Enforcing Higher Standards For Flood Hazard Mitigation In Vermont, Tamsin Flanders

The state of Vermont faces increasing risk of costly damage from catastrophic flooding events as climate change increases the frequency of heavy rains and cumulative precipitation. In addition to increasing flood inundation risk, extreme precipitation events are leading to high rates damage from fluvial erosion—erosion caused by the force of floodwater and the materials it carries. As in all U.S. states, flood hazard governance in Vermont is shared by multiple levels of government and involves a complex compliance model that relies on local governments to regulate private property owners to achieve community, state, or federal goals.

Urban systems involve a multitude of closely intertwined components, which are more measurable than before due to new sensors, data collection, and spatio-temporal analysis methods. Turning these data into knowledge to facilitate planning efforts in addressing current challenges of urban complex systems requires advanced interdisciplinary analysis methods, such as urban informatics or urban data science. Uncertain Regional Urbanism in Venezuela explores the changes cities face when they become metropolises, forming expanding regions which create both potential and problems within settlements. Studying the growth pattern of cities/urban areas has received considerable attention during the past few decades. The goal is to identify directions and locations of potential growth, assess infrastructure and public service requirements, and ensure the integration of the new developments with the existing city structure. This dissertation presents a novel model for urban growth prediction using a novel machine learning model. The model treats successive historical satellite images of the urban area under consideration as a video for which future frames are predicted. Agrihoods are a recent trend in real estate development that integrate agricultural amenities - such as working farms, orchards, or community gardens - into residential or mixed-use communities. As an emergent trend, agrihoods have the potential to enhance farmland preservation and local and regional food systems, making them a ripe area for research. However, very little scholarly research has been carried out to characterize, contextualize or evaluate agrihood developments. This dissertation aims to identify the combinations of spatial arrangements and physical features that influence young children’s access to play and the quality of their play opportunities in a heterogeneous sample of high-rise housing in India. Using Bronfenbrenner’s Ecological Model of Human Development as a framework, the study examines two large umbrellas that contribute to young children’s play opportunities in high-rise housing developments: (1) The play environment that is made available for children by developers and design professionals; and (2) Parents’ and caregivers’ ways of using the designated and undesignated spaces based on their own play values and beliefs. This dissertation uses a feminist political ecology perspective to explore the socioeconomic impacts of climate change in Ecuador, especially but not limited to the agriculture sector. It is based on the use of mixed methods that allowed the participation and validation of the local population, surpassing their role as beneficiaries to co-authors of this research.

This dissertation examines geographic forms of evidence in the practices of landscape architects and geographers. I analyze evidence not only as an epistemic phenomenon, but as an aesthetic one, as well. Convincing an audience that the world is (or should be) one way and not another requires that knowledges be stacked, extended, and stitched together in a manner admissable to an audience. In the first two chapters, I use the case of the landscape architect Ian McHarg to examine how his approach to integrating scientific knowledge---a aesthetic response to what I theorize as 'ought anxiety'---grew alongside the environmental bureaucracy in …

Harris County, Texas, experiences flooding almost every year, and the situation is getting worse. Uncontrolled development is leading to an increase in flooding events. This study investigated how rapid urbanization and sprawl led to a higher frequency and intensity of flooding in the Cypress Creek watershed in northern Harris County. According to urban ecology, the basis of the theoretical framework, the human actions on the environment are not just bystanders, but direct contributors as inputs. In this case, the outputs are the intensity of the flooding events caused by Hurricane Ike, the Memorial Day flood of 2016, and Hurricane Harvey. …

Property rights in the subsurface of land are adapting to accommodate modern activities like massive hydraulic fracturing (fracing). Property rights will need to continue adapting if they are to accommodate other developing activities like large-scale carbon capture and storage (CCS). Courts and commentators rarely approach the nature of subsurface property directly. They tend instead to discuss appropriate standards for tort liability when disputes arise—for example when artificial fissures from a frac treatment extend into and drain oil or gas from a neighbor’s land. The former United Nations Secretary-General Ban Ki-Moon (2014), repeated the core promise in the 1986 UN Declaration on the Right to Development, in which the General Assembly called for an approach guaranteeing meaningful participation of everyone in development and the fair distribution of the benefits of that development. To this end, partnerships are central and can lead to the dignity of the citizens involved as they participate in the development of their own communities.
