The Thin Red Line: Neutrality And Belligerency In Modern Conflicts, Thibault Moulin

Cardozo International & Comparative Law Review

Since the invasion of Ukraine, Western states have faced a dual red line, i.e., at what point neutrality loss and co-belligerency occur. In this Article, I argue that neutrality law is still relevant regarding arms transfers and troop training, which are prohibited, but is often ill-suited to regulate activities like intelligence sharing, which is not subject to a specific treaty or customary rule. As this Article argues, this is because "impartiality" cannot be described as an abstract and autonomous rule, but rather as an umbrella principle underpinning the law of neutrality. The present study investigated the communication Black women ‘firsts’ of Martinsville, Virginia received and how resilience is communicated throughout one’s lives. Seven Black women who once worked or lived in Martinsville, Virginia were interviewed to discover the resilience themes through their professional lives and how resilience was a factor in how these women became ‘firsts’ in their respective fields. The study's findings show that certain personality and communication traits define and equip Black women to succeed and overcome adversities in today’s society. Glaucoma is the second leading cause of blindness with irreversible vision loss. It is marked by the degeneration of retinal ganglion cells, which results in optic nerve head damage. Intraocular pressure (IOP) is a prime risk factor of glaucoma controlled by various treatment regimens i.e., medication, laser, and/ or surgery. It is reported that longterm exposure to anti-glaucoma medications (AGM) may subtle the surgical success rate leading to postoperative fibrosis. Transforming growth factor beta (TGF-β) is a growth factor that plays an important role in the development of glaucoma and promotes fibrosis.

Background: Cervical cancer is the leading cause of cancer deaths among women in Kenya. In the context of the Global strategy to accelerate the elimination of cervical cancer as a public health problem, Kenya is currently implementing screening and treatment scale-up. For effectively tracking the scale-up, a baseline assessment of cervical cancer screening and treatment service availability and readiness was conducted in 25 priority counties. We describe the findings of this assessment in the context of elimination efforts in Kenya.

Composer Hak Jun Yoon is at the forefront of popularizing Korean art songs through the combination of artistry and mass appeal, positioning him as one of the representative composers of contemporary Korea. While the scholarship on premodern Chinese Buddhism has explored the tradition’s rich diffusion throughout various realms of sociocultural life, the study of modern Chinese Buddhism leans heavily towards its monastic, institutional, and overtly “religious” forms. This split mirrors the logic of modern secularization, whereby religion should be rationally differentiated from the broader social fabric, institutionalized, and delimited within its own discrete functional sphere. This article rethinks the putative rupture between Chinese Buddhism’s past and present incarnations. Summer camps are widespread in many countries and have a long history. Their contribution to children’s and young people’s leisure and recreation is widely acknowledged, as is their usefulness as an educational resource. That large numbers of children and young people across Europe attend summer camps is well-known; according to Eurofound (2020), most of the twenty-seven countries analyzed record student attendance at camps, and in twelve countries (including Spain) over 50% of young people take part. In 2022, RSKD Duren Sawit has officially held operating room services. The demand for more comprehensive operating room services increased rapidly. The temporary operating room rates were set by adapting the rates of other regional hospitals and the Governor of DKI Jakarta's regulations. There is a huge difference in costs between the hospital rates and the INA-CBGs claim rates, especially for surgical debridement performed in the operating room. Prior to that, she received her doctorate degree at Johns Hopkins University in 2013. Karamu House, initially established as an integrated settlement house in 1915, later became an influential community theater in Cleveland, Ohio. Throughout 2022 and 2023, we worked with around 200 children to better understand the future of broadcast media for 7–11-year-olds in the UK. The work formed part of a wider Arts and Humanities Research Council (AHRC) funded project known as XR Stories and housed at the University of York. The project reported on here, resulted in several key findings related to (1) multi-materiality, (2) materiality and making work slows with Ai, (3) interaction and (4) mashed-up brands.
