Trade Remedies And Export Deflection: Indonesia’S Mozambique Pta In Southern Africa, Ilham Dary Athallah, Hayara Khairia, Tsabita Husna

Global: Jurnal Politik Internasional

The Indonesia–Mozambique Preferential Trade Agreement (IM-PTA), signed in 2019 and in force since 6 June 2022, is Indonesia’s first bilateral trade agreement with an African state. This article asks how the agreement facilitates the diversification of Indonesian paper exports under trade-remedy pressure and how far Mozambique can function as a gateway to Southern Africa. A qualitative case study and process-tracing design covering 2010–2023 compares the treaty, implementing regulations, trade disputes, official negotiating agendas, and HS 48 (paper articles) export data. The findings show that the IM-PTA’s tariff concessions and rules of origin reduce entry costs in Mozambique and are consistent …

How Older Adults And Adults With Health Conditions Define Wellbeing And Quality Of Life: A Narrative Review, Rachel Cox, Alison Warren, Oliver Beer

School of Health Professions

Wellbeing and quality of life (QoL) are widely used concepts within health and social care research, practice and policy internationally. Despite their universal use, the definition of these concepts and subsequent application are subject to continued debate. The terms continue to be used, often interchangeably, and may not align with personal definitions for service users. This narrative review explored definitions of wellbeing and QoL of life from older adults and adults with health conditions as major users of health and social care services. Informed by systematic reviewing principles, a comprehensive search of CINAHL, SocINDEX and PsychInfo was conducted on 30 …

Trading Deaths For Suffering In Ai Systems, James Miller, David Veldran, Jonathan Leighton, Roman V. Yampolskiy Oct 2026

Trading Deaths For Suffering In Ai Systems, James Miller, David Veldran, Jonathan Leighton, Roman V. Yampolskiy

Economics: Faculty Publications

Optimizing an AI system against objectives that include both deaths and suffering can create a tradeoff between the two harms. When deaths are more readily recorded and audited than suffering, optimization pressure can concentrate on mortality and displace harm toward suffering, which is continuous, private, and hard to measure. Recorded deaths can fall while unmeasured suffering rises through non-lethal control, restriction, and deprivation. We trace six mechanisms that can produce this substitution and argue that manipulation-resistant suffering metrics, backed by enforcement as rigorous as that applied to mortality metrics, would reduce this form of harm displacement.

During each 10 s stimulus exposure an eye tracker measured the duration and …

Did College Football Betting Markets Correctly Assess Game-Shortening Rule Changes?, Kevin Krieger, Justin Davis Oct 2026

Did College Football Betting Markets Correctly Assess Game-Shortening Rule Changes?, Kevin Krieger, Justin Davis

UNLV Gaming Research & Review Journal

Established rules and norms are standard within competitive sports. However, changes are often made to create better functioning contests or improved viewer experiences. We examine the impact of one such change on sports wagering markets. To shorten college football games, starting in 2023, the National Collegiate Athletic Association (NCAA) adopted rule changes that would, in part, enable the game clock to run more frequently. This decision might create games with fewer plays, and scoring in such games might also be lower. We document the impact of these changes and question whether the sports betting markets quickly ascertained the impacts of …

Finite Element Assessment Of Stress Concentration In Torsion Bars Of Projectile Weaving Machines: Effects Of Bar Length And Tooth Width, Mehran Dadgar, Fahad Elahi Khan Oct 2026

Finite Element Assessment Of Stress Concentration In Torsion Bars Of Projectile Weaving Machines: Effects Of Bar Length And Tooth Width, Mehran Dadgar, Fahad Elahi Khan

Babylonian Journal of Mechanical Engineering

Premature failure of torsion bars in projectile weaving machines leads to production interruptions and increased maintenance costs. Previous failure analysis identified the shoulder transition as a critical stress-concentration region and suggested that increasing bar length could reduce peak torsional stress. This study re-examines these findings using a three-dimensional finite element (FE) model that explicitly represents the tooth geometry at both ends of an industrial torsion bar. Following a mesh-independence study, a common 3 mm global mesh was used to evaluate thirteen configurations, including seven bar lengths from 785 to 845 mm and six tooth-width configurations at the loaded and mounting …

Optimized Fully Sharded Data Parallel For Efficient Distributed Training Of Bilstm With Multi-Head Attention For Network Intrusion Detection Systems, Noor Al-Huda H. Oleiwi, Ameer K. Hadi

Journal of Intelligent Informatics, Networking, and Cybersecurity

The expanding volume of network traffic, the growing size of cybersecurity datasets, and the increasing complexity of deep learning models present major computational challenges to training deep learning-based Network Intrusion Detection Systems (NIDSs). Fully Sharded Data Parallel (FSDP) enables distributed training by sharding model parameters across multiple GPUs; however, the synchronization and communication overhead can limit its training efficiency. To overcome these limitations, this paper proposes an Optimized Fully Sharded Data Parallel (Optimized FSDP) framework that improves distributed training efficiency by dynamic gradient accumulation and synchronization scheduling. The proposed framework is integrated with a Bidirectional Long Short-Term Memory (BiLSTM) network …

When The Monsoon No Longer Returns: Climate Racism And Displacement In Pakistan, Ayman Irfan Oct 2026

When The Monsoon No Longer Returns: Climate Racism And Displacement In Pakistan, Ayman Irfan

Pace Environmental Law Review

International law does not recognize climate displacement as a distinct legal category. Refugee law protects those fleeing persecution, not environmental collapse. Climate treaties regulate emissions and finance but avoid enforceable responsibility for the human consequences of warming. Human rights law intervenes only at extreme thresholds. This fragmentation leaves millions displaced by climate-intensified disasters without coherent protection. Using Pakistan’s 2022 floods as a case study, this Article argues that climate-induced displacement must be treated as a foreseeable legal consequence of atmospheric harm. Pakistan contributes less than one percent of global greenhouse gas emissions yet ranks among the most climate-vulnerable states. The …

Citizenship At Sea: A Comparative Perspective On Blue Justice In The Andaman Sea And The Mediterranean In The Context Of Climate Change, Emilio Cocco

Pace Environmental Law Review

Discourses of the ocean in the sociological and socio-legal world have, until recently, been approached from majoritarian, terrestrial, profane and nation-centric perspectives. These perspectives are embedded in legal and regulatory regimes to the detriment of Indigenous and marginalized maritime communities. Drawing on the blue turn in sociology and socio-legal scholarship, this Article, in comparing the experiences of the Moken people of the Andaman Sea with those of migrants, fishers, and island communities in the Mediterranean, exposes the violence of such narratives. Through a comparative analysis of maritime borders, marine protected areas, tourism, and fisheries regulation, the Article explores how governance …

Mass Resettlement Politics And The Future Of Hyper-Local Climate Migration Strategies, Sarah Rogerson Oct 2026

Mass Resettlement Politics And The Future Of Hyper-Local Climate Migration Strategies, Sarah Rogerson

Pace Environmental Law Review

Climate change is requiring state and local governments to engage in short- and long-term strategic thinking and municipal planning. Critically, the movement of people from communities that have become uninhabitable due to climate change to other communities in more resilient areas (sometimes called “climate havens”) is a reality that most municipalities in the United States are not currently well-equipped to address. Experts predict as many as 1.2 billion climate-related migrants worldwide by 2050, with at least 93 million Americans expected to relocate to more habitable places by 2070. To put this into perspective, 93 million people is just under the …

A Statewide Virtual Program To Increase Health Care Career Exploration Among High School Students In Rural Communities, Sophia Martens, Sean Agrodnia, Maribeth Hourihan

Journal of Maine Medical Center

Problem: Rural communities throughout the United States face persistent challenges with health care workforce shortages, contributing to disparities in health care access for rural populations. Programs that introduce high school students to the medical field early are pivotal in decreasing barriers to entering the field. Individuals who grow up in rural areas are more likely to return to those areas to practice medicine. Thus, expanding access to these programs for high school students in rural communities can strengthen the future health care workforce in these communities. Yet, such opportunities remain limited.
Approach: Inside Medicine, a longitudinal virtual program for …
