This article critically reanalyses the action, or lack of action, taken by UN peacekeepers in Rwanda and Srebrenica in the 1990's. The lack of action of UN peacekeepers in Rwanda and Bosnia has long been criticised as a conscious decision made by peacekeepers to not act in defence of those being targeted but instead to act as bystanders of genocide when they had the ability to prevent acts of genocide taking place. What factors must a stateless nation possess in order to gain political autonomy? This question is explored through the perspective of Carpatho-Rusyns, an East Slavic stateless nation with a largely unknown, yet rich and distinct, history and culture. Throughout modern history, the Rusyns have made three significant attempts to gain political autonomy and become a semi-independent entity. I argue that stateless nations that possess high levels of the elements of political opportunity structure, cultural maintenance, and economic functioning are more likely to succeed in their efforts to gain political autonomy than those stateless nations who do not. Many consider the pre-Unification Canadian Army to have achieved the apogee of professionalism, but long-term progress did not result. Major-General Roger Rowley led three major reforms of the Canadian Army and the Canadian Forces during the 1958-1969 period: the reform of the Canadian Army Staff College, the restructuring of the Army through the Army Tactics and Organization Board and the reform of the military profession and officer development through the Officer Development Board. Common Article 1 to the four 1949 Geneva Conventions requires Parties to those instruments to “respect and to ensure respect for the present Convention in all circumstances.” The provision is a corollary to the general international legal obligation of States to honor their treaty commitments, expressed classically in the maxim pacta sunt servanda.

Yet, academics and private organizations now use Common Article 1 as a vehicle to reimagine States’ enforcement obligations under the Geneva Conventions. In Civil Resistance and Conflict Transformation, Veronique Dudouet divides responses to oppression into two main analytical categories. The first category refers to conventional actions, including party politics, advocacy or diplomacy, dialogue and negotiations, and litigation. The second category is non-intuitional/contentious actions including: first, nonviolent/unarmed/peaceful resistance through protest and persuasion, non-cooperation, disruptive intervention and creative resistance and second, violent/armed resistance through warfare, terrorist attacks, guerrilla insurgency, protest violence and sabotage. These two sub-categories of resistance operate outside the bounds of conventional political channels and are usually employed by an oppressed minority or disempowered majority by an exclusionary national or foreign actor. …

This project explores multiple Native cultural contexts that intersect in the use and understanding of intestine. Gut (tissues of internal organs including stomach, intestine, bladder and esophagus) as a raw material was historically used by many circumpolar cultures to make items like drums, raincoats, hats, windows, sails, containers, and hunting floats. These items are abundant in museum collections, but rarely seen today in cultural practice or the art market. Intestine is a natural material that was replaced by synthetic materials, but its dual physical properties of protection and permeability are the only features replicated by plastics. In August 1945, the Pacific theatre of the Second World War came to a dramatic close with the United States dropped two atomic bombs on Hiroshima and Nagasaki. Following this, tensions between the United States and the Soviet Union grew tremendously and the two superpowers set about developing even more destructive bombs in case these tensions reached a breaking point. Human–Wildlife Interactions

Pest birds cause substantial and costly damage to crops. Managing birds is complex because (1) they are highly mobile, (2) they habituate quickly to many deterrents, (3) some species provide benefits to farmers by deterring and consuming pest insects, rodents, and other birds, and (4) birds are highly valued by many people. Thus, farmers have many issues to consider when developing bird management strategies. Here I discuss recent work indicating that farmer adoption of sustainable agricultural practices is more likely when practices are effective, clear guidelines for implementation are available, implementation is relatively easy, and when practices are linked, in …
