediction that safety will improve following construction of the Central Corridor Light Rail line.

A Financial Impact Assessment Of Ld 1725: Stream Crossings Presentation, New England Environmental Finance Center

This report looks at the potential financial impact of LD 1725 on the estimated 30,000 stream crossings in the State of Maine that would be affected by the law. Our research for this report included the analysis of nearly 2000 stream crossings and the data collection necessary for the development of extensive stream crossing replacement cost models. We found that the 1.2 bankfull requirements in LD 1725 would result in a 75% ‐ 250% increase in structure widths for stream crossing projects across the state. An upsize of this magnitude would increase the cost of replacing stream crossings statewide by …

The following tables provide a detailed look at the role that culvert material and culvert diameter play in the overall cost of a culvert replacement project. Table 1 displays the cost per foot purchase price arranged by diameter size for the various culvert materials that are currently available. Table 2 displays the average additional culvert pipe material cost (increased cost to upsize minus original in-kind replacement cost) that would be incurred when upsizing a given diameter of culvert with a 50 foot length by factors of: 200%, 250% and 300%.

Pietro Nivola, a senior fellow at the Brookings Institution, addresses these questions. Nivola examines two kinds of determinants of urban form: (1) market forces, including those influenced by geography, demographics, and technological change, and (2) public policies shaping national transportation systems, tax policy, educational institutions, and more.
