In My View, W.J. Holland Jr

Naval War College Review

Every successful officer considers his career path as that most appropriate and useful. So it is—for him or her. Certainly the successes of Admiral Stavridis and Captain Hagerott testify to the worth of their credentials to make the arguments in their article [see James Stavridis and Mark Hagerott, “The Heart of an Officer: Joint, Interagency, and International Operations and Navy Career Develop- ment,” in the Spring 2009 issue, pp. 27–41].

Agents Of Innovation: The General Board Andthe Design Of The Fleet That Defeated The Japanese Navy, Michael Pearlman

Naval War College Review

Skeptics of disarmament treaties, such as Richard Pearl, have long argued that these treaties make a nation weaker by depriving it of the means of self-defense. John Kuehn, former naval aviator and presently professor of military history at the U.S. Army Command and General Staff College, in Fort Leaven- worth, Kansas, is far more subtle in this excellent book. He shows how the Washington Naval Treaty of 1921 froze battleship construction and yet made the U.S. Navy stronger by 1941. While it is never easy to prove something so counterintuitive, Kuehn does it hands down.

Churchill And The Norway Campaign, Jeff Shaw Mar 2018

Churchill And The Norway Campaign, Jeff Shaw

Naval War College Review

“The principle of aiming everything at the enemy’s center of gravity admits of only one exception—that is, when sec- ondary operations look exceptionally rewarding.” This classic dictum, given to us by the great military theorist Carl von Clausewitz, provides the impetus behind this book. Originally conceived as a case study for inclusion in the Strategy and Policy curriculum at the U.S. Naval War College, this historical work covers the operations in Norway during the spring of 1940, one of the most overlooked campaigns of the Sec- ond World War.

Futures Of War: Toward A Consensus View Ofthe Future Security Environment, 2010–2035, Christopher Martin Mar 2018

Futures Of War: Toward A Consensus View Ofthe Future Security Environment, 2010–2035, Christopher Martin

Naval War College Review

What Sam Tangredi offers here is not a standard attempt at predicting the near future of warfare but rather a synthesis of various competing predictions and analyses. The book is a follow-up to his earlier book All Possible Wars (2004), the ob- ject of which was to inform political de- cision making in the realm of defense planning. One hopes that this latest ef- fort does not follow the fate of its pre- decessor, which Tangredi freely admits remained largely ignored by its target audience.

Creating The National Security State:A History Of The Law That Transformed America, Richmond M. Lloyd

Naval War College Review

Douglas Stuart holds the J. William Stuart and Helen D. Stuart Chair in In- ternational Studies, Business and Management at Dickinson College and is an adjunct professor at the U.S. Army War College. He provides an insightful history of the struggle to reform com- pletely the U.S. national security estab- lishment from 1937 to 1960, an effort that resulted in the creation of the De- partment of Defense, the National Se- curity Council (NSC), the Central Intelligence Agency (CIA), and three separate armed service departments un- der a secretary of defense.

National Security Dilemmas: Challenges And Opportunities, Andrew L. Stigler Mar 2018

National Security Dilemmas: Challenges And Opportunities, Andrew L. Stigler

Naval War College Review

Colin Gray’s highly engaging book ad- dresses a spectrum of national security considerations that are likely to impact the United States in the coming years. Gray, who is a professor at the Univer- sity of Reading and served for five years in the Ronald Reagan administration, argues that America’s sports-mindedness has culturally prepared Americans to think in terms of winning and losing and of confrontations that have a be- ginning, middle, and end.

Major Convoy Operation To Malta, 10–15 August 1942 (Operationpedestal), Milan Vego

Naval War College Review

The desperate Allied resupply convoy to Malta of August 1942 was required even though the British had to assume its objective, route, and timing would be transparent to the Axis. How did they plan the operation under such constraints, and how did they deal with their built-in disadvantages?

Australia’S 2009 Defense White Paper, Jack Mccaffrie, Chris Rahman Mar 2018

Australia’S 2009 Defense White Paper, Jack Mccaffrie, Chris Rahman

Naval War College Review

Defending Australia in the Asia Pacific Century represents Canberra’s first concerted attempt to address the security challenges posed by a rising China and regional great-power dynamics. It presents a sober view of the future and an indication of Australia’s determination to prepare for whatever that future may bring.

Great Britain Gambles With The Royal Navy, Geoffrey Till Mar 2018

Great Britain Gambles With The Royal Navy, Geoffrey Till

Naval War College Review

British defense policy makers have taken a risky gamble for the future of the Royal Navy—they have undertaken the most ambitious program of fleet recapitalization for perhaps forty years, at a time when naval defense spending is less than half of what it was in the Cold War era. This gamble will only have paid off if and when current programs complete.

President’S Forum, James P. Wisecup

Naval War College Review

The epigraph above is what the Chief of Naval Operations, Admiral Gary Roughead, told me within a month or so of my arrival as President of the Naval War College. Frankly, I had very little idea of how true this statement is until I witnessed the Nineteenth International Sea Power Symposium (ISS), which took place in Newport from 6 to 9 October. This conference was the brainchild of Vice Admiral Richard G. Colbert, who was President of the Naval War College at the time the first one occurred, in 1969. Admiral Arleigh Burke was in attendance and spoke at this …

From The Editors, Pelham G. Boyer

Naval War College Review

That the People’s Republic of China has long toyed with the idea of building aircraft carriers is widely known. It is also clear that a consensus within the Chinese military and political leadership on such a course has proven elusive. There are increasing signs, however, that the long-standing debate on this issue has been resolved in favor of a decision to embrace the aircraft carrier. The questions that remain concern the scope and purpose of a Chinese carrier program (or pro- grams), what it might reveal about current Chinese naval or grand strategy, and what implications it will have for …

Radiological Decontamination In The Urban Environment Utilizing An Irreversible Wash-Aid Recovery System, Keith A. Sanders Mar 2018

Radiological Decontamination In The Urban Environment Utilizing An Irreversible Wash-Aid Recovery System, Keith A. Sanders

Theses and Dissertations

The radioactive fallout from the Fukushima Daiichi nuclear reactors accident and the ongoing threat of nuclear or radioactive terrorism have forced the need for urban radiological decontamination into the forefront. Many of the established decontamination techniques are not ideally suited for the urban milieu. One of the keys to maximize the effectiveness of long-term remediation and recovery in the urban environment is immediate mitigation within a few days of the incident and before a rain event. The Integrated Wash-Aid, Treatment, and Emergency Reuse System (IWATERS) provides a potentially safe and effective method for early responders and remediation teams to perform …

Expected Coverage (Excov): A Proposal To Compare Fuzz Test Coverage Within An Infinite Input Space, Evan V. Swihart Mar 2018

Expected Coverage (Excov): A Proposal To Compare Fuzz Test Coverage Within An Infinite Input Space, Evan V. Swihart

Theses and Dissertations

A Fuzz test is an approach used to discover vulnerabilities by intentionally sending invalid inputs to a system for the purpose of triggering some type of fault or unintended effect that renders the system vulnerable to an exploit. Fuzz testing is an important cyber-testing technique used to find and fix vulnerabilities before they are exploited. The fuzzing of military data links presents a particular challenge because existing fuzzing tools cannot be easily applied to these systems. As a result, the tools and techniques used to fuzz these links vary widely in sophistication and effectiveness. Because of the infinite, or nearly …

Evaluating Contingency Construction Methods: A Delphi Study, William E. Bentley Mar 2018

Evaluating Contingency Construction Methods: A Delphi Study, William E. Bentley

Theses and Dissertations

The purpose of this research was to evaluate which existing RED HORSE vertical construction system was “best” suited for contingency operations and the relative pros/cons/challenges associated with each. RED HORSE units, having existed for over 50 years, currently have 4 active duty squadrons currently employed overseas in multiple military contingency environments. Based on site visits, it was established that the Ultimate Building Machine (UBM)/K-Span, Professionally Engineered Buildings (PEB), and the FrameCAD system are the three most prevalent vertical construction systems/methods in use by RED HORSE. Fourteen Subject Matter Experts (SME) from across the Air Force participated in a Delphi study …

The Effect Of Ammonia On The Germination And Outgrowth Of Bacillius Globigii, Joseph B. Kunicki Mar 2018

The Effect Of Ammonia On The Germination And Outgrowth Of Bacillius Globigii, Joseph B. Kunicki

Theses and Dissertations

This research investigated the germination and outgrowth of Bacillus globigii in the presence of ammonia in laboratory scale experiments. Germination was measured by monitoring the release of dipicolinic acid, an organic compound present in bacterial spores, while outgrowth was measured using phase-bright microscopy and semi-automated counting procedures. The ammonia-N concentrations investigated generally did not cause statistically significant differences in the initial 1-hr germination rates or the average 3-hr outgrowth rates of Bacillus globigii spores in batch style experiments. The average 1-hr germination rates observed in the absence of ammonia-N was 0.0258 hr-1 for the water and buffer controls and …

An Open Source Approach To Social Media Data Gathering, Anthony J. Kallhoff Mar 2018

An Open Source Approach To Social Media Data Gathering, Anthony J. Kallhoff

Theses and Dissertations

Modern usage of social media affords the military intelligence and analytic communities novel approaches to gather information. However, the tools and resources to develop these methodologies are still maturing. Furthermore, current data acquisition tools are not available to the DoD for all social media platforms. This thesis addresses a small subset of this problem by developing an open source methodological approach to collect and manage data from a popular social media site that has previously been inaccessible to defense intelligence organizations. This approach was operationalized via the R package called instaExtract, and an exemplar analysis was performed to demonstrate its …
