In early 2002 the New England Environmental Finance Center hosted a series of roundtable discussions among municipal officials, residential developers, land trust representatives, and others about "Innovative Approaches to Land Conservation and Smart Growth". Among our observations was that for many of the over 20 conservation/development partnerships we discussed in the series, creation and maintenance of trust was central to success or failure of various stages of the partnership. This suggested a link between creation of trust and financial return for traditionally opposed project partners.
To further examine this matter, we interviewed 11 round table participants and asked questions about …

Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government. For the New England states, such a response would include, among other elements, legislation to eliminate existing gaps in the land use laws of each state – gaps that presently encourage or sanction sprawling development. It would also include incentives for municipalities to think beyond their borders and to act with greater efficiency and effect. It is the purpose …

It is well-known and generally accepted that all undeveloped land in New England cannot forever be protected from development; nor would this be a desirable goal, as continued economic development and population growth are near certainties. For these and other reasons, private land trusts and government agencies generally use explicit criteria to prioritize their land acquisition activities and prospects.

Current development patterns and increased tax pressures in local municipalities combine to harm both Maine’s natural resources and its quality of life. Previous initiatives such as the implementation of zoning laws did not fully result in the desired outcomes. Zoning laws were often too flexible and often did not resist market and political pressures to change zoning regulations to allow development with possible economic growth. A sound taxation system or fee structure may be the solution to slow down development in natural areas and direct it towards areas appropriate for growth.

A series of six roundtable discussions was conducted by the New England Environmental Finance Center (NE/EFC) from January through May 2002, one in each New England state. The objectives of the series were to consolidate expertise in financing and coordinating projects that combine conservation and development on the landscape, and to identify key areas of unmet need that could be addressed by the NE/EFC. Each discussion entailed several case study presentations and facilitated discussion about what works, what doesn’t work, and what might work in financing and coordinating efforts that combine conservation and development. The economic downturn in the mid-1997 had definitely affected the housing industry. The oversupply especially in the commercial sector had affected many developers and financial institutions. Non-Performance-Loans had soared up. Housing projects delayed in completion, and worst, abandoned. Of course, oversupply is only one major problem facing the housing industry. On the other hand, the problem of low-cost housing for the poor, striving hard by both the private and the public sectors, only ended up never enough to meet the demands. The New England Environmental Finance Center (NE/EFC) has been conceived as a knowledge-based clearinghouse, training, and change-agent program aimed at helping EPA's constituencies find financially successful approaches to environmental improvements. The NE/EFC will develop approaches to needs of particular priority in New England and potentially useful throughout the nation; share such approaches through the EFC national network; and help make tools from that network accessible throughout New England. The town of Yarmouth currently has a $30 million septic sludge treatment plant and transport lines in place. The vast majority of the dwellings and businesses in the Hyannis Park area are on septic systems that are viable and Title 5 compliant, regardless of age. Conventional, "non-failing" septic systems, however, were never intended to remove form their effluent nutrients such as nitrogen. These have become recognized as an environmental threat only as our understanding of the impacts of excess nutrients on ecosystems has increased in recent decades.

Indeed, the entire retail market in Dublin and countryside has witnessed a substantial upsurge in activity over the last four years. On Grafton Street retail Zone A rents are breaking £2,153 per square metre (£200 per square foot) barrier and premiums are in the region of £300,000 -£400,000. There is currently a shortage of good retail investment opportunities on Grafton Street, which is leading investors to turn to Dublin’s other prime street, Henry Street. There is a well documented global requirement for some twenty million tonnes of edible sea foods from aquaculture in the next fifteen years. Most of the projected increase in production will need to be from mariculture because of limiting factors on land based aquaculture. At present, approximately 85%of all aquaculture occurs in the Asian region.
Globally, temperate water species have market advantages because of their ability to supply a growing market preference for a firm white fleshed fin fish. The Minor Theatre and the adjacent Minor Building have been submitted for consideration for designation under the City of Arcata's Landmark and Historic Preservation Overlay Zone (LHP). Both buildings are historically important to Arcata by virtue of their association with pioneer lumberman and entrepreneur Isaac Minor and because of their contribution to the commercial, social and cultural life of the community. Although the buildings have experienced exterior alterations since their construction three- quarters of a century ago, both retain sufficient architectural integrity to easily qualify for LHP designation.

Influences On Early Twentieth Century Bungalow Housing In Lincoln, Nebraska, Madeleine F. Panarelli
Open Access Master's Theses (through 2010)
Housing publications of the Bungalow era (1900 to 1930) containing over 1200 illustrated Bungalows and derivations, were compared with 717 photographed representatives in Lincoln, Nebraska. These samples were categorized by 10 types first described by writer Henry Saylor (1911). Interpretations of the style by local builders and architects in Lincoln, Nebraska, were traced to house pattern books, national and local publications, and state and city records, to determine how the style evolved locally. The search led to regional design features of the Bungalow, nearly square forms, and composite types.

Federal legislation enacted in January 1974 created federal agencies to produce a rail plan process for the Northeast United States and to monitor and evaluate the programs. A a result of the federal enactment, many states are producing rail plans. Wisconsin is presently preparing one such plan which included the elements of freight operations. The State also has produced a Manual for State Railroad Planning. Both documents have included railroad abandonment as topic of discussion.
