In the 400 years since European settlement, Portland has survived the ravages of war, invasion, pestilence, conflagration, and economic depression and recession. Once a renowned manufacturing, trade, and shipping center, it now enjoys what might be called a post-industrial renaissance as a vibrant center for the arts, education, entertainment, and banking, legal, and medical services; and is frequently cited as one of America’s best small cities. As a result, Portland is growing today and is positioned for more growth.

The question, then, is not whether Portland will grow, but how well it will grow; or, how best to manage the …

Cities that were once prosperous face decay and often have no hopeful future outlook. Post-industrial towns face major unemployment and poverty and are not typically places for re-investment. But Rust Belt cities like Baltimore, Buffalo, Pittsburgh, Cleveland, Cincinnati, Detroit, Milwaukee and St. Louis are not the only post- industrial hubs that are struggling. The Cully neighborhood is situated in the Northeast quadrant of Portland, Oregon. It is 2.75 square mile plot of land and home to roughly 13,000 people. In addition to being one of the most diverse neighborhoods in Portland, it is the most densely populated, with the smallest amount of parkland per capita. Over the last two decades, home value has increased 203% in Cully, compared to a 90% citywide increase. Amidst these development trends are stories of incredible resilience, resistance and activism from the affected community. In November 2016 the number of states where recreational marijuana sales are legal increased to eight. Thousands of cities and counties are now on the front lines of regulating these new land uses. Local governments in Colorado, the first state to implement recreational marijuana legalization, are models for jurisdictions in other states. We study counties and municipalities in the eight micropolitan statistical areas in Colorado to learn how they regulate recreational marijuana businesses. We reviewed codes, ordinances, and other documents of 43 local governments and interviewed planners in a third of these jurisdictions. These places were purposefully selected and reflect …

Urban Agriculture (UA) has been practiced in Montreal, Quebec for well over a century. In the last five years or so, a renewed enthusiasm for UA has manifested itself in the form of citizen-led UA projects. The latter are often established in residual spaces, from vacant lots to sidewalks, and alleyways. These more spontaneous and informal UA practices point to a shift in how urban inhabitants perceive and use urban space. Staten Island grew rapidly after the Verrazano Narrows Bridge opened in 1964. Mayor John Lindsay introduced a plan to control and guide development there, and encouraged planned unit development. The Rouse Company, then building Columbia, Maryland, was contracted to plan new communities for the southern third of Staten Island to more than double the borough’s population. State Senator John Marchi introduced legislation for the South Richmond Development Corporation in 1971. The plan called for the city to use eminent domain to buy property and transfer it to the Rouse Company, which would also construct residential towers on landfill in Raritan …

Ireland is suffering a housing crisis which will not be easily solved. This is not the first generation to struggle with housing problems. A review of history shows that property markets have pronounced cycles and a continual struggle to provide affordable housing with much direct state provision and extensive subsidises for home ownership. Part of the current crisis results from the abandonment of direct provision of housing by the state but the gradual withdrawal subsidies for owner occupation, has also made a contribution to making home ownership less affordable for many.

This study examined how urban communities might grow social capital from the passion and support offered by a college athletics program. Given the increasing emphasis on fiscal responsibility from local governments and public universities, recognizing how college athletics programs influence local community social capital, such as anchor attachments formed by alumni and fans, is an important perspective. Ireland’s size standards for residential housing have tended to followBritain’s since about the 1940s. The UK has been producing ever-smaller units and with, in effect, no minimum national standard, it has the smallest homes in western Europe. This is not a trend we need to follow. The Bay Area Metropolitan Transportation Commission’s (MTC) Freeway Service Patrol’s highway motorist response service is reporting a reduction in their service levels. We analyze the relationship between the reduction in the Bay Area Freeway Service Patrol’s (FSP) motorist assists and changes in vehicle miles traveled (VMT), California Highway Patrol (CHP) reported incidents, and cover research on the impact of new and old vehicle fleet turnover. VMT and CHP incidents have differential effects on FSP assists. Although incidents occurring on freeways with high traffic flows tend to cause more congestion, the trend in local VMT along Bay Area freeway corridors does …

Hurricane Sandy was a major event with major implications for how sociologists think about the relationship between climate change and crisis in urban areas. The storm’s impact on New York provides a valuable case for considering how to study the impacts of climate change on large, densely settled cities with vulnerable hard infrastructure and highly complex social conditions that produce differentiated experiences across many different communities. A review of the history of housing in Ireland shows that owner occupancy and social housing were policy choices by successive governments. Owner occupancy was heavily supported through a system of grants and tax breaks and social housing was directly provided through local authorities at subsidised rents. In recent years policy has changed and tenure neutrality is now guiding the government’s attitude to housing. Objective: To compare sociodemographic and motivational factors for healthcare use and identify desirable health-promoting resources among groups in a low socioeconomic status (SES) community in Chicago, IL. Background: Disparities in health services and outcomes are well established in low SES urban neighborhoods in the United States and many factors beyond service availability and quality impact community health. Yet there is no clear process for engaging communities in building resources to improve population-level health in such locales. The Center's research efforts focus on best practices to develop multi component urban projects, such as this Journal's article on Public Private Partnerships, and on Designed Open Space to create value. Our scenarios are feasibility-tested with market support and achievement of investment returns. For cities, these scenarios are also sound fiscal contributors of the long term, and more valuable investments with better economic efficiency and environmental sustainability.

Renewing Spokane: A Study Of Motivating Forces Behind Downtown Revitalization Projects, Kara K. Mowery

This study examines the motivating forces behind downtown urban renewal projects through qualitative interview research. Using Spokane, Washington, as a case study, interviews were conducted with key players in downtown revitalization, including public administrators, private developers, and non-profit representatives. While neoliberal theory indicates that economic return serves as the primary motivation for investment, interview questions were designed to uncover whether additional motivating factors stimulate renewal work. Results indicate that those conducting renewal projects are primarily motivated by economics, but additionally cite heritage preservation values and community development as significant factors. This thesis demonstrates that New Urbanism is both an advisable and feasible method for reducing carbon emissions to mitigate global climate change. New Urban areas commonly generate lower carbon emissions compared to conventional suburban development due to lower car use and higher levels of walking and use of other forms of transportation. Wilderness Park, located in Lancaster County, Nebraska, is a public park of unique ecological and historical value to the city of Lincoln and to the surrounding region. The natural and historical features of the park present an opportunity to communicate environmental and historical topics that are relevant on local, national, and global levels, as well as inspire a lively sense of pride in the community.
