Importance: The neonatal brain injury score on magnetic resonance imaging following moderate or severe hypoxic-ischemic encephalopathy developed by the National Institute of Child Health and Human Development Neonatal Research Network has been revised to separate watershed and basal ganglia or thalamic injury and their associated outcomes.

Objective: To evaluate the association of the injury score with outcomes of death or moderate or severe disability among all infants, and with neurodevelopment among survivors in a trial of deeper and longer cooling.

Coral reefs along the Caribbean coast of Panamá have experienced a phase shift from coral dominance to macroalgae dominance in the past half century. The increase in algal coverage and ensuing coral degradation is thought to be associated with the 1983/1984 mass mortality event that decimated populations of the keystone herbivore Diadema antillarum. The algal phase shift has been exacerbated by the overfishing of herbivorous Caribbean reef fish. Since the 1983 die-off event, there has been some indication that small herbivorous fish and short-spined urchin species, which can evade fishing pressure, are now the most significant algal grazers in reef …

Should billionaires be able to live large by borrowing against appreciated assets? By holding and not selling the appreciated assets, billionaires pay no taxes on the wealth unlocked through the borrowing. This feat is accomplished by relying on the interplay of two fundamental principles of the U.S. federal income tax system. The south-western agricultural area of Western Australia is a vital contributor to Australia's agricultural output. It generates over $10 billion annually in agricultural production from 2017–18 to 2021–22 and more than $8 billion in export value over the same period. Mixed farming systems characterise the region, producing broadacre crops (primarily wheat, barley, and canola) and livestock. The region's livestock industry is dominated by sheep production for meat and wool, and the state’s share of the national sheep flock in 2020–21 was at 18%.

This paper explores how the Rijksmuseum is practising decoloniality and to what extent it is sincere. Through evaluating exhibitions, curatorial choices, and community engagement, I examine how the museum navigates questions of colonialism, responsibility, and representation. Ultimately, while there have been clear efforts to engage with decolonial practices, such as rethinking the labelling of artworks and creating space for previously ignored narratives, these changes also highlight the challenges of making meaningful steps forward within the dominant structures and frameworks that reinforce the colonial narrative. The end of apartheid promised unity and justice, but many South Africans born after 1994, known as the Born Free generation, feel those promises were mostly symbolic (Malila, 2015; Bowers et al., 2021; Statistics South Africa, 2021; Jordaan et al., 2022). Despite growing up in a "free" South Africa, the Black and Coloured population has inherited deep economic and social inequalities, faces high unemployment, and is often dismissed by older generations as lazy and ungrateful. This paper explores how order materializes as people, vehicles, and resources exchange on Yaoundé’s streets. Using qualitative and descriptive research approaches, it draws on primary data from interviews with prominent groups of informal sector actors, street vendors, and taxi drivers, as well as observations conducted throughout Yaoundé. The study also includes a literature review of twelve scholarly articles that assemble a robust foundational understanding of how “order” has been influenced and adapted within Sub-Saharan Africa (SSA) over the past fifty years. In Law Within Congress, Jonathan Gould suggested that rulings of the House or Senate chair under the advice of their respective parliamentarians might inform statutory interpretation. This Article fleshes out the theoretical foundations of that approach. While such approach is much narrower than the broad reliance on Congress’s rules by other theorists of the “process-based” school, it also comes with strong theoretical justifications and advantages that set it apart. The Medicaid Program was created to fill the gap of what private insurance would not do—provide vulnerable populations with meaningful access to quality health care—but now it has been thrown into the pitfalls of private insurance. Over the last two decades, there has been a significant rise in states contracting with private Managed Care Organizations (“MCOs”) to provide services to a percentage of their Medicaid enrollees. Enhancements in foundation models have provided significant potentials for clinical applications. This dissertation leverages and advances foundation models for a range of clinical tasks using electronic health record (EHR) data, demonstrating their applicability in Clinical Temporal Relation Extraction (CTRE), disease prediction, and patients trajectory analysis.

Aim 1 is to efficiently adapt large language models (LLMs) for CTRE in both full data and few-shot settings. This study leveraged four LLMs: GatorTron-Base, GatorTron-Large, LLaMA3.1, and MeLLaMA. The proposed fine-tuning strategies include: (a) standard fine-tuning; (b) hard-prompting; (c) soft-prompting; (d) Low-Rank Adaptation (LoRA).
