“Above-the-neck” reforms in the People’s Liberation Army (PLA) that began in 2015 directed the development of a new joint operational command system that resulted in commensurate changes to PLA Navy submarine force command and control. Additional changes to tactical submarine command and control were driven by the evolution and expansion of PLA Navy surface and airborne capabilities and the introduction of new longer-range submarine weapons. Follow-on “below-theneck” reforms inspired significant organizational change across most of China’s military services. The way the People’s Liberation Army Navy (PLAN) selects and manages its submarine officers increases the likelihood of human performance errors onboard a PLAN submarine. First, PLAN submarine officers are selected from applicants with among the lowest college entrance examinations of any PLA educational institution, suggesting that PLAN submariners are among the service’s least talented officers. Second, the Party Committee system at the apex of decision-making aboard PLAN submarines may be less agile than other approaches to command, at least in certain circumstances. In the debate over the meaning of the right to keep and bear arms guaranteed by the Second Amendment, some writers have argued that the prohibition in the 1328 English Statute of Northampton on "going armed" referred to carrying weapons, thus purportedly showing that regulation of carrying weapons was well known and established when the Second Amendment was adopted. Pipestone Books: Indigenous Materialisms And Bibliographical Methods, Daniel Radus

Criticism

This article argues that the methods of bibliographical scholarship would be enriched with further attention to Indigenous ontological traditions. It does so via an analysis of a small tablet of pipestone that in 1957 was carved into the shape of an open book by Ephraim Taylor, a Dakota artist. The article first establishes that, for the Dakotas, pipestone is a vibrant and animate material, a sentient trace of ancestral kin. The article then aligns the pipestone sculpture with an archive of books whose material traits have been altered by Indigenous readers, arguing ultimately that a sophisticated account of these books—and …

To instigate movement beyond current design thinking centered on problem solving, I propose a shift toward design fiction—a deliberate and direct inquiry into the realm where design meets science fiction, and how that merges with reality. Evolutionary and ecological interactions between hosts and their associated microbial communities, their microbiota, and between members of these communities are vital to understand. Microbial communities are widespread across diverse host taxa and hosts receive a variety of well-documented benefits from their microbial communities. Despite the importance of understanding eco-evolutionary dynamics for colonization outcomes and the benefits these communities provide to their hosts, our current knowledge in this area remains incomplete. Solar radio bursts, phenomenon that often accompany CME, solar flares and other solar events, can be detected on earth and used in the prediction of solar weather that affects earth systems in several ways. As part of the NREIP Program supporting the Naval Research Laboratory, Remote Sensing Division, approximately ten interns participated in the analysis of data collected by DLITE and WAVES radio data. Data from DLITE is often used as a complement to data from WAVES due to differences in frequency range and resolution. The debate rages on about how to tax private equity fund managers and hedge fund managers who, as part of their compensation, receive rights to share in fund profits (“carried interests”). Commentators have paid relatively little attention, however, to the impact that proposals to change the tax treatment of fund managers will have on fund investors, other than to suggest that investors could suffer because managers may try to raise management fees or because overall fund profitability may decline. This article is devoted to exploring the legal ethics writings by tax lawyers in a pivotal period of income tax history: 1945-1965, the first two decades of the federal income tax as we now know it. Although the income tax began in 1913, it was World War II that created the modern mass income tax: in 1939 there were 3.9 million individual income tax taxpayers but by 1945 there were 42.6 million. My intention in writing this was to provide an intimate venue by which he not only comes alive as an extraordinary warrior and sage archetype, but as a human being who struggled with doubt, loss, and fear. On April 4, 1946, The Potters Herald, a Thursday weekly dedicated to labor and union news, published an editorial warning readers of pending legislation “which may seriously affect labor” despite not containing a “single word about labor” in its text. This legislation would empower “anti-labor judges” to overturn decisions by the National Labor Relations Board. Despite its neutral appearance, it was in reality designed to “kick [labor and the NLRB] in the teeth” and would result in “a field day for the corporation lawyers.”

Interest within the mine action sector in mainstreaming environmental issues has rocketed in the past few years. The establishment of cross-sector working groups, the investigatory work of organizations such as the Conflict and Environment Observatory (CEOBS), and increased donor interest in directing funds toward environmental projects are arguably the result of broad scientific consensus on the increasingly destructive effects of anthropogenic forces on global ecosystems.

History shows that both democratic and nondemocratic countries wage wars to advance their strategic interests. This study has comparatively analyzed two conflicts – the 2003-2011 U.S. invasion of Iraq and Russia’s ongoing war in Ukraine – to identify the trends that motivate both democratic and autocratic leaders to behave similarly by launching an invasion. The interpretive research of various memoirs, books, interviews, academic articles, news reports, and speeches, has uncovered that personal biases, particularly confirmation biases, play a significant role in motivating leaders to start a war. Following the participation of the United States of America (U.S.A.) in World War II in 1941, the U.S. incarcerated 120.000 Japanese Americans during the war under the pretense of “military necessity”. At the same time, with the claim of guaranteeing the security of the Western Hemisphere, the U.S.A. coerced Latin American countries to deport thousands of their Japanese descendent citizens and place them in the custody of the U.S.A. among them, Peruvian Japanese citizens were kidnapped, taken to the U.S.A., and incarcerated indefinitely.
