The omnipresence of consumption in advanced societies is indisputable; spaces designed to facilitate consumption (or means of consumption) are one aspect of that presence. On the surface, these spaces appear to be quite harmless dreamworlds full of possibilities, but at another level they are highly instrumental, composed of various mechanisms that work to sell commodities through the manipulation of consumer behavior. I argue that consumption spaces express a logic of movement, and a consumption logistics, that is based on the commodity form and relatable to warfare that works to domesticate consumers into the commodity system. Amid an acknowledged “affordable housing crisis”, a first-time developer approaches the City to release part of a tax-acquired property, promising a smart-growth development that would provide sorely needed starter homes for working families. The case highlights the complications of balancing competing interests in Portland ME. It shows where rational planning fails in the presence of strong neighborhood opposition, a disjointed city staff structure, and the absence of political will among City Councilors. Closure of the Brunswick Naval Air Station in 2011 will have profound economic impacts on the entire mid-coast Maine region of Maine, with an estimated loss of 6,500 jobs and $330 million annual income. Throughout the Base Realignment and Closure process, Brunswick, the region, and the State of Maine followed federal rules and developed the federally-funded Brunswick Local Redevelopment Authority (BLRA) to plan for reuse of the 3300 acre base. In its planning process, the BLRA adhered to a number of well thought-out Guiding Principles, including the use of extensive public participation and the consideration of “smart growth” principles and …

Environments conducive to walking may help people avoid sedentary lifestyles and associated diseases. Recent studies developed walkability models combining several built environment characteristics to optimally predict walking. Developing and testing such models with the same data could lead to overestimating one's ability to predict walking in an independent sample of the population. More accurate estimates of model fit can be obtained by splitting a single study population into training and validation sets (holdout approach) or through developing and evaluating models in different populations. Located on the Ozark Plateau, this 43-unit housing development is a LEED-ND (Neighborhood Development) pilot project to be built for $60/sf plus $2.3 million in infrastructure costs. The studio objective is to design a demonstration project that combines affordability with best environmental practices as designated by the U.S. Green Building Council (USGBC). Porchscapes is a pioneering Low Impact Development (LID) project funded under the U.S. Environmental Protection Agency’s Section 319 Program for Nonpoint Source Pollution. LID manages stormwater runoff through ecological engineering technologies. Wrongly Accused Redux: How Race Contributes To Convicting The Innocent: The Informants Example, Andrew E. Taslitz

This article analyzes five forces that may raise the risk of convicting the innocent based upon the suspect's race: the selection, ratchet, procedural justice, bystanders, and aggressive-suspicion effects. In other words, subconscious forces press police to focus more attention on racial minorites, the ratchet makes this focus every-increasing, the resulting sense by the community of unfair treatment raises its involvment in crime while lowering its willingness to aid the police in resisting crime, innocent persons suffer when their skin color becomes associated with criminality, and the police use more aggressive techniques on racial minorities in a way that raises the …

Hedonic Housing Prices In Ciudad Juarez, Karen P. Fierro

Studies of the valuation of housing attributes abound. Empirical studies of this nature for Latin America and Mexico are less common. This study utilizes data for 175 new houses in Ciudad Juarez to estimate a hedonic pricing model. All units in the sample were completed and sold between November 2006 and April 2007. For each house, a total of fourteen characteristics, both structural and locational, are employed as explanatory variables. Empirical results indicate that the structural characteristics play a bigger role than the neighborhood amenities. Surprisingly, neighborhood parks are found to lower housing values

Across New England communities have been experiencing a rapid outward surge of development away from our community and downtown centers. Effects of sprawl include a loss of wildlife habitat, farm and timber lands; increased costs of community services and higher taxes; auto-dependency, longer commutes, and increased congestion; increases in air and water pollution; a sedentary lifestyle and increased obesity; and losses to one’s sense of place and social ties.
State-level responses to sprawl have surfaced throughout New England in recent years. This report describes 11 examples of these responses, representing all six New England states and a diversity of recent …

The case follows the development of a plan for a new village center in Storrs, the central village of Mansfield, Connecticut. A process that was transparent and inclusive of the community members yielded a plan that gained the approval of the Town, the landowner (the University of Connecticut), and the citizenry. The process relied on the mending of fences, the leadership of key participants, and an innovative strategy that included development of a nonprofit corporation and creative use of grant money. While zoning changes are still in the works, the first stage of building goes forward.

The village of Peace Dale in the town of South Kingstown, Rhode Island, developed around several mills that commenced operations in the 1800s. One mill, known as the Palisades, is still partially active and in excellent condition, but much of its square footage is unutilized. A citizens’ group of artists and business people joined with the mill owners and the town of South Kingstown to develop new zoning regulations to make more flexible the permitted uses for the mill site. The proposed zoning will allow the mill complex to feature a mix of retail, residential, and manufacturing uses, while preserving …

Construction of a new Third Bridge over the Kennebec River in Augusta offered the prospect of a new and handsome gateway to the city. Further, the resulting change in traffic patterns offered the City the chance to plan for a pattern of development quite different from what the city had experienced for the past half-century. The case study describes the planning and construction of the new bridge and corridors that re-routed traffic out of Augusta’s downtown and older neighborhoods, and created the opportunity for planned development adjacent to the corridor created by the new bridge. The case study describes a successful smart growth initiative in the town of Amherst, Massachusetts, at an intersection known as Atkins Corner. The initiative grew from two motivating factors: the necessity of realigning Route 116, a major north-to-south artery through the town, to decrease traffic accidents at the intersection and improve pedestrian safety; and a desire on the part of Hampshire College and the Town to create a village center at the intersection. Complex systems, such as urban systems, emerge unpredictably without the influence of central control as a result of adaptive behavior by their component, interacting agents. This paper analyses city size distributions, by decade, from the south-western region of the United States for the years 1890–1990. It determines if the distributions were clustered and documents changes in the pattern of clusters over time. Clusters were determined utilizing a kernel density estimator and cluster analysis. The data were clustered as determined by both methods. The analyses identified 4–7 clusters of cities in each of the decades analysed. Cities cluster into size classes, …

This study reviews Clark County's non-conforming zone change process from 1990 to 2002. A non-conforming zone change, sometimes known as a non-conforming zone boundary amendment is a proposed request that is not within the range of residential densities and/or non-residential intensities indicated on the applicable land use plan map, master plan, or concept plan. This research explores and examines two questions raised by the Clark County's new implementation plan, which was approved in April 2003 to amend the non-conforming zone change process. 1) Clark County assumed there was a public perception that non-conforming zone changes were being approved without regard …
