Minneapolis’ Midtown Greenway is a 5.5 mile bicycle and pedestrian corridor that replaced a grade-separated railroad line in 2000 and expanded to its current length in 2007. In an era of reinvestment in American inner cities and a heightened political awareness of both urban transportation alternatives and public spaces, the academic field of geography has much to contribute to the discussion about the viability, effectiveness, and success of projects such as this adaptive reuse of reclaimed, deindustrialized space. Immediately adjacent to the larger city of Paris, Reno, Texas has good highway access, with State Highway 82 bisecting the principal portion of the City. Reno is also served by a General Aviation Airport, Cox Field, located south of the City within Paris. Officials from the City of Reno approached the Institute of Urban Studies (IUS) at The University of Texas at Arlington with a request to undertake an economic assessment for the city. This study identifies Reno's current commercial, retail, and industrial conditions, and assesses future growth potential, providing a foundation for realistic and targeted economic development. The passage of AB 32 in 2006 initiated the need for city planners in California to consider the quantification of greenhouse gas emissions at the community level in order to develop policies and programs to reduce emissions in the future. Although local jurisdictions are not required to quantify and report emissions at this time, the AB 32 Climate Change Scoping Plan recommended a reduction goal for local governments of 15 percent below today’s levels by 2020 to ensure consistent reduction goals at the state and local levels.

Bus On Shoulder: Local Assessment Of Shoulder Transit Lane For Regional Buses In San Luis Obispo County, Jessica R. Berry

The study looks at the applicability of integrating a Bus Only Shoulder (BOS) into the intermittently congested segment of US 101 in southern San Luis Obispo County. Policy, infrastructure and implementing criteria derived from case studies in Minnesota, Florida and California (San Diego) and the 2007 California Decision Document on BOS are applied to conditions in the region. One measure of performance, time savings, is projected to 2025 to determine the value of integrating the program by that horizon year. The City of Davis is currently updating its Parks and Recreation Facilities Master Plan. During the update, greenbelts were identified as a highly used and desired facility. This Greenbelt Master Plan serves as a plan focused on the opportunities greenbelts can provide as recreational and transportation facilities. This report has analyzed community feedback, greenbelt coverage, greenbelt capacity, and existing local, state, and federal design guidelines. The final plan is a set of goals, objectives, policies, and programs, along with a greenbelt map, which is aimed at improving the greenbelt infrastructure in Davis through the year 2020.

Background: Safe Haven Infant Protection (SHIP) laws are variously-titled state-level laws that permit infants to be surrendered to designated persons and/or places in a generally anonymous fashion with prescribed limits on prosecution.

Objective: The objective of this study was to determine the number of infants surrendered under SHIP laws in the United States, detail the characteristics of surrendered Safe Haven (SH) infants and relinquishing users, and directly compare the SH infant/relinquishing user population and the discarded infant/discarding mother populations.

Methods: Non-profit reports and communications, government documents and communications, and media reports provided the basis of the national SH estimate. Data …

Why do America's cities sprawl whereas European cities remain comparatively compact, and what difference do the patterns of urban development make? Pietro Nivola, a senior fellow at the Brookings Institution, addresses these questions. Nivola examines two kinds of determinants of urban form: (1) market forces, including those influenced by geography, demographics, and technological change, and (2) public policies shaping national transportation systems, tax policy, educational institutions, and more. He also discusses the implications of the different cityscapes for energy consumption.

Community and Regional Planning Program: Faculty Scholarly and Creative Activity

Climate change is conventionally recognized as a large-scale issue resolved through regional or national policy initiatives. However, little research has been done to directly evaluate local climate change action plans. This study examines 40 recently adopted local climate change action plans in the US and analyzes how well they recognize the concepts of climate change and prepare for climate change mitigation and adaptation. The results indicate that local climate change action plans have a high level of “awareness”, moderate “analysis capabilities” for climate change, and relatively limited “action approaches” for climate change mitigation. Ralph Bunche Agape Neighborhood Vision Plan, Community Design Center

Community Design Center Project Reports

The Ralphe Bunche Neighborhood Vision Plan provides a general design framework to spur reinvestment in this 100-year old historic African-American neighborhood in Benton, AR. The plan aggregates attainable housing (under $100,000/unit) around two neighborhood parks―one existing, and one proposed. Since the city cannot afford comprehensive street and drainage improvements to accommodate redevelopment, the proposal retrofits streets and open space with Low Impact Development (LID) landscapes to remediate urban stormwater runoff. Housing unit types between 1,000 and 1,750 square feet are amassed around these LID landscapes and amenitized with screened rooms, balconies, terraces, and multiple-height living spaces.

In Thomas Wolfe’s 1940 novel You Can’t Go Home Again, the main character, George Webber, writes a novel that depicts his hometown is part of his home community. The HOPE VI program enacted in 1992 represented a shift in public housing by addressing resident's needs through physical design improvements, self-sufficiency programs, and the deconcentration of poverty. Funding through HOPE VI allowed local housing authorities to demolish deteriorated public housing units and replace them with new income-inclusive housing units. The "hope" would be that low income residents would interact with middle income residents to access resources that are normally beyond the reach of low income individuals. The HEARTH Act of 2009 expands care to people experiencing homelessness by giving communities more freedom in allocation of their resources based on their ability to produce measurable results. Although regulations have not been released on this legislation, communities, called Continuums of Care, can prepare for program changes by monitoring current data for areas in need of growth within the system. One of the goals included in the statute is to move a homeless family from an emergency shelter to permanent supportive housing within 30 days. Local governments are beginning to require new, privately constructed and funded buildings to be “green” buildings. Instead of creating their own, locally-derived definitions of green buildings, many municipalities are adopting an existing private standard created by members of the building industry: LEED (Leadership in Energy and Environmental Design). This Article explains and assesses the privately promulgated LEED standards. It argues that the translation of LEED standards, which were intended to be voluntary, into law raises several theoretical and practical problems.
