The purpose of this dissertation is to develop a methodology for the estimation of the appropriate welfare benefits in the presence of spillover externalities. The ability to capture influences of the not so easily observed variables allow spatial lag models to measure the direct and indirect spillover effects. The direct effect measures the value of the property in question and the indirect captures the influences of neighboring properties, through a spatial multiplier effect.

This study looks at the possibility of not only revitalizing downtown, but on it becoming a true creative milieu - a place that fosters creativity and innovation. This neighborhood requires the use of innovative community engagement to counteract minimal resources, civic engagement, and social capital in order to accomplish sustainable redevelopment when traditional methods have been unsuccessful. San Francisco's South of Market (SoMa) neighborhood and the Mission District are facing new forms of redevelopment. The deindustrialization of SoMa has posed an opportunity for a 'new model' of gentrification to create a mixed-use, mixed-income neighborhood from an area previously occupied by abandoned warehouses and vacant lots. In the Mission, awareness of the threats of gentrification and increased community participation are fighting to preserve the neighborhood and eliminate displacement. The innovative approaches to urban revitalization in these two neighborhoods demonstrate how redevelopment may occur without gentrification.

Assessing Impermeable Surface Area Impacts On Modeling: Implications For The Combined Sewer Overflow Long Term Control Plan In Omaha, Nebraska, Andrew D. Szatko

The report looks at assessing the accuracy of estimating impervious surface areas (ISAs) by zoning code, the method utilized by the City of Omaha, Nebraska. A 101 acre subcatchment had all ISAs manually digitized and compared the actual with the estimated value. The subcatchment was then modeled with 10 percent decreases of ISAs to establish the relationship with peak flow rates and total volume in the combined sewer service area. The results show a significant relationship between the two that may provide insights into a new approach to manage CSO events with the integration of green infrastructure.

However, this new preeminence of visuality was not applicable to the suburban home, with its predisposition toward the creation and control of privacy. Several manuals, handbooks and web resources exist to provide varied guidance on planning for and designing bicycle and pedestrian facilities, yet there are no specific indications about which of the varied treatments in these guides work well for users. This project highlights best practices and identifies program characteristics associated with high levels of non-motorized travel, with an emphasis on bicyclists and pedestrians. It highlights practices in the California communities of Davis, Palo Alto and San Luis Obispo. Two overlapping vesica shapes are apparent in the building composition—one creating the building enclosure, the other forming an enclosing fence to a garden space adjacent the building. This overlapping of two vesica shapes is metaphorically representative of the metaphase of cell subdivision where two cells emerge from one. The second vesica shape begins within the heart of the building enclosure and emerges to create an enclosing wall to the first of the surrounding ‘garden’ spaces.

The Visitor Center is one of the most important programmatic elements of the estate. The building tends to get overlooked due to its small size and unclear signage. It currently houses a ticket booth, an information center and a gift shop, but there isn’t much space leftover for employees, guests or expansion.

The library spaces that were deemed most successful by the education students were those completed by the Robin Hood Foundation, which frequently rehabilitates underutilized spaces in inner-city schools to insert interactive, colorful and children-friendly library and learning spaces. Some shared suggestions to ensure such children- friendly accessibility were low bookshelves with book covers facing outwards, engaging and lively color schemes and comfortable furnishings.

The new shelter should incorporate improved natural lighting and ventilation, adequate space for laundry facilities and more space for the animals' living and bathing needs. The design should consider how to prevent dogs from barking and disturbing one another while in the kennels. Increased storage is necessary for the animal shelter to contain the food and living amenities for the incoming animals.
