Since their publication in the 1950s and the 1980s respectively, the Commentaries on the Geneva Conventions of 1949 and their Additional Protocols of 1977 have become a major reference for the application and interpretation of these treaties. The International Committee of the Red Cross (ICRC), together with a team of renowned experts, is currently updating these Commentaries in order to document developments and provide up-to-date interpretations. The work on the first updated Commentary, the Commentary on the First Geneva Convention relating to the protection of the wounded and sick in the armed forces, has already been finalized. There have been non-combat losses of nuclear-powered warships during sea trials and peacetime patrol missions. Nuclear contamination is spreading from some of these sinking sites. It is also conceivable that combat losses of nuclear-powered warships could cause contamination of civilians, civilian objects and the natural environment. If such combat losses occur at sea, both belligerent and neutral States will have to deal with a difficult question: to what extent and by who can harm resulting from such contamination be compensated for payment of damages. For the citizens of Ireland and Great Britain, the second half of the twentieth century represents a period of great political struggle. The historical debate concerns the constitutional status of Northern Ireland; that is, whether the six northeastern most counties on the emerald isle belong to Ireland or to the United Kingdom. The late 1960s through the early 1990s is referred to commonly as “The Troubles,” a time rife with political struggle, violence, and reactionary laws aimed at restricting civil liberties in the name of security. ABSTRACT: BACKGROUND: Combat Gunshot Head Injury is an increasingly important issue with all its drawbacks on the health care system . OBJECTIVE: This study presents an evaluation of traumatic brain injury caused by gunshots and discusses possible predictive factors for the outcome of surgical intervention. PATIENTS AND METHOD: A prospective study performed at Al Shaheed Mohammed Al Majed hospital, Samarra, Saladin, Iraq consisted of 60 patients who underwent surgery for penetrating TBI over a 1 year period (2015 – 2016). All injuries were caused by gunshot. RESULTS: Mean patients’ age was 31.5 years. The Glasgow Coma Scale (GCS) score on …

This conversation between Peter McLaren and Petar Jandric´ brings about some of the most recent and deepest of McLaren’s insights into the relationship between revolutionary critical pedagogy and liberation theology, and outlines the main directions of development of McLaren’s thought during and after Pedagogy of Insurrection. In the conversation, McLaren reveals his personal and theoretical path to liberation theology. Due process jurisprudence has long been dominated by discussion of its procedural requirements and substantive limitations. Through the lens of the Constitution’s Due Process Clause, however, the Supreme Court has also considered the geographic reach and substantive exercise of legal authority, the delegation of law making to private parties, the incorporation doctrine, and the issues of fundamental fairness. These doctrines have existed for some time, but the Supreme Court has never explained how they fit into its “procedural vs. substantive” dichotomy. The increase in competition locally and globally has forced companies to become more efficient. One way for companies to gain efficiency is by regionalizing their facilities by either consolidating or collocating to a particular location. A comprehensive literature review addressed the advantages and disadvantages organizations have used in the past when regionalizing. This insight was used on a case study looking at military hospitals in the National Capital Region. Applicability of aerosol sampling on multi-rotor unmanned aerial systems (UAS) platform was investigated. Multi-rotor UAS have impacts of wind speed, turbulence, and orientation possibly contributing to sampling bias. The SKC IMPACT sampler, Tecora C.A.Th.I.A., and modified three-dimensionally printed Universal Inlet for Airborne-Particle Size-Selective Sampling were selected based on particle size-selectivity and operational independence to wind. Airflow visualizations concluded that below UAS fuselage was optimal sampler placement. Tests were conducted with Arizona Road Dust in a still-air chamber, and aerosolized sugar in a wind tunnel. Inlet mounting was evaluated in, upright, upside-down, and horizontal orientations. Horizontal orientations of all inlets resulted …

SUAS under 50 kg have the most utility at the tactical level and benefit from the research and development of systems currently being manufactured. United States Air Force (USAF) aircraft parts forecasting techniques have remained archaic despite new advancements in data analysis. This approach resulted in a 57% accuracy rate in fiscal year 2016 for USAF managed items. Those errors combine for $5.5 billion worth of inventory that could have been spent on other critical spare parts. This research effort explores advancements in condition based maintenance (CBM) and its application in the realm of forecasting. The purpose of this thesis is to reinforce and build upon past efforts identifying and demonstrating the need to better represent logistic capabilities and constraints within the realm of wargaming, war planning, and other analyses requiring the modeling of Air Force combat operations. We develop a framework for the porting of relevant logistic information and requirements from a reliable data source (LCOM- ATK) into a discrete event simulation environment (SIMIO), providing a simulation model for enhanced and robust analyses. The human-agent team represents a new construct in how the United States Department of Defense is orchestrating mission planning and mission accomplishment. In order for mission planning and accomplishment to be successful, several requirements must be met: a firm understanding of human trust in automated agents, how human and automated agent characteristics influence human-agent team performance, and how humans behave. This thesis will examine the negotiation of kayfabe within the context of professional wrestling using a 2014 WWE storyline that arose from fan backlash as a primary text. The perceived marginalization of wrestler Daniel Bryan by the fans led to a disconnect between the narratives that were performed in-ring and the counter-narratives produced by the fans, which in turn led to an overtly co-authored narrative between in-ring performers and fans. The United States Air Force partially integrated the Mission Dependency Index (MDI) into its portfolio project selection model by assigning an MDI value to a facility type or real property category code (CATCODE) in lieu of assigning a unique MDI value to each facility through a structured interview process. This took an initial step to improve the Air Forces asset management practices; however, it failed to accurately capture the consequence of facility failure in some cases. In recent political contests, economics has been used as a subjective language of disputation and identification, contradicting the field's traditional aspirations to objectivity, even science. In both partisan politics and the related but not identical bifurcation between "populist" and "establishment" or "elite" discourse, positions have become routinized into antagonistic tropes. Thermal sensation is one of the most dynamic stimulus-response systems in the human body. It is relied upon for safety, comfort and general equilibrium of the human body. Thermal sensation is dependent upon many variables such as area of effected skin, rate of temperature change and location of stimulation. It has been shown that certain rates of change can intensify the sensation of heating or cooling. Conversely, sufficiently low rates of change can go undetected by the skin.
