Trace explosive detection is the primary way for quick and easy sampling of various surfaces in a check-point environment, e.g. an airport. The swabs used for commercial explosive detectors, such as ion mobility spectrometers, are made of various materials. The difficulty in collection and analysis of explosive traces is that the swabs must be effective at adsorbing as well as desorbing materials, i.e. pickup from the surface and release into the detection device. This dichotomy results in a tradeoff for development of new swabs. Generally, desorption is considered to be the more desirable property; therefore, Teflon is one choice for …

The government is unique among speakers because of its coercive power, its substantial resources, its privileged access to national security and intelligence information, and its wide variety of expressive roles as commander-in-chief, policymaker, educator, employer, property owner, and more. Precisely because of this power, variety, and ubiquity, the government's speech can both provide great value and inflict great harm to the public. In wartime, more specifically, the government can affirmatively choose to use its voice to inform, inspire, heal, and unite -- or instead to deceive, divide, bully, and silence.

A core failing of today’s administrative state and modern administrative law scholarship is the lack of imagination as to how agencies should operate. On the conventional telling, public agencies follow specific grants of regulatory authority, use the traditional tools of notice-and-comment rulemaking and adjudication, and are checked by judicial review. In reality, however, effective administration depends on entrepreneurial leadership that spearheads policy experimentation and trial-and-error problem-solving, including the development of regulatory programs that use non-traditional tools.

Class Action-Barring Mandatory Pre-Dispute Consumer Arbitration Clauses: An Example Of (And Opportunity For) Dispute System Design?, Nancy A. Welsh

Ultimately, this essay will conclude that a private, ad hoc dispute system design process did lead to the insertion of class action waivers in mandatory pre-dispute consumer arbitration clauses. In-house and outside counsel certainly played key roles in initiating this process, but it is unclear that any individual lawyers could claim credit or responsibility as "designers." The representatives of dispute resolution organizations, meanwhile, played supporting roles-as providers of information and as amici in Supreme Court litigation. Life And Seoul Of The Party: South Korea’S Brief Occupation Under Communist North Korea, Catherine Rose Graham

This thesis analyzes the North Korean occupation of Seoul through the oral histories of the men and women who experienced the event. At the beginning of the Korean War, North Korean forces successfully captured and held the South Korean capital for three months. Despite the occupation’s interesting premise, it has received little attention from Korean War scholars. Interviews with the people who lived through the Korean War though, demonstrate that from their point of view, the occupation was a particularly significant part of their war experience.

Tracing Ainu And Pre-Ainu Cultural Continuity Through Cladistic Analysis Of Faunal Assemblages, Christopher Lowry

Cladistics (Hennig 1950, 1965, 1966), a method for establishing evolutionary relationships, is used to compare faunal assemblages from Jōmon (14,000-500 BC; 14,000–2700 cal. BP), Epi-Jōmon (3rd – 7th century; 2700-1500 cal. BP), Satsumon (7th century - 13th century AD; ca. 1500-800 cal. BP), and Ainu (13th century AD – present) period components (Habu et al. 2011; Matsumura 2006; Ōnishi 2014; Weber et al. 2013) from sites in Central Hokkaido, Japan using Generalized Frequency Coding methods (Smith & Gutberlet 2001). Associations of site components follow geographic rather than temporal trends, showing similarities in animal use across these time periods but differentiated …

Violence And Edification In 19th Century Fiction: An Analysis Of The Novels Of Charles Dickens And Leo Tolstoy, Caroline Fassett

This Thesis argues that violence is essential to the structures and plots of Charles Dickens’s Barnaby Rudge and A Tale of Two Cities and of Leo Tolstoy’s War and Peace and Anna Karenina, and is particularly essential to the edification, or the moral and intellectual improvement, of principal characters in these four novels. Additionally, this Thesis contends that this edification is both anticipated and reinforced by the novelists’ incorporation of counterparts whose demeanor and/or narrative overtly mirror that of the principal characters.

To support this argument, I bring the theory of Thomas Carlyle into conversation with the novels of Dickens …

The primary objective of this research is to critically analyze changes in perceptions associated with hydraulic fracturing within Dimock, Pennsylvania. Residents of Dimock initially welcomed fracking in 2006 due to positive corporate rhetoric promoting economic benefits such as mineral rights acquisition, land-leasing, and local business development. However, economic benefits diminished as Dimock advanced through a boom period resulting in a current economic and ecological bust. Two months of data collection occurred in the summer of 2016 using semi-structured interviews, participant observation, and document analysis. This Article focuses on the role of the lawyers using the framework described by Professor Richard J. Lazarus in his 2008 article, Advocacy Matters Before and Within the Supreme Court: Transforming the Court by Transforming the Bar. Lazarus argues the modern Supreme Court bar has come to be dominated by a small number of Supreme Court specialists. This study is comprised of two parts. Part 1 focuses on ISIS, Boko Haram, and Al-Shabaab, examining the structures, tactics, and motivations of the groups. Each group seeks territory in its respective region. After losing territories, Boko Haram and Al-Shabaab both turned to guerilla attacks and suicide bombing, destabilizing the areas formerly under their control. There is a debate in academic philosophy and psychology of whether or not children can or should do philosophy. Robert Kitchener asserts that due to cognitive limitations, children under the age of 10 cannot think philosophically (Kitchener, 1990). Murris (2000) challenges Kitchener's arguments and concludes that more research is needed. This thesis creates a digital space to preserve the heritage of Lee County, Virginia through community input of stories, values, and beliefs, loosely based on the concept of an eco-museum as described by Corsane, Davis, and Murtas (2009). The virtual museum space includes a history of Lee County, Virginia, and the community's heritage ideals, as identified through local interviews, research, and stories.
