Urban Interiority And The Spatial Processes Of Securitisation In Medellin: A Speculation On The Architectures Of Reassurance, Christina Deluchi

Interiority

Medellín, Colombia, a city best known for its violent history and subsequent radical transformation, hosts multiple political forces of varying degrees of legitimacy. In this context, architecture was mobilised as a physical weapon in the city’s urban regions. As an extension of this architectural condition, the city’s landscape has repeatedly been appropriated and repurposed to enforce state and criminal agency. Medellín’s cultural geography became increasingly unstable as both real and imagined threats lingered in the spaces of every day – apartment towers, gated communities, supermarkets, TV and radio, imbued with violent operational spatial logics.

In the years leading up to the Civil War, the fight over slavery played out in many different arenas, notably in Kansas and Nebraska. While Bleeding Kansas was arguably the most well-known and violent clash over slavery before the Civil War, there were others as well. One flash point over the question of slavery resulted from political unrest in Cuba. In the 1850s, Spain owned Cuba, an economically prosperous island with an economy based on African slave labor. Montenegro’s 2017 accession to NATO signaled an increased geopolitical interest in the Balkan region. Since then, governments and news sites have discussed the question of what is next for NATO in the Balkans. Similarly, a number of high-level US officials have recently travelled to the region in order to promote Western integration and NATO membership. Their discourses to encourage NATO expansion problematically coincide with discourses that “other” the region through pejorative representations. This paper interrogates this paradox by examining discourses on NATO expansion to Serbia, Macedonia, and Bosnia from the perspective of the US, the alliance’s largest funder. It does …

Double-Tap Warfare: Should President Obama Be Investigated For War Crimes?, Samuel Alexander

A “double-tap” drone strike involves bombing a target, waiting a period of five to twenty minutes, often during which first responders arrive, and then bombing the target a second or even third time. This Note argues that such attacks, by virtue of their indiscriminate nature, are likely serious violations of Common Article 3 of the Geneva Conventions of 1949, which prohibits targeting civilians, the wounded, or those placed hors de combat. Thus, such attacks are likely war crimes under international law and under the War Crimes Act of 1996, a U.S. law that criminalizes carrying out, or ordering to be …

Murky Projects And Uneven Information Policies: A Case Study Of The Psychological Strategy Board And Cia, Susan Maret

Secrecy and Society

This case study discusses the Truman and Eisenhower administration's (1951-1953) short-lived Psychological Strategy Board (PSB). Through the lens of declassified documents, the article recounts the history and activities of the Board, including its relationship with the Central Intelligence Agency (CIA) and clandestine projects that involve human experimentation. Primary documents of the period suggest that institutional secrecy, coupled with inconsistent information policies, largely shielded CIA's BLUEBIRD, ARTICHOKE, and MKULTRA from the Board. This subject has not been previously reported in the research literature, and supplements existing historical understanding of the PSB's mission under the broad umbrella of psychological warfare.

In today’s information technology age our thinking and behaviors are highly influenced by what we see on the Internet and our smartphones screens, e.g., watching a fake or photo-shopped image of a well-known individual makes some of us think it is true. Little is known about microsporidiosis pathogenicity in cetaceans. Here we report seroprevalence of 76% for microsporidia in blood samples from common bottlenose dolphins (Tursiops truncatus), from animals managed under human care (n=108) or captured for health assessments (n=13) and released.

The Politics Of Legal Arrangements: The "Duty Of Care," Justifying, Extending, And Perpetuating The Public-In-The-Private Forms Of Protection, Anna Leander

Indiana Journal of Global Legal Studies

This article explores the place of formal legal arrangements in the politics surrounding the hybrid, enmeshed public-in-the-private forms of authority this special issue focuses on. It does so by analyzing the significance of one specific legal arrangement, the Duty of Care, for the politics surrounding public-in-the-private forms of protection. I show that the Duty of Care does considerable political work. It contributes to decentering, commercializing, and depoliticizing protection. In so doing, the Duty of Care is justifying this specific form of protection, defining and extending its scope, and perpetuating it. The article makes this argument by drawing both on the …

Waterboarding and “much worse,” torture, and “tak[ing] out” the family members of terrorists: President Trump endorsed these measures while campaigning for office. After his inauguration, Trump confirmed his view of the effectiveness of torture and has not clearly rejected other measures forbidden by international law. This Article therefore examines whether a President has the power to order or authorize the military to violate international humanitarian law, known as the “law of war.” Rather than assess whether the law of war generally constrains a President as Commander-in-Chief, however, its focus is the extent to which Congress requires the U.S. military to …

Sinjar became the center of the world’s attention when one of the most horrifying cases of genocide took place, and also due to women who suffered from acts of violence, psychological trauma, and torture. A year after the Ezidi genocide in Iraq, many women to fleed from ISIS. Each of the women who managed to escape has a different history of persecution. Nation and nationalism have been associated with masculinity. Nations and states are often envisioned through heroic narratives. According to these narratives, nations are formed through the blood and toil of fore-fathers not fore-mothers. Women’s roles in nation-building are regarded as supportive, relegating them to the background as supporters of their male counterparts. Heroines receive little or no attention in the historiography of national struggles. Pedagogically, heroines are understudied in most African school systems.
