Blast pressure is the primary military targeting metric for nuclear weapons. Any local conditions that affect blast pressure have the potential for altering nuclear plans, both from defensive and offensive standpoints. Understanding the impact of snow to the blast wave, therefore, provides a benefit both to military planners and to warfighters on the ground, for any operation occurring in arctic environments. No existing data provides a quantitative description of how snow on the ground affects a nuclear detonation blast wave passing over it. The Internet relies on the Border Gateway Protocol (BGP) to share reachability information across the globe. This protocol has previously, intentionally or unintentionally, been misconfigured by its users. Although there are solutions proposed to improve the security of BGP, the adoption of those solutions is not universal. This study measured the performance impact of implementing a network identification mechanism in BGP messages by appending signature information within IPv6 extension headers. A Mixed Methods Comparative Analysis Of Organizational Incident Response To Solarwinds And Log4shell, Matthew Ryan

This mixed-methods sequential explanatory study investigated how cybersecurity professionals construct meaning during and after major cyber incidents, using the SolarWinds supply-chain attack and Log4Shell vulnerability crisis as paired case studies. Through quantitative surveys (N=31) followed by in-depth qualitative interviews (N=10) with incident responders and leaders, the research revealed systematic perception gaps that fracture along various demographics and roles. Technical staff anchored SolarWinds to its six-month dwell time while executives emphasized procurement timelines; practitioners quantified Log4Shell’s impact through unacknowledged labor hours while those uninvolved in that effort dismissed it as a non-incident. This mixed-methods study evaluated the impact of a tutoring program on third-grade students' reading achievement, focusing on rural Title I schools. The research used the Kellogg Logic Model to assess the program's short-term outcomes. It analyzed universal reading data for one hundred and three third-grade students and gathered the perspectives from nineteen stakeholders, including teachers, parents, and administrators. The researcher assessed the long-term outcomes by analyzing data on third-grade students' overall academic reading growth and by examining the stakeholders' perceptions of the program's effectiveness. In a 2022 decision, Annapolis Group v. HRM, the Supreme Court of Canada, by a very narrow margin of 5-4, changed the long-standing test for a de facto expropriation, while insisting, wrongly, that it was not doing so. The requirement that the state acquire an interest in property from the regulation in question has been replaced by one that it acquire something called an “advantage.” The court was remarkably unclear about what constitutes an “advantage,’” and what kinds of ‘advantages’ will suffice. On October 1, 2024, Utah’s Social Media Regulation Act was scheduled to go into effect, regulating minors’ access and relationship to social media platforms. This research explores the story of motherhood through that of art, craft, and the domestic vessel. It analyzes how the installation, Motherhood Divided, can be viewed as an exemplification of the conflicted divide inherent within contemporary motherhood. I posit this divide to be a result of the tension created between the impossibility of the current normative maternal ideal of intensive motherhood, and its contradiction to that of the private hidden realities of mothering.

The growing impact of climate change on financial markets necessitates a rigorous approach to climate risk assessment. This thesis examines methods for quantifying climate-related financial risks, with a focus on distinguishing climate risk from broader market movements (represented by S&P 500). Using a factor model, we isolate climate risk factors to better understand sector-specific volatility. The insurance sector is used as a proxy for climate risk exposure, given its sensitivity to climate-related losses and regulatory changes. This Article examines the constitutionality of firearm waiting period laws through the lens of the Supreme Court’s evolving Second Amendment jurisprudence. Although such laws are frequently defended as prudent public safety measures, their validity turns not on legislative purpose but on constitutional principle, particularly as framed in District of Columbia v. Heller and New York State Rifle & Pistol Ass’n v. Bruen.

Several judges and scholars have interpreted the Second Amendment as creating a right to bear arms to facilitate armed resistance against the government whenever it threatens to impose tyranny. These arguments have been made in books, scholarly articles, and court decisions. Many of the proponents of the pro-armed insurrection interpretation of the Second Amendment root this point of view in the history of the right to bear arms in the Anglo-American legal tradition. Fairness principles enumerated in the seminal case Gideon v. Wainwright stand for the proposition that fundamental fairness and due process require appointment of counsel for indigent litigants. However, this principle has been constrained to criminal contexts. Many other types of litigation are just as impactful as a criminal proceeding, including juvenile dependency proceedings. Nevertheless, indigent parents do not enjoy an unqualified representation right.

In 2000, the Institute of Medicine published To Err is Human: Building a Safe Health System, a report revealing the shocking rate of medical errors plaguing the United States healthcare system. Faced with the horrifying consequences of these medical mishaps, Congress sprang into action. It enacted the Patient Safety and Quality Improvement Act of 2005 (PSQIA), which authorized the creation of Patient Safety Organizations (PSOs). Intended to increase transparency and communication amongst healthcare providers, PSOs collect provider medical error data—termed Patient Safety Work Product (PSWP)—and suggest areas of improvement.

Gun control increasingly bypasses direct legislative enactments by co-opting the commercial marketplace. Financial institutions and insurers often face regulatory pressures, frequently articulated through vague notions of “reputational risk,” to terminate or restrict services for lawful firearms businesses and advocacy groups. The debanking tactic, seen in initiatives such as Operation Choke Point, can deny essential financial products to firearm owners, merchants, and organizations, curtailing the practical exercise of constitutionally protected rights. Simultaneously, government agencies sometimes pursue warrantless data collection from bank records and merchant category codes, building profiles of lawful purchasers and eroding privacy and due-process norms.
