Home Is Not Always Where The Heart Is: Examining The Inadequacy Of Legal Measures In The Deportation Of American Intercountry Adoptees, Katie X. Kaessinger, Esq.

San Diego International Law Journal

Despite entering the United States legally as children through intercountry adoption, thousands of American adoptees face deportation as adults because their parents failed to finalize their citizenship. Many of these adoptees have no meaningful linguistic, cultural, or familiar ties to their birth countries, and most have lived in the United States practically their entire lives. This Article explores the legal implications regarding the deportation of intercountry adoptees. More specifically, this Article argues that the deportation of intercountry adoptees reflects a grave systemic failure that violates international human rights law, rather than a mere shortcoming of domestic immigration policy.

For the first time, grassroots branches of the Chinese Communist Party (CCP) were formally granted leadership roles and major decision-making authority under Chinese Company Law in 2024. This change has made China the only jurisdiction that has, at the national law level, authorized its main political party to engage directly in corporate governance without being a shareholder. While this may appear to be the result of President Xi Jinping’s party-building campaign, party involvement in corporate governance goes back to the Maoist era. Wave-particle interactions play a central role in transferring energy between different particle populations in space plasmas. In the radiation belts, these interactions govern the acceleration, scattering, and loss of energetic particles to Earth’s atmosphere. Understanding the drivers of these energetic particle losses is essential, as these particles can collide with satellites and contribute to ozone depletion as they enter the atmosphere. Developing a clearer picture of these processes will improve our ability to predict radiation belt variability and quantify the impacts, ultimately allowing us to mitigate the adverse effects.

Tracing The Seam: Machine Learning Models Of The Open–Closed Boundary From Upstream Solar Wind Drivers, Arnav Singh

The open–closed magnetic field line boundary (OCB) demarcates closed terrestrial field lines from those threaded into the interplanetary medium, and its latitude encodes the instantaneous balance between dayside and nightside reconnection that governs much of the high-latitude space-weather hazard. No single instrument resolves it globally in real time. In this thesis I close that gap empirically. Pairing nearly three decades (1983–2012) of Defense Meteorological Satellite Program particle-precipitation boundaries with the 5-minute OMNI solar-wind and geomagnetic-index record yields ∼9.1×105 causally matched crossings, partitioned into six hemispheric/MLT sectors after a |MLat| ≥ 40° physics cut.

Fiber laser amplifier (FLA) models are often implemented without rigorous mathematical justification or thorough numerical validation. Without a proper theoretical basis for assumptions and approximations, or a technical analysis of model performance, there is significant uncertainty about the limitations of any given reduced model and its suitability for an application. This research aims to address the lack of comprehensive assessment of FLA models by directly comparing distinct models and recommending a mathematical alternative to replace heuristic model-reduction techniques. Hidden Curriculum (HC) is the set of essential knowledge, skills, and norms students are expected to know, but never explicitly taught. HC is disproportionately experienced across identities and communities. In computing education, most research addresses immediately identifiable HC within the researcher's context. While such work is important, without proper HC descriptive studies, we could miss more subtle HC that affects student success. This work presents results from interviews with undergraduate computing faculty, students, and peer mentors on their HC experiences. Objective: This study evaluated the effectiveness of the Finding Solid Ground (FSG) program, delivered through psychoeducational groups, as an adjunct to individual therapy for adults with dissociative disorders (DDs). Method: In this naturalistic study, seventy-two adults with DDs were recruited to participate in a 31-week FSG psychoeducational program across multiple outpatient sites while continuing individual psychotherapy. Participants completed assessments at baseline, midpoint, and endpoint, measuring dissociative symptoms, PTSD symptoms, emotion regulation, and adaptive capacities. Analyses examined changes over time and controlled for demographic variables. Results: Forty-seven participants completed all assessments (70% retention). This Comment examines the legal and ethical considerations of self-determination as applied to the world’s last uncontacted tribes—indigenous communities that live isolated from mainstream society. While the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) established a foundational framework for uncontacted tribes’ right to self-determination, its implementation in practice faces jurisdictional, ethical, and legal issues. This Comment will argue for particular interpretations of “significant portion of its range” and “foreseeable future” under the ESA to prioritize species preservation in the face of climate change.

The analysis begins by describing key aspects of the ESA, including its historical background, its conceptual definitions, its prescribed method for determining endangered species and threatened species, its listing process, and critical habitat requirements. Background: Traditional in-person neuropsychological tests for Parkinson disease (PD) lack accessibility, scalability, and PD specificity. Mobility impairments hinder access to in-person assessments, and long waiting times for expert evaluation limit scalability. Common tools for cognitive screening, such as the Montreal Cognitive Assessment, are generic and not specific to PD.

Objective: The goal of this study was to address these challenges by leveraging the internet. This study aimed to develop a sensitive tool to detect cognitive impairments in early- to mid-stage PD in an accessible and scalable manner.

The binary classification of armed conflicts under international humanitarian law (IHL) — distinguishing international armed conflicts (IACs) from non-international armed conflicts (NIACs) — was forged in the aftermath of World War II and increasingly fails to capture the realities of twenty-first century warfare. Hybrid tactics, cyber operations, the proliferation of private military companies (PMCs), the expanding role of non-state actors, and the near-disappearance of formal declarations of war have eroded the analytical utility of the existing framework, generating legal uncertainty and weakening protections for affected populations. International Commitments Of Japan’S Prefectures With Foreign States: Empirical Patterns, Authority, And Legal Nature, Yuhei Matsuyama

Under international law, sovereign states are the primary subjects of rights and obligations and possess the authority to conclude treaties. Domestic constitutions typically allocate foreign affairs powers to national governments. Nonetheless, subnational governments—including prefectures—regularly engage in international activities. In some federal systems, constituent units are expressly authorized by their constitutions to conclude international agreements. By contrast, the Constitution of Japan vests foreign affairs authority exclusively in the national executive and is silent on the authority of prefectural governments. This Note examines the clash between domestic law and international law within the context of Chile’s 2022 modification to the 1981 Water Code as the country transitions from treating water as a privatized commodity to water as a public good. Chile’s 1981 Water Code emerged against the backdrop of a neoliberal economic regime and privatization scheme enabled by the United States and enforced by dictator Augusto Pinochet. High frequency trading has transformed global financial markets, introducing both efficiency gains and significant regulatory concerns. This Note analyzes the divergent approaches of the United States and China in regulating high frequency trading, focusing on how each system addresses issues of market manipulation, information asymmetry, and systemic risk. It contends that the United States’ reliance on outdated and indirect regulatory mechanisms, such as Regulation NMS, has failed to keep pace with technological advancements. Individuals with severe mental illness (SMI) are highly overrepresented in jails. In Oregon, these individuals can be eligible for what is referred to as the aid and assist process (ORS 161.370) which is designed to facilitate restorative care in efforts to ensure that vulnerable individuals can rationally participate in their criminal proceedings. However, continuous escalation in aid and assist orders (109.3% between 2011-2025) has led to strain on the Oregon State Hospital, the primary care facility for this population. Research highlights the advantages of incorporating nanotechnologies in architecture, including improved material performance, enhanced thermal efficiency, reduced energy consumption, improved durability, and progress toward the Sustainable Development Goals (SDGs). These advantages make nanomaterials a promising solution for sustainable building design, particularly in hot-climate regions where energy consumption and carbon emissions associated with conventional building design practices remain major concerns.

In a sensor system that records a rolling-shutter image stream together with a synchronized, higher-rate inertial measurement unit (IMU) stream, the intra-frame geometric skew produced by rolling-shutter readout is treated not as an artifact to be removed but as a usable, temporally structured motion signal. Because a rolling-shutter frame exposes its rows sequentially, the frame encodes camera and scene motion over the readout interval. When the frame is time-correlated with inertial data at sufficient resolution, the inertial stream can be used to estimate the camera motion during readout, which in turn supports two complementary representations of each frame: (1) an …

The Fibonacci Global History Length (FIHL) Branch Predictor is a highly constrained hardware architecture designed to optimize speculative execution in deeply pipelined microprocessors. Operating within a strict 32-kilobit hardware budget, the FIHL architecture synthesizes the frameworks of perceptron learning and hash indexing while replacing traditional geometric history length progressions with the Fibonacci sequence. By natively mapping global history lengths to the Fibonacci sequence across six parallel branch history tables, the design efficiently correlates both highly localized instruction patterns and distant control-flow dependencies without the exponential memory footprint of traditional pattern history tables. A decentralized liquid cooling architecture for high-density data center racks integrates a micro-cooling distribution unit (mCDU) directly onto each server blade or chassis wall. The mCDU, an additively manufactured monolithic block of titanium or aluminum, replaces centralized rack-level heat exchangers and their associated plumbing. Its internal structure uses a triply periodic minimal surface (TPMS) lattice, such as a Schwarz-P or Schwarz-D geometry, to create two intertwined, co-continuous fluid paths. One path circulates hot coolant from the server components while the other circulates cold facility water.
