This Article examines the question of whether International Humanitarian Law (IHL) requires modification to effectively govern autonomous weapons systems (AWS). Given that the imminent development and deployment is unlikely to be prohibited, and that AWS may not comply with IHL in certain circumstances, the question of why and how IHL needs to be adjusted is important, and not sufficiently studied. The analysis focuses on the principle of proportionality—a principle whose implementation demands complex, contextual, and sophisticated judgment—as a means of exploring and illustrating the issue. With “the first commercial space war” in Ukraine, the widespread and ever-increasing practice of using commercial space systems and services for military activities came to the public eye. States increasingly rely on and integrate commercial space activities1 into military activities to enhance their military capabilities and to strengthen deterrence. But by incorporating commercial actors into their military activities, States may incidentally make civil actors become military targets during an international armed conflict. Eventually, this may endanger commercial employees when those employees take direct part in hostilities and ultimately lose their protection as non-targeted civilians.

The U.S. aid to Ukraine is a bipartisan topic of extreme socio-political importance. While several organizations have conducted surveys to understand the public stance on this topic, there is no research to date that analyses public opinion on social media, possibly due to the lack of annotated data. Therefore, this research compares several sample-efficient methods (including in-context learning) to analyze tweet sentiments with minimal training data. First, we collect 11,289 tweets about the U.S. aid to Ukraine and mapped them to U.S. states. Next, we explore three different approaches to sentiment analysis: tool-based, embedding-based, and prompt-based. Our results indicate that …

This article argues for the establishment of a space rescue professional (SRP) career field within the Department of Defense and the US Space Force. By harnessing existing US Air Force combat rescue expertise and partnering with the National Aeronautics and Space Administration, the Space Force can rapidly develop a robust SRP program with the warrant officer corps as its backbone. Introduction: Brain stimulation techniques are critical for unraveling the innerworkings of complex neuronal pathways governing both normal physiological function and pathologic states in neurological disorders. Focused ultrasound (FUS) is an emerging technique poised to significantly alter central nervous system (CNS) drug delivery and neuroscience research through non-invasive means. Magnetogenetics is a brain stimulation technique which may benefit from FUS technology in that alternating magnetic fields (AMF), like FUS, can pass through the skull without requiring surgery.

This study aimed to determine the energy requirements, physiological consequences, and recovery rate from the Australian Special Forces Selection Course. Ninety-three male soldiers (mean ± SD, 28.1 ± 3.6 years, 1.81 ± 0.1 m, 85.1 ± 8.1 kg) vol-unteered for this study. Body composition via dual-energy X-ray absorptiometry, hormones and resting metabolic rate were assessed before, immediately after, and at 1, 3, 5, and 8 weeks post-course. Energy expenditure, assessed via doubly-labelled water during the first 10 days of the course significantly exceeded energy intake (expenditure: 7680 ± 1095 kcal. day–1, in-take: 3859 ± 704 kcal. day– 1). When my students and colleagues fretted about Chevron's fate, I have said, "Worry less. Skid-more." Just as old Skidmore "weight" or "respect" returns post-Chevron, the new (and newer) major questions doctrine(s) survive as a reason to give less weight to an agency interpretation. This symposium essay suggests a special role for the post-Chevron major questions doctrine: an Emergency Questions Doctrine. Hybrid warfare is a conflict form that combines traditional military offensive measures with nontraditional methods, including the harnessing of legal systems to achieve strategic goals. This research examined digital news coverage of the East Palestine train derailment to determine the frames and dominant frames used in both local and national coverage of the disaster, and whether these frames differed over time. Specifically, this research used a content analysis of digital newspaper articles from five media outlets—three national level and two local level—and applied the frames identified from Colistra’s (2010) study of print news coverage of the 1972 Buffalo Creek mine disaster. This dissertation examines Qatar’s strategic use of football as a mechanism for securing ontological security within the international system. Each day, the news brings stories of military attacks on schools, hospitals, apartment buildings, electrical facilities, and other critical civilian infrastructure. The militaries attacking these objects often seek to justify the attacks by claiming that the civilian objects are being used by militants. Objects that are believed to have both military and civilian use are often referred to as “dual-use” objects. Even though the term has become common, international law does not recognize a “dual-use” object as a legally meaningful category. This paper examines the mass atrocities committed against the Tamil population in Sri Lanka, analyzing them through the interconnected lenses of religion, culture, and global justice. It explores how Sinhalese-Buddhist nationalism, codified through legal and constitutional mechanisms such as the Sinhala Only Act and state-sponsored cultural erasure, facilitated the systemic marginalization, displacement, and dehumanization of Tamils. This project explores the original architecture of West Virginia. The plans and deliberate construction of the new state not only represented the longstanding desire of western counties for equitable representation in its legislature but also rested on the economic and political ambition of the movement’s leaders. Not all western counties supported independent statehood, and a substantial number of counties favored secession. Without a cohesive citizen consensus to embark upon statehood, traditional narratives that the western counties embarked on statehood solely to protect republican interests bears further investigation. This thesis will document the process of costume designing for Phoebe in Winter by Jen Silverman. It will examine the process from first read of the script through initial and final design meetings and to execution and production of the design. This will report on challenges specific to this production, such as nudity and violence on an academic stage, and the subsequent solutions. Phoebe in Winter was produced by West Virginia University School of Theatre and Dance in October of 2024. The design process began in February of the same year.

Although numerous studies have been conducted on multiple screen-printing electrodes (SPEs), little emphasis has been placed on systematically assessing scholarly work on nanomaterial-equipped SPEs in bioanalytical research. The fabrication of state-of-the-art portable screen-printing measuring devices represents significant disease monitoring and diagnosis advancements. This review classifies screen-printing electrodes based on the nanomaterials used. It discusses cost, regulatory approvals for portable screen-printing electrodes in point-of-care diagnostics, sensitivity, specificity, size reductions, and proposed solutions. Emerging materials contaminants, such as microplastics (MPs) and engineered nanoparticles (ENPs), are now recognized to contaminate oceans, seas, freshwater, and drinking water through many different exposure pathways. The extent of the materials' water contamination problem has only begun to be properly appreciated in the last decade. While comprehensive global data on the exact quantity of nano- and microcontaminants in drinking water is challenging to ascertain, studies have shown that microplastics and nanoparticles can now be found in drinking water sources worldwide.  Indeed, a well-publicized recent study has shown that 93% of bottled water around the world contains microplastic contamination.

This chapter traces Southeast Asia’s overall pro-U.S. trajectory from before and through the American war in Vietnam, a process in which the region’s anticommunist nationalists collaborated with the United States and Britain to gain, and remain in, power. Between the late 1940s through the early 1960s, indigenous anticommunist elites in Thailand and the Philippines rose to political dominance with U.S. assistance; in Malaya and Singapore they did so with British support. The United States and Britain, with their Malayan and Singaporean allies, would influence developments within Indonesia that precipitated the Indonesian Army’s rightwing coup of 1965, a transformative event that …

This thesis explores connections between the Kantian sublime and Anne Carson’s ideas regarding “eros.” Since Kant’s Critique of Judgement was published in 1790, the Kantian sublime has grown in popularity and been utilized by theorists and creative writers alike. Porous Activated Carbon (AC) is a promising material for microwave absorbing materials, showing potential in communication and modern warfare. The study explores the process of creating porous AC from coconut husks using hydrochloric acid and carbonization at varying temperatures, followed by doping AC with nickel oxide to create an AC/NiO polymer composite with varying thicknesses. These composites are compared to AC composites loaded in a paraffin matrix. The legitimacy of armed forces in the eyes of civilians is increasingly recognized as crucial not only for battlefield effectiveness but also for conflict resolution and peace building. However, the concept of “military legitimacy” remains under-theorized and its determinants poorly understood. We argue that perceptions of military legitimacy are shaped by two key dimensions of warfare: just cause and just conduct.
