Horizontal collaboration (HC) has emerged as a strategic approach to improve efficiency, sustainability, and competitive advantage while reducing CO2 emissions in supply chain operations. Despite its potential, HC implementation faces significant challenges, including trust management, strategic alignment, and decision-making complexities. This study proposes an integrated methodology that combines the Delphi technique and the DEMATEL framework, enhanced by Neutrosophic Z-number (NZN) theories, to identify and prioritize critical success factors (CSFs) influencing HC. In this work, we present novel techniques for the interval-valued Pythogorean neutrosophic interaction aggregating operator. A hybrid of the neutrosophic set and the interval-valued Pythogorean fuzzy set. The innovative averaging and geometric operations of interval-valued Pythogorean neutrosophic interaction numbers are studied using aggregation operator. The interval-valued Pythogorean neutrosophic interaction is boundedness compatible, idempotent, associative, and commutative. Four new aggregating operators are introduced: IPNI weighted averaging operator, interval-valued Pythogorean neutrosophic interaction weighted geometric operator, generalized interval-valued Pythogorean neutrosophic interaction weighted averaging and generalized interval-valued Pythogorean neutrosophic interaction weighted geometric.

This study tackles the problem of missing data in migrant datasets by introducing a new framework that combines machine learning techniques with neutrosophic sets. These sets, which can represent uncertainty and ambiguity, are well-suited for managing the complex nature of missing information in sensitive fields like migration research. We test the effectiveness of KNN, SVM, decision tree, random forest, and Ada Boost algorithms on a migrant dataset, comparing their results using different imputation methods (mean/mode, model-based imputer (simple tree), and random values). The main goal of this research is to provide a decision support system that will help decision makers to select the best alternative to alleviate this ambiguity. The selection of the best alternative is done using the multi-attribute group decision-making approach. Risk assessment of municipal water supply and drainage project costs is a multi-criteria decision making (MCDM) problem. Water supply and drainage have various conflict criteria. Two MCDM methods are used in this study such as SIWEC and MACONT. The SIWEC method is used to compute the criteria weights and the MACONT method is used to rank the alternatives. These methods are used under the trapezoidal fuzzy neutrosophic sets (TFNSs) to deal with uncertainty and vague information.
