Hawks And Doves: Evaluating Presidential Powers And Duties Against Congress's Power To Declare War, Andrea L. R. Pillai

What would happen if Congress declared war against the president’s wishes? Would the president be forced to prosecute the war? Or are there mechanisms, whether through the system of checks and balances or the president’s own delegated, independent powers, that give the president the authority to disregard Congress’s declaration? This Note argues that a declaration of war must go through the process of bicameralism and presentment to be valid. Thus, the president has the authority to veto a declaration of war. If Congress overcomes the president’s veto, this Note concludes that the president must prosecute the war. The president does …

The paper predicates the prospects of mythopoeia in the mythical tradition. An authorial construction of mythopoeia, when internalized into the collective consciousness can evolve into mythos. This mythopoeia turned mythos in the course of time and space may regress into myth. The fragments of the myth may then result in the making of another mythopoeia. Mythopoeia to mythos to myth is a cyclical process in mythical tradition. The paper establishes this argument with J. R. R. Tolkien’s conception of mythopoeia. In February 2022, many observers initially evaluated the Russian invasion of Ukraine as a failure of Western deterrence. That assessment was and is flawed inasmuch as the West never articulated a clear strategy to deter such an invasion. Engaging with relevant conceptual debates about how deterrence works and relating this information to what the West did and did not do in the run-up to the invasion, this article shows that deterrence efforts were based on problematic assumptions about the Kremlin’s motivations. The Russia-Ukraine War holds many lessons for the US Army and American policymakers and leaders on the nature and role of reconnaissance-strike complexes in modern combat, especially Ukraine’s development of a battle-management system that fuses unmanned aerial systems and satellite reconnaissance to enable the fire coordination for deep strikes into the enemy rear. In the research presented here, open-source analysis and interviews in Ukraine focus on the development and employment of reconnaissance-strike complexes with respect to deep strike and the likelihood of mutual territorial attack.

This study explores and compares the nature, features, and measures of criminalization of environmental harms in Bangladesh and United States. The exploration is based on the descriptive and analytical comparison of the legal frameworks addressing the environmental harms in these two countries. To explore how are environmental harms criminalized in Bangladesh and United States, following aspects were described and compared: the criminalizing power of the state, criminalization of environmental harms regarding air pollution, water pollution, protection of biodiversity, waste management, and use of pesticide, theoretical frameworks in explaining criminalization, role of constitution and international law.

This paper explores the role of narratives in (re)shaping human-environment relations as well as development agenda. This work is inspired by my research in 2017 on the traditions and daily life of the Korowai communities residing in neglected development areas in Southern Papua, Indonesia. My reflection during an architectural research tells that the Indonesian government efforts of on cultural conservation there overlap with tales of hopes and betrayals brought by development. Under the 2014–2017 Islamic State of Iraq and Syria (ISIS) occupation, the Old City of Mosul, Iraq, served as a headquarters for the self-proclaimed caliphate. ISIS produced, stored, and transited money, modern munitions, weapons, and improvised explosive devices (IEDs) through the city's ancient stone streets. To approach the immense and technically challenging task of clearing the Old City efficiently, effectively, and safely—without compromising the city's rich cultural history—Tetra Tech created a 3D model using aerial photogrammetry to quantify and visualize the scope and scale of the project.

The National Security Agency (NSA) awards Center of Academic Excellence (CAE) designations to institutions that commit to producing cybersecurity professionals who will work in careers that reduce vulnerabilities in our national infrastructure. A review of the curricula in the 327 institutions and their degree programs reveal that only two programs offer a required course about terrorism. Given the fluid nature of terrorism and its threat to national infrastructure, the omission is concerning. It is recommended that NSA-certified cybersecurity programs begin implementing educational content that aim to teach about this emerging crime and justice issue. One suggestion is to embrace the …

We report the results of a structured expert elicitation to identify the most likely types of potential food system disruption scenarios for the UK, focusing on routes to civil unrest. We take a backcasting approach by defining as an end-point a societal event in which 1 in 2000 people have been injured in the UK, which 40% of experts rated as “Possible (20–50%)”, “More likely than not (50–80%)” or “Very likely (>80%)” over the coming decade.
