กระบวนการพิจารณารายงานการวิเคราะห์ผลกระทบสิ่งแวดล้อม โดยคณะกรรมการผู้ชำนาญการฯ กรุงเทพมหานคร, จตุพร จันทร์เทศ

ในปีพ.ศ.2557 คณะรักษาความสงบแห่งชาติ มีประกาศแต่งตั้งคณะกรรมการผู้ชำนาญการพิจารณารายงานการวิเคราะห์ผลกระทบสิ่งแวดล้อม ด้านอาคาร การจัดสรรที่ดิน และบริการชุมชน กรุงเทพมหานคร แทนคณะกรรมการฯ สำนักงานนโยบายและแผนทรัพยากรธรรมชาติและสิ่งแวดล้อม จึงมีวัตถุประสงค์เพื่อศึกษาผลการดำเนินงานพิจารณารายงานฯ ของคณะกรรมการฯ กรุงเทพมหานคร โดยอาศัยข้อมูลหลักจากรายงานการประชุมของคณะกรรมการฯ และเอกสารงานวิจัยอื่น ๆ ที่เกี่ยวข้อง มีระยะเวลาศึกษาตั้งแต่มีคำสั่งแต่งตั้งคณะกรรมการฯ กรุงเทพมหานคร เมื่อวันที่ 26 ตุลาคม พ.ศ.2559 จนถึงก่อนวันบังคับใช้ พระราชบัญญัติส่งเสริมและรักษาสิ่งแวดล้อมแห่งชาติ (ฉบับที่2) พ.ศ.2561 วันที่ 18 กรกฎาคม พ.ศ.2561 จากการศึกษา พบว่า มีการประชุมของคณะกรรมการฯ กรุงเทพมหานคร รวมทั้งหมด 86 ครั้ง มีโครงการเข้ารับพิจารณาฯ 266 โครงการ โครงการที่ผ่านการพิจารณาเห็นชอบในครั้งแรก 22 โครงการ โครงการที่ผ่านการพิจารณาเห็นชอบในครั้งที่สอง 145 โครงการ ทั้งนี้ยังมีโครงการยังไม่สิ้นสุดกระบวนการฯ อีก 52 โครงการ จบกระบวนการฯ 17 โครงการ และถอนคืนรายงานฯ 30 โครงการ ในจำนวนโครงการที่ผ่านการพิจารณารายงานฯ 167 โครงการ พบว่า ใช้ระยะเวลาเร็วสุด 56 วัน และช้าสุด 350 วัน หรือโดยเฉลี่ย 140.96 วัน แบ่งตามประเภทโครงการ ได้แก่ อาคารตามกฎหมายว่าด้วยการควบคุมอาคาร 13 โครงการ โรงแรม 13 โครงการ โรงพยาบาล 3 โครงการ และโครงการอาคารอยู่อาศัยรวม 138 โครงการ เมื่อนำผลการดำเนินงานของคณะกรรมการฯ กรุงเทพมหานครไปเปรียบเทียบกับผลการพิจารณาของคณะกรรมการฯ สำนักงานนโยบายและแผนฯ เฉพาะโครงการอาคารอยู่อาศัยรวม ที่มีผู้ศึกษาไว้แล้ว พบว่าระยะเวลาการพิจารณาฯ โดยเฉลี่ยลดลง จาก 177.6 วัน และ 148.8 วัน เหลือเพียง 143.8 วัน รวมทั้งจำนวนครั้งในการแก้ไขเพิ่มเติมรายงานฯ …

Circumstances exist that call for the aeromedical evacuation high-level containment transport (AE-HLCT) of patients with highly hazardous communicable diseases. A small number of organizations maintain AE-HLCT capabilities, and little is publicly available regarding the practices. The time is ripe for the development of standards and consensus guidelines involving AE-HLCT.

A monitoring system for an HVAC system of a building includes a monitoring server located remotely from the building. The monitoring server receives, from a device installed at the building, (i) time-domain current data based on a measured aggregate current supplied to a plurality of components of the HVAC system, and (ii) data based on frequency-domain current data of the measured aggregate current. The Disadvantaged Business Enterprise (DBE) Program was established to provide opportunities for businesses owned and controlled by socially and economically disadvantaged individuals, such as minority-owned and women-owned businesses, to participate in federally funded transportation-related projects. Such DBE participation has increasingly been achieved over the years with the appropriate guidance for traditional project delivery: design-bid-build. However, in recent times the onset of alternative project delivery methods, such as design-build (DB), has introduced challenges for state DOTs trying to implement the DBE program using traditional approaches. Refining The Adaptive Capacity Framework For World Heritage Management, Montira Unakul

Well-developed in the context of climate change, the concept of adaptive capacity has so far not been applied extensively to the study of World Heritage management. This paper applies the analytic framework of adaptive capacity to better understand how institutional attributes enable or hinder systemic adaptation in managing World Heritage sites as boundaries of practice expand due to changing concepts of heritage and emerging management challenges. Drawing upon case studies from Southeast Asia, the study proposes a refined framework with the following dimensions of adaptive capacity: cognitive frames, learning capacity, resources, formal governance measures, organizational relationships, and agency.

This paper compares two contrasting processes of low-income community design in rural and urban areas in Thailand. The low-income Srabot community in the urban area is constructing a new settlement on newly purchased land. In parallel, the indigenous Banggloy community is located in the National Park as a community who were forcibly evicted from their village home to an allocated area where they constructed dwellings in the new village. ธุรกิจความงามมีอัตราการเจริญเติบโตอย่างต่อเนื่องและมีการแข่งขันสูง ส่งผลให้บริษัทเครื่องสำอางต่างพัฒนารูปแบบเคาน์เตอร์เครื่องสำอางเพื่อดึงดูดผู้บริโภค การออกแบบแสงก็เป็นเทคนิคหนึ่งที่สามารถสร้างบรรยากาศที่ดีรวมไปถึงการออกแบบแสงกับกระจกให้ลูกค้าได้ลองใช้สินค้าร่วมกับการประเมินรูปลักษณ์ตนเองเพื่อพิจารณาการซื้อเครื่องสำอาง การศึกษาวิจัยนี้มุ่งเน้นศึกษาคุณลักษณะของสีและแสงต่อความพึงพอใจของในเคาน์เตอร์เครื่องสำอาง จากผู้เข้าร่วม 60 คน เข้าทดสอบแบบจำลองเคาน์เตอร์เครื่องสำอางจุดแต่งหน้าที่จัดแสงด้วยลักษณะอุณหภูมิสีของแสง 2700 และ 6500 เคลวิน โดยใช้สีผนังที่แตกต่างกัน 4 สี ได้แก่ สีแดง สีน้ำเงิน สีขาว และสีดำ เพื่อศึกษาผลต่อความพึงพอใจในสภาพแวดล้อมและการประเมินรูปลักษณ์ตนเองด้วยการให้คะแนนจากคู่คำความหมายตรงข้ามทั้งหมด 8 คู่ ศึกษาในกลุ่มประชากรผู้หญิงพบว่าลักษณะอุณหภูมิสีของแสงและสีของสภาพแวดล้อมมีผลต่อความพึงพอใจของผู้หญิงอย่างมีนัยสำคัญทางสถิติ (p<0.05) โดยเคาน์เตอร์เครื่องสำอางที่ใช้ลักษณะอุณหภูมิสีของแสงที่ 6500 เคลวิน ส่งผลต่อความพึงพอใจมากที่สุด โดยมีความพึงพอใจในสภาพแวดล้อมผนังสีขาว รองลงมาคือผนังสีแดง งานวิจัยนี้สรุปได้ว่าคุณลักษณะของสีในสภาพแวดล้อมและอุณหภูมิสีของแสงเป็นปัจจัยสำคัญในการออกแบบที่มีส่วนสร้างอารมณ์ในเชิงบวกต่อการประเมินรูปลักษณ์ตนเองและสภาพแวดล้อมเคาน์เตอร์เครื่องสำอาง ดังนั้นการนำไปประยุกต์ใช้ จึงควรพิจารณารูปแบบการตกแต่งภายในร้าน โดยเลือกใช้สีโทนธรรมชาติและสีแท้ในอัตราส่วนที่เหมาะสม และเลือกใช้แสงทีมีอุณหภูมิสีเหมาะสมกับรูปแบบของผลิตภัณฑ์และบริบทของร้านค้า

In Japan’s postwar era, agriculture has become highly industrialized, involving heavy machinery, chemical fertilizers, and pesticides, all in the name of “progress.” Through employing such practices, humans have attempted to improve upon nature’s way of doing things, and in turn have degraded the soil’s fertility, natural ecosystems, and human health. In response to this, Shizen Nōhō has emerged in Japan as an alternative way of cultivating food. Shizen Nōhō practitioners challenge the notion that we need chemical fertilizers, pesticides, and machinery to farm successfully. Falling from elevated surfaces is the main cause of death and injury at construction sites. Based on the Bureau of Labor Statistics (BLS) reports, an average of nearly three workers per day suffer fatal injuries from falling. Studies show that postural instability is the foremost cause of this disproportional falling rate. To study what affects the postural stability of construction workers, we conducted a series of experiments in the virtual reality (VR). Twelve healthy adults—all students at the University of Nebraska-Lincoln—were recruited for this study. While internal and external unbonded tendons are widely utilized in concrete structures, an analytical solution for the increase in unbonded tendon stress at ultimate strength, ∆fps, is challenging due to the lack of bond between strand and concrete. Moreover, most analysis methods do not provide high correlation due to the limited available test data. A system and method for monitoring a heating, ventilation, or air conditioning (HVAC) system of a building is provided. A monitoring server, located remotely from the building, receives operating parameter data from a monitoring device at the building that measures an operating parameter of the HVAC system. The monitoring server generates a plurality of data clusters from the operating parameter data, each data cluster corresponding to operating parameter data generated during steady-state operation of the HVAC system. Concurrent issues of social isolation and loneliness have long been recognized as problems that affect seniors but it is also being proven to affect young people as well, specifically with the rise of new technologies and a perception of connectedness. งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาตัวแปรที่เกี่ยวข้องกับวิธีการวัดความสว่างของป้ายไฟ ใช้วิธีการสังเคราะห์ เอกสาร โดยใช้คำสำคัญที่เกี่ยวข้องกับวิธีการวัดความสว่างป้ายไฟ การสืบค้นเอกสารในฐานข้อมูลออนไลน์ ในช่วงระหว่าง ปี พ.ศ. 2540 – 2562 กลุ่มตัวอย่างในการวิจัยที่นำมาสังเคราะห์ คือ บทความวิจัย วิทยานิพนธ์ และรายงานเชิงเทคนิค จำนวน 39 เรื่อง แล้วนำมาจำแนกข้อมูลด้วยแบบบันทึกคุณลักษณะเอกสาร จากนั้นทำการคัดเลือกเอกสารที่ตรงตาม เกณฑ์การคัดเลือก ได้จำนวน 15 เรื่อง การวิเคราะห์ข้อมูลในการศึกษาครั้งนี้เป็นการวิเคราะห์เชิงคุณลักษณะ โดยแบ่ง ออกเป็นสามกลุ่ม กลุ่มแรกเป็นข้อมูลทั่วไปของเอกสารกลุ่มตัวอย่าง กลุ่มที่สอง เป็นตัวแปรที่เกี่ยวข้องกับการวัดความ สว่าง และกลุ่มที่สาม เป็นวัตถุประสงค์ของการศึกษาที่ส่งผลต่อการเลือกเครื่องมือวัดและวิธีการวัดความสว่างป้ายไฟ ผลการวิเคราะห์ข้อมูลจากกลุ่มตัวอย่างสามารถสรุปได้ดังนี้ 1.) ลักษณะของป้ายไฟ ได้แก่ ป้ายไฟแบบภาพนิ่ง และป้ายไฟแบบภาพเคลื่อนไหว 2.) เครื่องมือวัดความสว่างป้ายไฟ ได้แก่ Luminance meter, HDR Camera และ Imaging Photometer 3.) ตัวแปรที่เกี่ยวข้องกับการวัดความสว่างป้ายไฟ ได้แก่ ลักษณะของป้ายไฟ ความสูงของการ ติดตั้งป้ายไฟ ระยะห่างของการวัด ขนาดของป้ายไฟ และสภาพพื้นที่หรือบริบทที่ทำการวัดป้ายไฟ 4.) วิธีการวัดความ สว่างของเครื่องมือ Luminance meter ได้แก่ การวัดแบบหลายจุดแล้วหาค่าเฉลี่ย การวัดแบบจุดซ้ าที่จุดเดิมแล้วหา ค่าเฉลี่ย การวัดแบบสัดส่วนสี และการวัดแบบต่อเนื่องโดยต่อสายสัญญาณ 5.) เครื่องมือวัดทุกชนิดสามารถใช้วัดความ สว่างป้ายไฟแบบภาพนิ่งได้ ส่วนป้ายไฟแบบภาพเคลื่อนไหวจำเป็นต้องใช้เครื่องมือ luminance meter ด้วยวิธีการวัดซ้ำและการวัดต่อเนื่องด้วยการต่อสายสัญญาณ

ชุมชนคลองโอ่งอ่างและชุมชนสะพานหัน เป็นชุมชนที่มีความสำคัญและประวัติศาสตร์ยาวนานในพื้นที่กรุงรัตนโกสินทร์ชั้นนอก ซึ่งมีองค์ประกอบทางกายภาพที่สำคัญคือ คลองโอ่งอ่าง ประตูเมือง สะพานหัน บ้านเจ้านาย เรือนแถว และตรอกซอกซอย สะท้อนให้เห็นความสำคัญและความหลากหลายของการใช้พื้นที่ชุมชนเป็นอย่างมาก จากการสำรวจพื้นที่ในปัจจุบันพบว่า ชุมชนยังคงสภาพการตั้งถิ่นฐานและสถาปัตยกรรมแบบเดิมอยู่ ในขณะที่พื้นที่ใกล้เคียงในบริบทเดียวกันเกิดการพัฒนาเปลี่ยนแปลงเชิงพาณิชย์อย่างต่อเนื่อง ด้วยเหตุนี้การศึกษาการเปลี่ยนแปลงเชิงสัณฐานของชุมชนคลองโอ่งอ่างและชุมชนสะพานหันจึงเป็นการศึกษาที่สำคัญสะท้อนให้เห็นถึงเหตุและปัจจัยการยังคงสภาพการตั้งถิ่นฐานและสถาปัตยกรรมแบบเดิมอยู่ รวมถึงความหลากหลายของการใช้พื้นที่ตั้งแต่อดีตจนถึงปัจจุบัน จากการศึกษาในพื้นที่ศึกษาพบว่า ปัจจัยเชิงพื้นที่ที่เป็นจุดเปลี่ยนสำคัญประกอบด้วย 2 ปัจจัยได้แก่ 1) การพัฒนาเครือข่ายเส้นทางสัญจรสมัยรัชกาลที่ 5 และ2) การพัฒนาแปลงที่ดินสมัยรัชกาลที่ 5 ส่งผลให้ค้นพบประเด็น 3 ข้อได้แก่ 1) ลักษณะการเปลี่ยนรูปแปลงที่ดินและการใช้งานที่ดินชุมชน 3 รูปแบบคือ รูปแปลงที่คงเดิม รูปแปลงที่ดินซอยแปลง และรูปแปลงที่ดินผสม 2) พัฒนาการเส้นทางสัญจร 3 ช่วงเวลาคือ ช่วงที่ 1 เป็นแรกเริ่มของเส้นทางตรอกหลักและตรอกรอง ช่วงที่ 2 เป็นการพัฒนาตรอกและตัดถนนใหม่ และช่วงที่ 3 เป็นการพัฒนาตรอกย่อยภายในแปลงที่ดิน ซึ่งปัจจัยที่ส่งผลต่อการเปลี่ยนแปลงคือ ลักษณะดั้งเดิม การพัฒนาภายนอกชุมชน การพัฒนาภายในชุมชน และการพัฒนาภายในแปลง และ 3) สัณฐานการใช้พื้นตรอกซอกซอยของชุมชน ทำให้เกิดเอกลักษณ์ที่สำคัญคือ ตรอกยาฉุน ตรอกขี้หมา และตรอกแคบ ซึ่งเกิดจากปัจจัยคือ แปลงที่ดินและการใช้งานมาก่อนกฎหมาย และการพัฒนาภายในแปลง ซึ่งทั้งสามข้อค้นพบทำให้ชุมชนการยังคงสภาพการตั้งถิ่นฐานและสถาปัตยกรรมแบบเดิมอยู่ รวมถึงความหลากหลายของการใช้พื้นที่ตั้งแต่อดีตจนถึงปัจจุบัน ตลอดจนปัจจัยด้านอื่นๆ ที่มีผลต่อการเปลี่ยนแปลงซึ่งอาจมีการศึกษาในอนาคตต่อไป

งานวิจัยนี้มุ่งศึกษาโรงพยาบาลระดับศูนย์กลางใน ส ป ป.ลาว เพื่อทำความเข้าใจถึงสภาพกายภาพของโรงพยาบาล 5 แห่ง ได้แก่ โรงพยาบาลมโหสถ โรงพยาบาลมิตรภาพ โรงพยาบาลเชษฐาธิราช โรงพยาบาลแม่และเด็กเกิดใหม่ และโรงพยาบาลเด็ก โดยมีกระบวนการวิจัยโดยศึกษาข้อมูลในผังสถาปัตยกรรม และเอกสารอื่น ๆ ที่เกี่ยวข้อง ลงพื้นที่กรณีศึกษา สำรวจ สัมภาษณ์ผู้เชี่ยวชาญและผู้ใช้พื้นที่ โดยการเก็บรวบรวมข้อมูล ประมวล วิเคราะห์ข้อมูล สรุปผลการศึกษา และอภิปราย ผลการศึกษาพบว่า ในปีพ.ศ. 2561 โรงพยาบาล 3 แห่ง ได้แก่ โรงพยาบาลมโหสถ โรงพยาบาลมิตรภาพ และโรงพยาบาลเชษฐาธิราช มีสภาพอาคารส่วนใหญ่ก่อสร้างมานานประมาณ 20 ปีขึ้นไป มีการออกแบบให้เหมาะสมกับเทคโนโลยีอาคารในยุคนั้น ได้มีการปรับปรุงเปลี่ยนแปลงการใช้งานตามสภาพมาเป็นระยะ ๆ และอยู่ในระหว่างการวางแผนก่อสร้างอาคารหลังใหม่ ในพื้นที่โรงพยาบาลเดิม เพื่อรองรับเทคโนโลยีทางการแพทย์ที่ทันสมัย ส่วนโรงพยาบาลแม่และเด็กเกิดใหม่ และโรงพยาบาลเด็ก อาคารที่ใช้งานอยู่ก่อสร้างมาได้ประมาณ 10 ปี มีการออกแบบอาคารโดยใช้เทคโนโลยีที่ใหม่กว่า ยังไม่มีแผนในการปรับปรุงอาคาร และแผนก่อสร้างอาคารหลังใหม่ จึงสรุปได้ว่า สภาพกายภาพโรงพยาบาลระดับศูนย์กลางใน ส ป ป.ลาว ขนาดใหญ่ 3 แห่งได้แก่ โรงพยาบาลมโหสถ โรงพยาบาลมิตรภาพ โรงพยาบาลเชษฐาธิราช อยู่ระหว่างการพัฒนาก่อสร้างอาคาร ที่ทันสมัยมากขึ้น ส่วนโรงพยาบาลขนาดเล็ก 2แห่ง ได้แกโรงพยาบาลได้แก่ โรงพยาบาลแม่และเด็กเกิดใหม่ และโรงพยาบาลเด็ก ยังมีสภาพที่ตอบสนองบริการได้

กฎหมายการศึกษาผลกระทบสิ่งแวดล้อม ใน สปป ลาว มีมาตั้งแต่ปี พ.ศ. 2542 จนถึงปัจจุบัน รวมทั้งหมด 10 ฉบับ ประกอบด้วย กดหมายว่าด้วยกานปกปักฮักสาสิ่งแวดล้อม ดำลัด ข้อตกลง คำแนะนำ และละเบียบกาน ส่วนในประเทศไทย มีมาตั้ง แต่ปี พ.ศ. 2518 จนถึงปัจจุบัน รวมทั้งหมด 60 ฉบับ ประกอบด้วย พระราชบัญญัติส่งเสริมและรักษาคุณภาพสิ่งแวดล้อมแห่งชาติ กฎกระทรวง ประกาศกระทรวง และประกาศคณะกรรมการสิ่งแวดล้อมแห่งชาติ ใน สปป ลาว กำหนดเรื่องการศึกษาผลกระทบสิ่งแวดล้อมออกเป็น 2 ประเภท ได้แก่ กานปะเมินผนกะทบต่อสิ่งแวดล้อม (EIA) และกานสึกสาเบื้องต้นเกี่ยวกับผนกะทบต่อสิ่งแวดล้อม (IEE) เช่นเดียวกันกับในประเทศไทยกำหนด 2 ประเภท ได้แก่ การประเมินผลกระทบสิ่งแวดล้อม (EIA) เดิมเรียกว่า การวิเคราะห์ผลกระทบสิ่งแวดล้อม และการศึกษาผลกระทบสิ่งแวดล้อมเบื้องต้น (IEE) เมื่อเปรียบเทียบด้านเนื้อหาการประเมินผลกระทบสิ่งแวดล้อม (EIA) พบว่า ใน สปป ลาว กำหนดประเภทและขนาดโครงการสถาปัตยกรรม ที่ต้องจัดทำรายงานการศึกษาผลกระทบสิ่งแวดล้อม 3 ประเภท ระยะเวลาการพิจารณารายงานฯ 95 วัน ไม่กำหนดจำนวนครั้งในการแก้ไขรายงานฯ กำหนดส่งรายงานผลการปฏิบัติตามมาตรการที่กำหนดไว้ในรายงานฯ เฉพาะในช่วงก่อสร้าง และกรณีไม่ส่งรายงานฯ ไม่มีโทษปรับ ส่วนประเทศไทย กำหนดประเภทและขนาดโครงการสถาปัตยกรรม 5 ประเภท ระยะเวลาการพิจารณารายงานฯ 75 วัน การแก้ไขรายงานฯ ทำได้เพียงครั้งเดียว กำหนดส่งรายงานผลการปฏิบัติตามมาตรการที่กำหนดไว้ในรายงานฯ อย่างน้อยปีละหนึ่งครั้ง และกรณีไม่ส่งรายงานฯ มีโทษปรับ ส่วนการศึกษาผลกระทบสิ่งแวดล้อมเบื้องต้น ใน สปป ลาว กำหนดประเภท และขนาดโครงการสถาปัตยกรรม ที่ต้องจัดทำรายงานฯ 4 ประเภท แต่ในประเทศไทย กำหนด 5 ประเภท และบังคับให้จัดทำรายงานฯ เฉพาะในเขตพื้นที่คุ้มครองสิ่งแวดล้อมเท่านั้น ทั้งนี้ การศึกษาผลกระทบสิ่งแวดล้อมของ …

การวิจัยนี้มีจุดประสงค์เพื่อศึกษาอิทธิพลของอุณหภูมิสีของแสงและสีภายในตู้โชว์เครื่องประดับอัญมณีที่มีผลต่อการรับรู้ความรู้สึกของผู้ซื้อต่อเครื่องประดับอัญมณีและบรรยากาศภายในตู้ โดยเก็บข้อมูลจากตัวอย่างวิจัยจำนวน 33 คน อายุระหว่าง 23-40 ปี ด้วยแบบสอบถามการจำแนกความหมายของคำ 6 คู่คำตรงข้าม ดำเนินการทดลองในห้องจำลองที่มีการปรับเปลี่ยนปัจจัยภายในตู้จำลอง 18 สภาวะแสง ประกอบด้วย ปัจจัยด้านอุณหภูมิสีของแสง 4000K 6000K และแสงผสมระหว่าง 4000K และ 6000K ปัจจัยด้านสีภายในตู้โชว์ ได้แก่ สีขาวและสีดำ ทำการศึกษากับเครื่องประดับอัญมณีเทียม ทับทิม ไพลิน และเพชร จากผลการวิจัยพบว่าอุณหภูมิสีของแสงและสีภายในตู้โชว์มีอิทธิพลต่อการรับรู้ของผู้ซื้ออย่างมีนัยสำคัญทางสถิติ (p<0.05) อุณหภูมิสีของแสง 6000K และอุณหภูมิสีของแสงผสมระหว่าง 4000K และ 6000K เมื่อจัดแสดงร่วมกับเครื่องประดับไพลินและเพชร ตัวอย่างวิจัยมีการรับรู้ความรู้สึกเชิงบวก ส่วนสีภายในตู้โชว์ ตัวอย่างวิจัยรับรู้ความรู้สึกเชิงบวกกับสีดำในด้านบรรยากาศ และกับสีขาวในด้านเครื่องประดับ และยังพบว่าปัจจัยด้านสีภายในตู้โชว์ไม่มีอิทธิพลต่อความเป็นประกายของเครื่องประดับ งานวิจัยนี้มีข้อสรุปว่าอุณหภูมิสีของแสงและสีภายในตู้โชว์มีส่วนสร้างการรับรู้ความรู้สึกเชิงบวกต่อเครื่องประดับอัญมณีและบรรยากาศภายในตู้โชว์

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาและเปรียบเทียบประสิทธิภาพความคงทนต่อการกัดกร่อน การเปลี่ยนแปลงของสีบนแผ่นเหล็กเคลือบสีที่มีระบบสีแตกต่างกัน รวมทั้งผลกระทบต่อประสิทธิภาพการใช้พลังงานของอาคาร แผ่นเหล็กเคลือบสีใช้ในการทดสอบประกอบด้วยระบบสีโพลีเอสเตอร์ชั้นเดียวและสองชั้น และแบ่งตามโทนสี ทำการทดสอบแบบเร่งสภาวะในห้องปฏิบัติการ ได้แก่ ความคงทนต่อการกัดกร่อนด้วยการพ่นละอองน้ำเกลือเป็นเวลา 1,000 ชั่วโมง และความคงทนต่อสภาวะแวดล้อมเป็นเวลา 2,000 ชั่วโมง จากนั้นทำวัดค่าการสะท้อนรังสีอาทิตย์และจำลองการใช้พลังงานด้วยโปรแกรม VisualDOE 4.1 เพื่อเปรียบเทียบประสิทธิภาพการใช้พลังงานไฟฟ้าระบบปรับอากาศก่อนและหลังการทดสอบดังกล่าว ผลทดสอบพบว่าแผ่นเหล็กเคลือบสีสองชั้นมีความคงทนต่อการกัดกร่อนดีกว่าแผ่นเหล็กเคลือบสีชั้นเดียว ชั้นเคลือบโลหะอะลูมิเนียมผสมสังกะสีจะมีความคงทนต่อการกัดกร่อนได้ดีกว่าชั้นเคลือบสังกะสี สังเกตได้จากลักษณะการกัดกร่อนที่มีการพองตัวของสีและการเกิดสนิมขาวตามรอยกรีดผิวหน้าของชิ้นงานทดสอบ การเปลี่ยนแปลงของสีบนแผ่นทดสอบมีแนวโน้มเพิ่มขึ้นเมื่อมีระยะเวลาการทดสอบนานขึ้น สีโทนอ่อนจะมีค่าการเปลี่ยนแปลงสูงสุด แผ่นเหล็กเคลือบสีสองชั้นที่มีชั้นเคลือบอะลูมิเนียมผสมสังกะสีมีค่าการเปลี่ยนแปลงของสีน้อยกว่าเมื่อเทียบกับชิ้นงานอื่น หากประเมินเทียบกับมาตรฐานแล้ว สีโทนกลางทุกตัวอย่างทดสอบมีค่าอยู่ในเกณฑ์ที่กำหนดไม่เกิน 5 หน่วย การสะท้อนรังสีอาทิตย์หลังการทดสอบความคงทนต่อสภาวะแวดล้อมมีค่าลดลงระหว่างร้อยละ 0.10 ถึง 3.30 แผ่นเหล็กเคลือบสังกะสีเคลือบสีสองชั้น สีโทนกลาง มีค่าลดลงสูงสุดร้อยละ 7.80 และแผ่นเหล็กเคลือบอะลูมิเนียมผสมสังกะสีเคลือบสีสองชั้น โทนเข้ม มีค่าการสะท้อนรังสีอาทิตย์สูงขึ้น เนื่องจากผลกระทบจากการเสื่อมสภาพของชั้นเคลือบสีภายนอก ทำให้เกิดไทเทเนียมไดออกไซด์ที่มีส่วนประกอบเป็นผงสีขาวบนผิวตัวอย่างทดสอบ การจำลองการใช้พลังงานไฟฟ้าของระบบปรับอากาศ แผ่นเหล็กเคลือบสีโทนอ่อนมีการใช้พลังงานไฟฟ้าต่ำสุด หากพิจารณาตลอดปี เดือนมีนาคมมีการใช้พลังงานไฟฟ้าสูงสุดและต่ำสุดในเดือนธันวาคม การใช้พลังงานไฟฟ้าจะเพิ่มขึ้นตั้งแต่ร้านค้าเปิดเวลา 7:00 น. เวลา 14:00 น. ที่มีการใช้พลังงานสูงสุดและจะลดลงมาจนกระทั่งปิดร้านเวลา 21:00 น. การเลือกแผ่นหลังคาเหล็กสีโทนอ่อนเคลือบอะลูมิเนียมผสมสังกะสีและเคลือบสีสองชั้นจะช่วยเพิ่มอายุการใช้งานทางด้านสมรรถะของวัสดุ ทั้งยังลดการถ่ายเทความร้อนสู่ตัวอาคาร ประหยัดพลังงานที่ใช้กับระบบปรับอากาศภายในอาคารได้ถึงร้อยละ 34 หากเทียบกับการใช้สีโทนเข้ม หรือร้อยละ 18 หากเป็นสีโทนอ่อนเหมือนกัน

การพัฒนาอาคารสำนักงานเดิมให้เป็นอาคารเขียวตามมาตรฐาน LEED O+M V.4.1 จะต้องมีการศึกษาลักษณะทางกายภาพของอาคารสำนักงานโดยรวมก่อน เพื่อรวบรวมและวิเคราะห์ข้อมูล หาจุดบกพร่อง ซึ่งอาจจะต้องมีการปรับปรุงก่อนเข้าสู่กระบวนการประเมินจริง งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาความเป็นไปได้ในการปรับปรุงอาคารสำนักงานเก่าตามมาตรฐานอาคารเขียว LEED O+M V.4.1 และศึกษามาตรฐานอาคารเขียว LEED O+M V.4.1 เพื่อนำมาปรับใช้กับอาคารสำนักงานเก่า ผลการศึกษาพบว่า อาคารสำนักงานที่เปิดใช้งานก่อนปี พ.ศ.2540 ที่ผู้วิจัยได้คัดเลือกมาจำนวน 21 อาคาร มีลักษณะเด่นโดยรวมคือ เป็นอาคารที่สูงเกิน 100 เมตรขึ้นไป มีพื้นที่ใช้สอยตั้งแต่ 80,000 - 100,000 ตารางเมตร จำนวนชั้นอย่างน้อย 20 ชั้น ภายในตัวอาคารจะมีร้านค้าหรือร้านอาหาร เปลือกอาคารมักเลือกใช้กระจกสะท้อนแสง ผนังอาคารส่วนทึบกรุหินแกรนิต หรือปิดผิวด้วยอลูมิเนียมคอมโพสิต ระบบปรับอากาศเลือกใช้ระบบ Water Cooled Package ด้วยลักษณะร่วมที่เด่นชัดดังกล่าวจึงได้เลือกอาคารซันทาวเวอร์สมาเป็นอาคารกรณีศึกษา ผลการประเมินก่อนการปรับปรุงอาคารได้คะแนนรวมทั้งสิ้น 74/100 คะแนน ซึ่งจะได้รับการรับรองในระดับ GOLD แสดงให้เห็นว่าถึงแม้อาคารจะไม่มีการปรับปรุง แต่ถ้าหากอาคารมีการบริหารจัดการที่ดีพอ ดูแลเอาใจใส่อย่างสม่ำเสมอก็สามารถได้รับการรับรองเกณฑ์ LEED O+M V.4.1 ในระดับ GOLD ได้ ดังนั้น การปรับปรุงเพื่อให้ได้การรับรองในระดับ PLATINUM จึงมีความเป็นไปได้เป็นทางเลือกที่น่าจะทำ หลังการปรับปรุงในระดับ PLATINUM อาคารซันทาวเวอร์สได้คะแนนทั้งสิ้น 81/100 คะแนน ค่าใช้จ่ายในการปรับปรุงทั้งสิ้น 12,309,824.00 บาท คิดเป็น 100.11 บาท/ตร.ม. การปรับปรุงเพื่อเพิ่มประสิทธิภาพการใช้พลังงาน (เปลี่ยนหลอดไฟ, ปรับปรุงหอทำความเย็น) สามารถช่วยเพิ่มประสิทธิภาพการใช้พลังงานได้จริง แต่จะไม่ได้คะแนน LEED เพิ่ม เนื่องจากส่วนที่ปรับปรุงเป็นสัดส่วนการใช้พลังงานที่น้อยมากเมื่อเทียบกับส่วนอื่น ดังนั้น การปรับปรุงอาคารเพื่อทำคะแนนในหัวข้อคะแนน จึงเป็นทางเลือกที่น่าสนใจมากกว่าการทำคะแนนในข้อประสิทธิภาพ

สมการทำนายความรู้สึกเชิงความร้อนส่วนใหญ่จะพัฒนาเพื่อใช้กับคนทั่วไป แต่ไม่มีสมการใดที่พัฒนาขึ้นเพื่อใช้กับกลุ่มผู้สูงอายุ โดยเฉพาะอย่างยิ่งไม่มีสมการทำนายค่าความรู้สึกเชิงความร้อน (Thermal Sensation Vote, TSV) สำหรับผู้สูงอายุไทยเพื่อใช้งานในศูนย์ผู้สูงอายุของรัฐบาลที่มีอยู่เป็นจำนวนมาก การศึกษานี้มีวัตถุประสงค์เพื่อพัฒนาแนวทางในการปรับปรุงสภาพแวดล้อมเชิงอุณหภาพในอาคารให้น่าสบายและประหยัดพลังงาน ซึ่งงานวิจัยได้ดำเนินการในตัวเมืองพิษณุโลกในช่วงฤดูหนาวและฤดูร้อน โดยใช้การศึกษาทั้งภาคสนามและห้องปฏิบัติการ ในภาคสนามได้เก็บข้อมูลจากศูนย์ผู้สูงอายุ 3 แห่ง ในขณะเดียวกันก็ได้นำผู้สูงอายุผลัดเปลี่ยนกันเข้าทดสอบในสภาพแวดล้อมเชิงอุณหภาพที่มีการปรับได้ 144 ลักษณะในห้องปฏิบัติการ โดยให้ผู้สูงอายุได้สวมใส่เสื้อผ้าตามปกติ (ในฤดูหนาวมีค่าความเป็นฉนวนของเสื้อผ้าที่สวมใส่ที่ 0.64 clo ในฤดูร้อนที่ 0.50 clo) และทำกิจกรรมที่มีค่า 65-70 W / m2 การเก็บข้อมูลได้ใช้ระยะเวลา 7 เดือน ทำให้ได้ข้อมูลกลับมาจากศูนย์ผู้สูงอายุ 192 ข้อมูล และจากห้องปฏิบัติการ 8,640 ข้อมูล ข้อมูลนี้ได้ถูกวิเคราะห์ทางสถิติเพื่อสร้างสมการทำนายค่าความรู้สึกเชิงความร้อนมีผลดังนี้: สมการสำหรับใช้ในฤดูหนาว (ที่ R2 = 0.707) คือ TSVNfieldW = 0.531To –0.767Va +0.011RH –14.489 สมการสำหรับใช้ในฤดูร้อน (ที่ R2 = 0.844) คือ TSVNfieldS = 0.330To –0.496Va +0.007RH –9.646 [เมื่อ TSVNfieldW คือ ค่าความรู้สึกเชิงความร้อนของผู้สูงอายุฤดูหนาว, TSVNfieldS คือ ค่าความรู้สึกเชิงความร้อนของผู้สูงอายุฤดูร้อน, To คือ อุณหภูมิโอเปอเรทีพ (°C), RH คือ ความชื้นสัมพัทธ์ (%), Va คือ ความเร็วลม (m/s)] สมการที่ได้ถูกนำเข้าในโปรแกรม scSTREAM เพื่อจำลองผลค่า TSV ในผู้สูงอายุ ขณะเผชิญกับสภาพแวดล้อมที่เกิดจากการปรับตั้งค่าอุปกรณ์ปรับสภาวะน่าสบาย ผลจากการปรับที่ทำให้ค่า TSV แสดงค่าความรู้สึกว่า “พอดี” จะได้ใช้เป็นมาตรฐานในการพัฒนาศูนย์ผู้สูงอายุซึ่งมีดังนี้ 8.00 น.–13.00 น. ฤดูหนาว และ 8.00 น.-12.00 …
