Innocence And Habeas Corpus: A Call For Equitable Reforms, Paige Skousen Nelson

Congress intended the Anti-Terrorism and Effective Death Penalty Act of 1996 (AEDPA) to codify the Burger and Rehnquist Courts’ habeas corpus jurisprudence, which aimed to establish finality and innocence as gatekeepers to the “Great Writ.” But in practice, AEDPA hinders innocence claims, particularly claims of legal innocence.

This Note agrees that innocence should be one of the most important considerations in granting writs but argues that it is not as valued as Congress intended. This Note proposes two congressional reforms to reinstate innocence to its paramount role without compromising finality: first, amending the federal habeas petition rule to allow petitioners …

In an effort to improve education, the Tennessee state legislature in early 2025 passed a bill to expand the state’s current targeted program to a universal Education Savings Account program in which state funding is set to be reallocated to private institutions for any Tennessee student who applies and is accepted. A list of the participating private institutions can be found on the state’s Department of Education website. Abstract Drawing on Critical Social Theory (CST) (Habermas, 1984; Kincheloe & McLaren, 2011) and Culturally Responsive Evaluation (CRE) (Hood, Hopson, & Kirkhart, 2015), this qualitative study evaluates the effectiveness of a Mindfulness-Based Intervention (MBI) with Black undergraduate students. The purpose of the study was to examine and understand how students perceived and engaged with mindfulness practices, particularly concerning stress management, coping strategies, and cultural relevance. Additionally, the study sought to evaluate whether the intervention meaningfully addressed the unique challenges faced by Black students in higher education. Supreme Court reform is a lively topic of discussion and debate, with scholars, commentators, and politicians debating a variety of proposed Court reforms, such as term limits, additional Justices, and jurisdiction stripping. This Article adds a new idea to the mix: papering Justices. Several states permit each side to a dispute to file one motion to automatically disqualify the judge overseeing their case. These requests are to be granted automatically without any showing of facts, hearings, or further briefing. This is known as “papering” the judge. One of the distinctive features of the Sundanese language is the use of Kecap Anteuran (KA), or verb intensifiers. This linguistic feature often poses challenges when translating Sundanese into foreign languages, particularly European languages. However, we argue that Sundanese KA demonstrates a higher degree of translatability into Japanese, a language that also uses verb intensifiers similar to those found in Sundanese. In Japanese, words analogous to Sundanese KA are categorized as giongo-gitaigo, although the term onomatope is more commonly used. Electricity theft is a serious problem that results in significant revenue losses and jeopardizes economic stability. The accurate detection of theft is hindered by the prevalence of imbalanced, real-world electricity consumption datasets. Consequently, data balancing is necessary prior to the classification of normal and abnormal consumers in order to mitigate the classifier’s inherent biases toward the majority class. This study proposes a deep learning–based electricity theft detection model coupled with a hybrid resampling technique (synthetic minority over-sampling technique–edited nearest neighbor (SMOTEENN)). Bullous pemphigoid (BP) is an autoimmune disease characterized by pruritic blisters and plaques, primarily affecting elderly individuals. The etiology of BP is multifactorial, with several documented triggers, the extent of which is currently unknown. This case reviews currently documented BP triggers and presents a case of severe and refractory BP, whose onset and progression raise suspicion for indoor pollutants and viral infection as inciting triggers. Our patient's condition worsened despite standard therapy, highlighting the complexity of BP management. This case adds to the literature, teasing out BP pathogenesis and highlighting the complicated hospital treatment course for severe autoimmune blistering diseases.

Public engagement in marine litter research is increasing. Further advancing this approach requires a critical examination of the benefits of citizen science and the primary challenges that we must overcome. A thematic analysis of survey responses from 56 professionals (scientists and project organisers) who use citizen science to investigate marine litter revealed nine significant benefits alongside ten key challenges. Benefits were identified for the citizen scientists (e.g., learning something new), science (e.g., reducing data collection costs), and the environment (e.g., less plastic waste in the environment).
