The passage of AB 32 in 2006 initiated the need for city planners in California to consider the quantification of greenhouse gas emissions at the community level in order to develop policies and programs to reduce emissions in the future. Although local jurisdictions are not required to quantify and report emissions at this time, the AB 32 Climate Change Scoping Plan recommended a reduction goal for local governments of 15 percent below today’s levels by 2020 to ensure consistent reduction goals at the state and local levels.

The study looks at the applicability of integrating a Bus Only Shoulder (BOS) into the intermittently congested segment of US 101 in southern San Luis Obispo County. Policy, infrastructure and implementing criteria derived from case studies in Minnesota, Florida and California (San Diego) and the 2007 California Decision Document on BOS are applied to conditions in the region. One measure of performance, time savings, is projected to 2025 to determine the value of integrating the program by that horizon year. The City of Davis is currently updating its Parks and Recreation Facilities Master Plan. During the update, greenbelts were identified as a highly used and desired facility. This Greenbelt Master Plan serves as a plan focused on the opportunities greenbelts can provide as recreational and transportation facilities. This report has analyzed community feedback, greenbelt coverage, greenbelt capacity, and existing local, state, and federal design guidelines. The final plan is a set of goals, objectives, policies, and programs, along with a greenbelt map, which is aimed at improving the greenbelt infrastructure in Davis through the year 2020.

Many public transit agencies consider increasing fares when faced with budget shortfalls. This paper analyzes the Alameda–Contra Costa (AC) Transit District's five alternative fare proposals introduced for public discussion in March 2005. The proposals combined fare hikes, base fare reductions, eliminations of free transfers, and discontinuation of periodic passes. Using the agency's 2002 on-board survey data, the study assessed the impacts of individual fare proposals on different subsets of riders and evaluated if they were equitable; and estimated potential fare revenues, using alternative price elasticities to estimate changes in ridership due to changes in price. In addition to poverty, numerous wars and the restrictions of civil rights, refugee camps that were not designed as a long-term settlement were made to accommodate their residents in addition to their descendents for a period that has lasted over 59 years. Since the establishment of the camps in 1948 the Palestinian refugees in Lebanon have fallen victim to multiple wars and as a result most camps have witnessed major destruction of homes and infrastructure, and a few were entirely destroyed. A comprehensive assessment was conducted of California's Used Oil Program, which was established in 1992 to reduce the illegal disposal, and promote the reuse, of used lubricating oil. This paper summarises selected key findings of the assessment and discusses them in the context of designing and implementing policy instruments for promoting environmentally responsible waste management. The approach known as 'community-based social marketing' is identified as a promising option.

This study examines the benefits and costs associated with the outright purchase of properties for hazard mitigation (“property acquisition mitigation”) in Santa Barbara, California which reduced four properties’ exposure to multiple hazards. The results indicate that the estimated overall benefit-cost ratio for property acquisition mitigation projects is 1.75:1 when the exposed properties meet a threshold of eminent threat for total loss. This study further suggests that when property acquisitions are performed in an area threatened by multiple hazards the mitigation becomes two to three times more beneficial …

The need to internationalize planning education is increasingly apparent, but planning programs in the United States have varying capabilities and resources to incorporate an international dimension in their curriculum. Offering a multiuniversity studio and study abroad course in Mexico, in conjunction with the World Congress in 2006, provided an opportunity to collaboratively address this need. The synergies that accrued are worth considering. An argument is made for adopting similar studio efforts as an integral component of future World Planning Congresses.

This paper presents findings from domestic and international case studies of developments around high-speed rail stations and derives from these findings some lessons for station area development for California’s high-speed rail system. The paper reviews the case for high-speed rail as a complement to air and highway systems in addressing congestion and providing needed additional services as the population of the State continues to grow. This study evaluates the benefits and costs of smart transit technologies at San Luis Obispo Transit, a small transit operation. In 2001, the California Department of Transportation test-deployed its new program entitled “Efficient Deployment of Advanced Public Transportation Systems (EDAPTS)”. The purpose of the field study was to make low-cost, Intelligent Transportation System (ITS) technologies readily available to small and medium size transit properties. The system developed applies digital communications links, open source designs, solar powered real-time arrival signs, and innovative data links to improve transit service and safety at a total investment of $150,000 (2007 dollars).
