Gravois Park is a unique neighborhood for its density and diversity, yet it is troubled with issues of economic disparity and crime at a rate similar to north St. Louis. Research shows that low income and education lead into crime. Gravois Park confirms this by showing the lowest education levels of degrees attained within the City of St. Louis, along with some of the highest high school dropout rates for the public schools. In 1963, Japan passed the New Residential Town Development Act prompting the construction of publicly constructed large-scale residential satellite towns across the nation in response to a severe housing crisis. Addressing two case studies, Senri New Town near Osaka and Tama New Town outside of Tokyo, this thesis examines the historical and social context of the design and construction of postwar new towns by tracing the institutional, intellectual, and architectural histories that shaped their urban form. This thesis is concerned with the internal development of a regional Park system. In order to understand the function of a regional park it is useful to compare the numerous kinds of outdoor areas and the activities related to each area. The general relationships are, perhaps, better understood if areas and activities are grouped, in spite of some loss in detail. Many classification systems are possible; this one is recommended by the Resources for the Future, Inc. They classify recreation areas into three meaningful types: user-oriented, intermediate, and resource-based.
