Perspectives On Primary Blast Injury Of The Brain: Translational Insights Into Non-Inertial Low-Intensity Blast Injury, Heather R. Siedhoff, Shanyan Chen, Hailong Song, Jiankun Cui, Ibolja Cernak, David X. Cifu, Ralph G. Depalma, Zezong Gu
Physical Medicine and Rehabilitation Publications
Most traumatic brain injuries (TBIs) during military deployment or training are clinically “mild” and frequently caused by non-impact blast exposures. Experimental models were developed to reproduce the biological consequences of high-intensity blasts causing moderate to severe brain injuries. However, the pathophysiological mechanisms of low-intensity blast (LIB)-induced neurological deficits have been understudied. This review provides perspectives on primary blast-induced mild TBI models and discusses translational aspects of LIB exposures as defined by standardized physical parameters including overpressure, impulse, and shock wave velocity. Our mouse LIB-exposure model, which reproduces deployment-related scenarios of open-field blast (OFB), caused neurobehavioral changes, including reduced exploratory activities, …
Answering The Cyber Oversight Call, Amy Gaudion
Answering The Cyber Oversight Call, Amy Gaudion
Faculty Scholarly Works
In the past few years, a revised cyber strategy, a spate of new cyber authorities, and revamped presidential directives have significantly expanded the cyber capabilities of the U.S. military. This expansion has coincided with a weakening and dispersion of traditional congressional oversight mechanisms, creating a separation of powers mismatch. This mismatch, and the necessarily stealthy features that characterize cyberoperations, inhibit Congress’s ability to gain a comprehensive understanding of the use and deployment of these cyber powers, while obscuring the use of such powers from the public as well. Put bluntly, the traditional congressional oversight mechanisms are not suited to the …

The Impacts Of Dune And The Lord Of The Rings On American Culture, Nick Collins
The Impacts Of Dune And The Lord Of The Rings On American Culture, Nick Collins
4610 English: Individual Authors: J.R.R. Tolkien
The middle third of the 20th century was a time of hyper-aggressive industry, invention, and progressivism. This portion of the 1900s was instrumental toward shaping modern popular culture. Two of the predominant works were J.R.R. Tolkien’s fantasy epic The Lord of the Rings and Frank Herbert’s political science fiction novel Dune. Both works inspired massive cult followings upon their release and grew in popularity largely due to the anti-war movement of the 1960s and ‘70s. They have each inspired countless works of inspiration that include some of the most popular movies and games from the 1970’s through the modern …
Technology - Revealing Or Framing The Truth? A Jurisprudential Debate, Dana Neacsu
Technology - Revealing Or Framing The Truth? A Jurisprudential Debate, Dana Neacsu
Duquesne Law Review
Technology is so much more than a prosthetic. But how much more? And what else is it? In the legal realm, its role is not yet clear. Such a lack of elucidation becomes problematic, especially when technology has the ability to convert assumptions into facts, and it takes on a truth-making, rather than a mere truth-revealing mission. This Article argues that it is problematic to enable technology to stand in for reflective thinking, and calls attention to the fact that evidentiary rules enable technology to decide what can be proven, ergo what truth is.

Biometrics And An Ai Bill Of Rights, Margaret Hu
Duquesne Law Review
This Article contends that an informed discussion on an Al Bill of Rights requires grappling with biometric data collection and its integration into emerging Al systems. Biometric Al systems serve a wide range of governmental purposes, including policing, border security and immigration enforcement, and biometric cyberintelligence and biometric-enabled warfare. These systems are increasingly categorized as "high-risk" when deployed in ways that may impact fundamental constitutional rights and human rights. There is growing recognition that high-risk biometric AI systems, such as facial recognition identification, can pose unprecedented challenges to criminal procedure rights. This Article concludes that a failure to recognize these …

The Tentacular Reach Of Usia/S In Postwar South Korea, Sueyoung Park-Primiano
The Tentacular Reach Of Usia/S In Postwar South Korea, Sueyoung Park-Primiano
The Journal of e-Media Studies
The information and propaganda activities of the US Information Agency (USIA) in South Korea from 1945 to 1960 accelerated the global dominance of the American film industry in an effort to combat communism. Succeeding the US Information Service (USIS) in Korea in the aftermath of the Pacific War, USIA did its work with the explicit approval of the US Congress and the Eisenhower administration: USIS collaborated with the US military and cooperated with the US film industry to produce, distribute, and exhibit commercial and noncommercial pro-American motion pictures. It also assisted the South Korean government and its military in nurturing …

Media Infrastructure As Smart Power In The Case Of The Educational Film, Radio, And Television Center Of Turkey, 1949-1973, Aysehan Jülide Etem
The Journal of e-Media Studies
This article identifies and examines how United States Information Services (USIS) agents developed, managed, funded, and sustained a media infrastructure to facilitate communication between the people and governments of the United States and Turkey. The central focus of this analysis is the Educational Film, Radio, and Television Center of Turkey (EFRTC; Film-Radyo ve Televizyonla Eğitim Merkezi), which in 1956 published a catalog featuring hundreds of films about the American way of life and only a handful of films about Turkish people. By analyzing declassified documents and previously unexamined primary materials gathered from archives in the United States and Turkey, this …

The Usis, China, And The Postwar Order: The Film Catalog As Archive Map, Thorn Chen
The Journal of e-Media Studies
The organization known as the United States Information Service (USIS) came into existence in China in December of 1941, when the Foreign Information Service (FIS) under the Office of the Coordinator of Information (COI) appointed the journalist F. McCracken Fisher to head an office in Chongqing, the Nationalist (Guomindang) capital in the War of Resistance Against Japan (1937-1945). Entrusted with the task of communicating the U.S. view of the world war, Fisher’s office and those in several other Chinese cities built a sizable infrastructure for news distribution, radio broadcasts, film projection, and educational programming by war’s end.1 Known in Mandarin …
The Constitutional Guarantee Of Criminal Justice Transparency, Aliza Plener Cover
The Constitutional Guarantee Of Criminal Justice Transparency, Aliza Plener Cover
Articles
This Article identifies and explores a transparency guarantee that permeates the Constitution's criminal procedure provisions. This guarantee protects multiple dimensions of transparency - which I categorize as participatory, informational, and corporal--through overlapping structural safeguards and individual rights, and through protections afforded to both the public and the accused. Despite the strength and pervasiveness of the overarching transparency guarantee, the discrete provisions from which it is derived are often peripheral in today's criminal justice system, which is dominated by plea bargaining and incarceration rather than trials and public-square punishment. And, because the constitutional transparency protections are viewed in clause-bound isolation, modern …
Tipping Toward A New Academic Consciousness, Letizia Guglielmo, Esther Skelley Jordan
Tipping Toward A New Academic Consciousness, Letizia Guglielmo, Esther Skelley Jordan
Journal of Feminist Scholarship
The COVID-19 pandemic and racial reckoning of 2020-2021 have led many faculty in higher education to see the profession and their place in it in a new light (Walton, 2022). While people are broadly engaged in a large-scale cultural re-evaluation of work, labor conditions, and equity, this awakening has posed an existential threat to many academics’ senses of identity, purpose, and community. Through autoethnographic narratives, the authors make meaning of this tipping point through the feminist intersections of space, power, and consciousness. The authors explore coaching and mutual mentoring as strategies for creating and holding space for disrupting these norms …

Disease, Extinction, And Emergences In T.C. Boyle’S Friend Of Earth And Margaret Atwood’S Oryx And Crake, Caroline Schaumann, Heather I. Sullivan
Modern Languages and Literatures Faculty Research
In this essay, we address Boyle’s A Friend of the Earth (2000) and Atwood’s Oryx and Crake (2003) as climate fiction that plays out equally devastating yet realistic futuristic scenarios. In creative thought experiments, science fiction helps us to recognize humans as a collective force, a force that conquers, shapes, destroys, and rebuilds the planet in pre- and post-apocalyptic bouts not unlike the pre- and post-pandemic times we are now experiencing. Our focus on these two science fiction novels is on the intersectionality of emergent environments, extinctions, and diseases within the framework of climate change.
Better Than Bullets: Ethiopia Is Committing War Crimes By Starving Civilian Populations In The Ethiopian Civil War, Jordan Luber
Better Than Bullets: Ethiopia Is Committing War Crimes By Starving Civilian Populations In The Ethiopian Civil War, Jordan Luber
American University International Law Review
Abiy Ahmed is the prime minister of Ethiopia. He has been starving seven million people of a lone ethnic group in Ethiopia for over a year. He is a Nobel Peace Prize laureate and a war criminal.
He won a Nobel Peace Prize for allying with a dictator who oversees slavery and locks dissidents in shipping containers in the desert. He took power promising an unprecedented age of progress, then a year later, changed his mind and began to massacre protestors. He launched a civil war with a barrage from armed drones. He manufactured a famine by destroying food supplies, …

In The Age Of Imperialism: A Study Of Hankow Based On The Maritime Customs Decennial Report (1892-1901), Sze Pui Yin Daisy
Armstrong Undergraduate Journal of History
This research is based mainly on the Maritime Customs Decennial Report (1892-1901) to scrutinize the circumstances and development of Hankow, a typical Chinese port, in the Age of Imperialism. This essay argues that the western powers did not merely exploit the Chinese resources in the Age of Imperialism, but came hand in hand with capital, goods, and scientific knowledge, which facilitated trades and introduced technologies to China. This transformed Hankow into a global emporium with not only new constructions but also metropolitan characteristics. To this end, imperialism and modernization co-existed.
Rich Vein Or Fools Gold?, Morgan Deane
Rich Vein Or Fools Gold?, Morgan Deane
Interpreter: A Journal of Latter-day Saint Faith and Scholarship
Proclaim Peace is the first full-length volume discussing nonviolent theology in Latter-day Saint thought. It seeks to provide a new understanding of Restoration texts that aligns Mormon thought with modern pacifist traditions. Unfortunately, the book suffers from methodology issues that include an overly creative reading of some scriptures to support pacifist theories and the minimization of others’ theories. The book fails to interact with just-war ethics in meaningful ways that could enhance their ethic of peace. As a result, the book is longer than other pacifist texts but suffers from the same problems as previous entries in talking past those …

Mechanical Engineering Capstone Design Projects
Deployment of payloads stored in water tight cylindrical bodies in underwater environmental conditions are of interest to the marine and naval community. The proposed work will investigate the possibility of using inert carbon dioxide gas compressed into its liquid state and stored under pressure to launch payloads by means of expansion from a cylindrical tube.
The purpose of the phase change payload launcher concept is to eject payloads from a submerged submarine by expansion of gas rather than combustion. Testing will include a gas that is found in earth’s atmosphere, carbon dioxide, stored in its liquid phase under high pressure. …

Methodology For The Deployment Of Small Payloads From A Host Underwater Vehicle, Michael Passin, Noah Vietri, William Corson
Mechanical Engineering Capstone Design Projects
In this report, Team 4’s research, work completion, and development of the project is recorded. The goal of the project is to develop a methodology for the deployment of small payloads from a host underwater vehicle. This report shows the design, production, and testing of a system of deploying payloads that utilizes a central rotating assembly that actuates a spring-loaded door. The system utilizes the buoyancy of the payloads to deploy vertically, either upwards or downwards.
After many hours of research, brainstorming and sorting, the team decided on a promising concept with the assistance of the team’s mentor from NUWC. …
Communication 4 All: A Movement To Gain Communication For Non-Speaking Students With Autism, Elizabeth Bonker
Communication 4 All: A Movement To Gain Communication For Non-Speaking Students With Autism, Elizabeth Bonker
Honors Program Theses
Communication is a basic human right and the lack of access to communication for non-speaking students is a civil rights issue. Autism affects 1% of the world’s population across all racial and socioeconomic groups. Approximately 40% of autistics, 31 million people, are unable to speak. Without communication, non-speaking children are labeled “low functioning” and not educated. COMMUNICATION 4 ALL is my social innovation to ensure every child has a means to fully communicate in school. Informed by the Civil Rights and Disability Rights Movements, my thesis analyzes the current dynamics in non-speaking autism including the economic cost, communication methods, educational …
The Contention About Protection: Legal Status Of Protracted Refugees In Jordan, Bangladesh, India, And Kenya, Sierra Lamb
The Contention About Protection: Legal Status Of Protracted Refugees In Jordan, Bangladesh, India, And Kenya, Sierra Lamb
Theses & ETDs
The trend of international refugee crises lasting longer and longer leads to additional concerns and strains for host countries. Not only that, but long-term refugeehood creates continued dependence on the host nation and bars access to most durable solutions. One way to move from dependency to self-sufficiency for these refugees is to obtain a legal status that allows them to engage with their host society in a meaningful way. This study posits that the status of protracted refugees in a host state is to some degree dependent on the origins of the crisis (ethnic cleansing versus civil war) and on …
