Small rural towns in Texas are under increasing pressure from state and federal entities to develop a master plan in order to procure funding. Unfortunately, many small towns lack the financial capital or the technical proficiency to create such a plan. By sampling plans of select small towns and analyzing plan elements against the criteria set by experts in their respective fields, assembled in a rubric created for this report, a template will be created utilizing the most effective implementation methods. The city of Celina is a small city located within Collin County in the northern part of the North Central Texas Metroplex. The city was a rural based community with a large percentage of agricultural land. However, over the past decade, Celina's population tripled from around 1800 to over 5200 people. Currently, the city is in a transition phase and is anticipated to grow and develop rapidly in the future. Development is predicted to occur first along Preston Corridor (SH 289), which runs through the city boundary, for two main reasons. On July 16, 2009, the School of Urban and Public Affairs at the University of Texas at Arlington hosted a daylong roundtable on how “climate leader” municipalities of North Central Texas—and urban planners in those communities—are responding to the looming challenge of climate change. The organizers invited the planning directors in selected North Central Texas communities to send staff members to participate. The targeted municipalities were those who are members of Cities for Climate Protection (ICLEI Local Governments for Sustainability) or whose mayors have signed the Climate Protection Agreement (U.S. Conference of Mayors). The study offers long-range forecasts of student enrollment by campus and grade level for the Irving Independent School District. The forecasts were generated by a Dallas - Fort Worth Regional Model and are based on disaggregated population and employment projections for the metropolitan area. Three different sources of regional employment projections were used, providing grounds for comparison ranging from more conservative to more optimistic economic growth scenarios. ** Contact [email protected] if you are the author.**
