The U.S. Attorney General established a Cyber-Digital Task Force within the Department of Justice (DOJ) in February 2018. This newly created task force released its first public report on July 19, 2018. On February 19, 2018, United Nations Secretary-General Antonio Guterres claimed that he was “absolutely convinced” that “the next war will begin with a massive cyber-attack to destroy military capacity . . . and paralyze basic infrastructure.” The Secretary-General’s greatest concern, however, is that he believes “there is no regulatory scheme for that type of warfare, it is not clear how the Geneva Convention or international humanitarian law applies to it.” Although Additional Protocol I to the Geneva Conventions (AP I) targeting laws generally identify who and what States may target in war, it expressly limits itself to attacks affecting people …

Equality arguments are used today to attack policies furthering Native rights on many fronts, from tribal jurisdiction over non-Indian abusers to efforts to protect salmon populations in the Pacific Northwest. These attacks have gained strength from a modern movement challenging many claims by disadvantaged groups as unfair special rights. In American Indian law and policy, however, such attacks have a long history, dating almost to the founding of the United States. Tribal removal, confinement on reservations, involuntary allotment and boarding schools, tribal termination—all were justified, in part, as necessary to achieve individual Indian equality. In 1567, a bridge was built over a river in Bosnia—a bridge widely seen as a work of great beauty. In 1993, it was destroyed in a war. What did its destruction mean? Was it a crime—and which one? An assault on culture—and whose? Between 2004 and 2017, a trial held in The Hague sought to answer these questions. The way it did—the assumptions and categories the prosecutors and judges deployed, the choices they made—tells us something important about how law operates and how it appropriates other bodies of knowledge, whether in a now-obscure Balkan conflict or on the battlefields …

This Comment explores the conflict between state-described freedom of expression and the autonomy of social media companies to regulate content on their platforms through the lens of the Network Enforcement Act, passed by Germany in 2017, and the freedom of expression clause of the European Convention on Human Rights. The Network Enforcement Act, which compels social media companies to monitor and remove content from their sites which violate certain other provisions of German law, has thrust the issues of intermediary autonomy and censorship-byproxy into the spotlight. The 21st century has borne witness to an explosion of human activity of all kinds in space; but the rules that govern that activity have failed to keep pace. The extant international liability regime for damage on Earth caused by space objects has a blind spot that the original framers could not have anticipated: an object launched into space by one nation may now come under the control of another nation—or even a private actor—through cyberwarfare. Art play in the field of early childhood education has been a subject, which is usually excluded from most early childhood curricula, because of a focus on common core subjects, such as literacy, math, and science. Any inclusion of art has been minimal and has not identified benefits concerning a child’s sense of self and self-identity. By reviewing the relevant literature, this paper argues for the value of art and art play in early childhood education and explores its implementation in an early childhood classroom. Artificial Intelligence (AI) techniques employing deep learning have recently achieved remarkable strides in tackling difficult problems and spurring applications in many new areas. Responses to these developments have ranged from existential fear to unbridled optimism. This technology opens up a plethora of ethical considerations and ontological questions about what it means to be human. The approach one takes to questions arising in AI is largely shaped by our philosophical presuppositions and our worldview. During one of the most tumultuous decades in the history of Switzerland, a small group of Vaudois republicans chose to secure their children’s familial, cultural and spiritual patrimony by relocating to the New World. In April 1800, at Le Chenit in the Vallée de Joux, five families framed a compact intended to organize a communal settlement in the Northwest Territory. Recently discovered, their pact is presented here in its original French and in English translation, along with an accompanying letter; additionally, another letter and an English translation of the compact as prepared by Jean Jaques Dufour in 1801 is supplied. …

Juan Rulfo and João Guimarães Rosa stand at a literary crossroads, the intersection where traditional regionalists and celebrated Boom-era novelists meet. Although Rulfo and Guimarães Rosa chose the Mexican Llano Grande and the Brazilian sertão of Minas Gerais as the settings of their most celebrated novels, they go far beyond the techniques of traditional regionalism by distancing themselves from their national literatures. They universalize their narratives by incorporating universal religious themes, including the symbol of the cross. This thesis project traces the development of a Palestinian counter-narrative of trauma in the literary works of Lebanese novelist, editor and critic Elias Khoury. It does so by looking at three novels by Khoury: the first work is Mamlakat al-ghurabā’ (The Kingdom of Strangers, 1993), which introduces his project on narrating the Palestinian experience and meditates on the potential structure of a Palestinian trauma narrative. Probably his most read work, the second novel, Bāb al-shams (Gate of the Sun, 1998), builds on these beginnings by re-enacting an incomplete, fragmented and non-teleological narrative of Palestinian traumatic memory. Non-state armed groups (NSAGs) are increasingly responsible for mas atrocities in contemporary armed conflicts. As agents with a monopoly on the legitimate use of force, the state has the responsibility to engage NSAGs for peace and security. How to sustainably engage them remains the subject of intense debate among policymakers and academics. While some advocate for the use of a coercive approach, others favor a non-coercive approach or a combination of both. The term terrorism is as value-laden a descriptor as one will encounter in the contemporary period. Though it evokes a strong image of an Orientalist, colonized, brown body enacting brutal, theatrical violence from behind a balaclava, the term itself describes very little. The decision to label a particular act, individual, or movement as terroristic is more a discursive question of politics than means. In the post-9/11 era, state-level rhetoricians describe their ideological enemies that can be “othered” as terrorists, while some are considered extremists. This thesis is a comprehensive interpretation of European political history in the periodization from 2008 to 2016. The history begins with an exploration of the intellectual and political origins of the post-World War II project of European integration and the development of, and opposition to, the early institutions that eventually formed the contemporary assemblage of the European Union. This dissertation examines game theory models in the context of persuasion and competition wherein decision-makers are not completely rational by considering two complementary threads of research. The first thread of research pertains to offensive and preemptively defensive behavioral models. Research in this thread makes three notable contributions. First, an offensive modeling framework is created to identify how an entity optimally influences a populace to take a desired course of action. The folate receptor (FR) was identified in 1986 and has been established as a ‘molecular Trojan Horse’ target for the uptake of folate-conjugated organic molecules into cells. The FR is overexpressed in many malignancies, including those of the ovary, uterus, breast, cervix, and prostate, yet it is reportedly under-expressed in normal healthy cells. This difference in expression and the high affinity/specificity of folate towards the folate receptor presents a promising drug delivery system. Article II of the United States Constitution vests “the executive power” in the President. For more than two hundred years, advocates of presidential power have claimed that this phrase was originally understood to include a bundle of national security and foreign affairs authorities. Their efforts have been highly successful. Among constitutional originalists, this so-called “Vesting Clause Thesis” is now conventional wisdom. But it is also demonstrably wrong. Based on an exhaustive review of the eighteenth-century bookshelf, this Article shows that the ordinary meaning of “executive power” referred unambiguously to a single, discrete, and potent authority: the power to execute law. …

Electrospray ionization mass spectrometry (ESI-MS) is one of the most well-known and versatile techniques for analyzing a broad range of molecules and it has become one of the leading techniques to study biomolecules, such as proteins. ESI-MS can accurately determine the molecular weight of proteins and provide information about their peptide sequence, post-translational modifications as well as their interaction with other molecules.
During ESI-MS analysis, by spraying a sample of proteins, prepared in form of a solution, charged droplets are produced using an electric field. As the solvent molecules gradually evaporate from these droplets, freely hovering bare protein ions remain. …

The Cold War in Latin America had marked consequences for the region’s political and economic evolution. From the origins of US fears of Latin American Communism in the early 20th century to the collapse of the Soviet Union in the early 1990s, regional actors played central roles in the drama. Seeking to maximize economic benefit while maintaining independence with regard to foreign policy, Latin Americans employed an eclectic combination of liberal and anti-imperialist discourses, balancing frequent calls for anti-Communist hemispheric unity with periodic diplomatic entreaties to the Soviet bloc and the nonaligned Third World.
